Russia's Supreme Court explained the classification of military losses

In the definition of the Supreme Court stated that a decree classifying military losses in times of peace is necessary for the protection of state secrets. On Monday, August 24 reports "Interfax".
Sun believes that the relevant presidential decree protects information on the location, structure and operational situation in the armed forces. The information about the losses, explained in the highest court, may disclose information about the deployment, the name, organization, armament, the number of troops and the status of their combat support, as well as the military-political situation.
The resolution notes that the loss of personnel leads to the impossibility of further implementation of service tasks because of the death or injury of soldiers.
The presidential decree, according to Sun, is not contrary to federal law "On state secrets", and its constitutionality, if you have any doubts, can verify only the Constitutional Court. Also, the Supreme Court considers that the classification of the loss does not prejudice the right of journalists to have access to information and human rights in general. The resolution recalls that the law "On information, information technologies and information protection" obligation to respect the confidentiality of information, access to which is restricted by federal laws.
The applicants appealed to the Supreme Court acted Rain Timur Olevskii correspondent, special correspondent of "Novaya Gazeta" Paul Kanygin blogger Ruslan Leviev, the deputy of the Legislative Assembly of the Pskov region Lev Schlossberg, journalist Arkady Babchenko and Svetlana Davydova, who is accused of high treason. In their view, the law "On State Secrets" does not give the president the right to expand the list of information constituting a state secret. Now they intend to appeal against the decree in the Constitutional Court.
In late May, Vladimir Putin signed a decree according to which military losses "in peacetime, during special operations" were a military secret. Previously, this rule applies only in wartime.
The Kremlin then assured that this decision is not linked to the events in Ukraine.
