Decentralization is included as a requirement from Ukraine set in the Minsk agreement signed by Ukraine, Russia and its proxies in February this year. Under its provisions, Ukraine must adopt constitutional reform taking into account the specifics of Donbas regions....
However, the most controversial line of the constitutional amendment is article 18 of the “Transitional Provisions”, which says the following:
“The specifics of executing local governance in certain counties of the Donetsk and Luhansk regions are defined by a separate law”

I'm going to make this as brief as possible and will elaborate on it later in the day.

Decentralization was requested by the people involved in The Maidan. This isn't a demand by the terrorists that popped up after they started their crime spree. So, to think this was forced upon the government by the current Ukrainian enemies (DNR and friends) is incorrect.

Overall, decentralization will push more responsibility to local governments. This I believe is a good thing. The local citizenry will have more say in local matters. If for example, they don't like the way the county's being run, they can call for a recall of its local leaders. Currently they don't have the powers to make that demand.

Local leaders will still have to adhere to constitutional laws. Any laws they want to put in place will of course have to be approved by the parliament.

As for the "Article 18" controversy, I believe has been blown out of proportion by the opposition.

3 main topics I'll briefly review.

1)Allowed to have their own militia which members have to be Ukrainian citizens and from the local area. That eliminates having foreigners involved. Basically it's like a local national guard. Local government will have to pay for it and it won't be supported monetarily by the government in Kyiv. Still remember that it'll be monitored by locals, so if they get out of hand the local government will hear about it. That's an advantage of decentralization.

2) Being able to speak Russian. Now who in hell cares what language they speak! In China Town within California, they have the right to speak Chinese. In Little Havana in Miami, they're able to speak Spanish. Now is that something to make a stink about?

3) Regarding amnesty. This is something that's practised globally to bring peace to local areas. Criminals are given amnesty in the US, in return for more important information on other more important issues such as peace in the area. There will still be access to those areas to the country's national guards. They not just going to have free rein and do whatever they want.  

I'll research further, to see if there are other details on Article 18. Of what I've reviewed, is this something to make a stink about? Are these three stipulation going to bring the entire country down? Most are smarter than that.

These stipulations won't go into practice until all foreign fighters are out of the country and the borders are secured.

Later today, I'll elaborate a little deeper on this controversy that in my opinion really isn't. It's only a controversy for those Monday morning quarterbacks that don't want to bother to educate themselves on the matter. Don't get caught-up in ignorant propaganda.
