Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources]

SATURDAY

Please scroll down to view news items added during the course of the day

News -
Reading of no attacks by Putin. I don't believe this, to be honest; I am sure there is some fire; but it is time to move towards peace. And so the game is being played out.
Lisenko says no dead or injured soldiers yesterday. For the second day in a row.

The talks in Paris with madman Putin plus Merkel, Poro, Hollande, are in the news.
Apparently Poro has agreed to pass another bill giving the Donbass special status.
Frankly people are sick of the war, and I don't honestly think they care too much. They want peace now.
But I expect Poro to be heavily criticised by some - Svoboda, Liashko.
I have no doubt that - given the chance - the Donbass will move towards Europe. With Russia there is no future. Well - nothing good, anyway.
But will the Donbass be given the chance? A free vote? I doubt it, to be honest.

Weather -
The weekend should be pleasant, but much cooler by the middle of the week.
20C and sunny today. Similar for much of Ukraine.

In violation of the respective withdrawal lines, an SMM unmanned aerial vehicle (UAV) observed concentrations of heavy weapons in “DPR”-controlled areas. Twenty main battle tanks (MBTs) were spotted in the area of Sontseve (59km north-east of Mariupol); a battery of six self-propelled howitzers in the area of Rozdolne (64km north-east of Mariupol); seven MBTs, at least 14 infantry fighting vehicles (BMPs), and 17 military-type trucks in the area of Komsomolske (73km north-east of Mariupol). In addition, the UAV also recorded the presence - in violation of respective withdrawal lines - of more than 64 MBTs at a “DPR” training range in the area of Ternove (56km east of Donetsk)....

64 tanks near Donetsk. Putin hasn't stopped his games yet.
But the terrorists must now realise - there time is over. If they stay, there could be serious reprisals.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Results of talks in Paris: Ukraine will be free of foreign troops' occupation and retake control of its borders

Sat Oct 03, 2015 3:54 am
The parties to the Normandy Four talks had agreed that foreign troops would be withdrawn from Ukraine and the country would gradually retake control of its border.

French President Francois Hollande announced in Paris on Friday, Censor.NET reports citing UNIAN.

"We've agreed [that Ukraine will retake] further control of the border [with Russia] step-by-step, and all foreign troops will be withdrawn from Ukraine," he said.

The parties also agreed that the number of checkpoints on the Russian-Ukrainian border would be raised, while procedures for international organizations would be liberalized. What is more, the sides agreed to speed swaps of prisoners of war and civil hostages.

The talks also tackled gas issues, the French president said. "As the [gas] protocol has already been initialed and signed; now this is a matter of the implementation of the signed agreements. We agreed that a meeting would be held at foreign ministers' level to sum up the results of the previous agreements," he added.

Putin's going to have some heavy explanation to do, when his supporters start asking him what happened. Is it that they might've told him that they're losing too much and that it's time to accept reality?

The big question now will be, what will he do to spite Ukraine. What kind of destruction will he cause on his way out, IF he does leave?

If he does leave what will the reaction be by the terrorists. will they also leave? The only way they'll stay (of course to continue destabilizing by Kremlin request of the area) is, if they get amnesty. They have no future in Ukraine.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty OSCE will have unimpeded access to entire territory of Donbas, Poroshenko says

Sat Oct 03, 2015 4:02 am
According to President of Ukraine Petro Poroshenko, the leaders of Ukraine, France, Germany, and Russia have agreed at the talks in Paris on Friday that the OSCE Special Monitoring Mission would have access to the rest of the occupied territory in the Donbas.

"The first entry: OSCE should now have unimpeded access to the entire occupied territory and access to the border," he told reporters after the meeting.

The President of Ukraine said that the OSCE monitoring mission, which will operate in the east of Ukraine, will be expanded.

"In order to perform its functions efficiently, it was decided to increase the number of OSCE monitors, to expand mission's mandate and one more very important thing was added - we have agreed that mine clearance process will be launched under the auspices of the OSCE with the support kindly provided by Germany and France," Poroshenko said.

"I have put a special focus to fundamentally unacceptable facts of electronic warfare against OSCE using systems delivered from Russia. They directly conflict with Minsk agreements. We have agreed that the OSCE monitoring tools will have unobstructed access (to the entire occupied territory)," Poroshenko informed.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Hollande casts doubt on fulfilling terms of Minsk deal

Sat Oct 03, 2015 5:09 am
Violence in Ukraine's separatist eastern territories has ebbed in recent weeks to its lowest point since the ceasefire was signed in February, but Western diplomats say the 12-point Minsk peace plan is far from fully implemented.

It will take time to organise elections in Ukraine that respect international standards and as a result, the so-called Minsk peace process will run into next year, French President Francois Hollande said on Friday.

"On the election issue ... it will take longer. We don't want elections to get held in eastern Ukrainian territories under conditions that would not respect Minsk," said Hollande, speaking after hosting talks with the Russian, Ukrainian and German leaders.

"It's therefore likely, even certain now, that -- since we need three months to organise elections -- we would go beyond the date that was set for the end of Minsk, that is to say Dec.31, 2015," he told a news conference.

German Chancellor Angela Merkel told the news conference: "The result (of Friday's meetings) is that the Russian president committed to working towards ... establishing the conditions that would allow elections to take place according to Minsk, based on Ukrainian law, in a coordinated fashion between the separatists in Donetsk and Luhansk and the Ukrainian government."

The Minsk accord contains a year-end deadline for Ukraine to recover full control over its border.

Ukraine and pro-Russian separatists agreed earlier this week to extend a pull-back of weapons in east Ukraine to include tanks and smaller weapons systems.

Even after the lighter weapons are withdrawn, the sides still need to end a deadlock over the ground rules for local elections.

Hollande said the ceasefire was widely respected and leaders had agreed on the implementation of steps towards peace.

"We wanted to make sure that the withdrawal of light weapons ... would start tomorrow morning at midnight," he said. "For heavy weaponry there must be a similar process, and we should be able to put seals on them."

Ukrainian President Petro Poroshenko said he felt "cautious optimism" on the results of Friday's talks, Interfax Ukraine quoted him as saying.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Nowak: The price of gas for Ukraine Russia hovers around 248-252 dollar

Sat Oct 03, 2015 6:23 am
http://www.epravda.com.ua/news/2015/10/3/562088/
The contract price for Russian gas for Ukraine in the IV quarter hovers around 248-252 dollars per thousand cubic meters.
This was stated by the chairman of the Ministry of Energy Minister Alexander Novak, says Prime.
"The price - dependence formula of calories, it will be plus or minus $ 2-3. The contract price will be based on caloric content within 248-252 dollars per thousand cubic meters. So off about 20 dollars", - he said.
Earlier, the head of "Naftogaz" Andrew Kobolyev said that excluding calorific value, the price of Russian gas in Q4 of this year will amount to 227.36 dollars per thousand cubic meters.

Strange that they can play around with the price like that.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Putin happy about Merkel's statements on Crimea (24 channel)

After the meeting, Norman four German Chancellor Merkel Anneli "admitted that Crimea will not return to Ukraine." This convinces the Chairman of the Committee on Foreign Affairs of the State Duma of Russia Alexei Pushkov.
"Important: after meeting Merkel in Paris for the first time admitted that Crimea will not return to the Ukraine. That is to say, limited only by the east" - said Pushkov.
This phrase Chancellor indeed took place, but in a different context. Merkel was asked whether there was a link between the situation of the Minsk agreements.

===
The Russians playing with words. Merkel said that Crimea and Minsk are not connected. They aren't.
The Russians are saying that this means that they can keep that particular territory they invaded. Hitler and the Sudetanland. Putin and Crimea.

A lot of diplomatic garbage speak which will delight Putin, for sure.
Elections whilst Russian occupies the territory are no elections. They are Shaun Walker elections.
Elections should take place when the Donbass is free of Walker's "DNR guys", known to the rest of us here in Ukraine, as terrorists.

I am sure that Poroshenko will get a lot of criticism for this, but I think that he has little choice. Pressure from the west, for one.
And I personally feel that he has done the right thing. It will be interesting to see if people support him - if peace arrives.
Many Ukrainians now see the residents of the Donbass as traitors. Russian sympathizers.
And many wouldn't miss the Donbass at all. It is a wasteland now, full of many many undesirables. I will never go there again.
Just like Russia - too dangerous.
What will be interesting - will the people of the Donbass want to move closer to Europe, or Putin. They have already had a glimpse of the future from Putin during the past year or so. But there are lots of uneducated babkas who are happy to wave a Russian flag for 50 grivna, and then spend the winter on a starvation diet. Bizarre.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Obama: Russia action in Syria is 'recipe for disaster' [engl; telegraph]

President Barack Obama vehemently rejected Russia's military actions in Syria as self-defeating and dismissed the idea that Moscow was strengthening its hand in the region. He vowed not to let the conflict become a US-Russia "proxy war."
At a White House news conference on Friday, Obama pledged to stay the course with his strategy of supporting moderate rebels who oppose Syrian President Bashar Assad, but he dodged questions about whether the US would protect them if they came under Russian attack.

Regarding special status, that has to be cleared by what it really means. If it means 'decentralization", it won't make a difference from one oblast (county) to another. Under decentralization, all oblast will have the same rights to self-management. This is no different than how each state in the US is run. There's the US constitution that every state must follow, then there are state laws that every state can put in place but has to be approved by Congress. Just a light example. There are states that make marijuana leagal and some don't. It also makes each oblast more responsible on budget management, in order to get subsidies from Kyiv.

As far as has been said, Donetsk or Lugansk won't be a breakaway from Ukraine or autonomous. These are words loosely used. The Kremlin won't have direct political influence on those regions.

If there are ANY constitutional laws passed in the Rada, it won't have a chance of passing, as the majority of MPs are pro-Ukrainian. So let them try and pass such ludicrous bill. Last polls show from at least two different pollsters, 10% to 16% are pro-Russia in those two regions. Recall those are from people still living in those areas. Not much to write home about. We all know how many left. If peace comes to those areas and they return, we all know they're not going to vote for someone blamed for having them forced to leave. It doesn't take a scientist to figure out something that's common sense.

Poroshenko knows that If those two regions were allowed to breakaway, it'll be the end of his presidency. From viewing details on a daily basis, instead of just reading articles titles, he's not going to do this. For one, he'll have a repeat of The Maidan which nobody wants. For another, he'll have Svoboda and the Right Sector go "ape-gay" (hope you all know this old term. "When someone goes bananas/nuts/crazy"). He'll have a total breakdown of the country and destabilization that the Kremlin will immediately take advantage on. Then that will be the end of Ukraine as we all want it to be. He's come this far and no other president has fought corruption and crime, along with jailing/ridding big named criminals as he has. Name one, if you know of one. This during having to deal a war, repairing the country's economy that Yanukovich left in tatters, and bringing back foreign investors. And NOT ONE person has said who's more qualified to take his place. Who's been in the exact same position that's in Ukraine and was successful in the end? Not the former president of Georgia. Look at its condition with the breakaway's. That's no success. Make your own list on EVERY issue he's fighting currently. If anyone thinks corruption (which there's still plenty from within) and crime should be gone by now, you're either dreaming or on drugs in a different planet. Be realistic.

I've supported him and given him the benefit of the doubt. Many have bashed him as they don't read or research on issues. They just read article titles. A very educational method eh? But IF he does drop the ball on those regions, I'll be the first to bash him. We don't need to cause internal destruction. We need all to work together as one so Ukraine is finally free and independent. Don't depend on the west. This has to be done by Ukrainians, as we've seen how the west has sold-out Ukraine and Ukrainians. IMO, the number one group that has abandoned Ukraine is the EU. Ukraine isn't a US state or a state of any other continent. It is a European country and they've shown they'd rather keep business going with this cold-blooded criminal. So they're no different than Putin and the Kremlin is. They're just as bad. And for those who blame the US and that they're not doing enough. Wake-TFU and put the blame on who should be doing more. If Puerto Rico had a similar issue, are you going to blame it on Europe? Use common sense.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Pro-Russia rebels "pull back tanks" from front line

Sat Oct 03, 2015 11:38 am
Pro-Moscow rebels announced Saturday they had begun withdrawing tanks from the line of contact with government forces following key peace talks in Paris the day before.

"People's militia of the Lugansk People's Republic has begun a withdrawal of tanks from the line of contact in accordance with a Minsk deal," said the official news agency of the rebel region.

The warring sides had this week agreed to withdraw tanks as well as light weapons from a buffer zone between their forces beginning Saturday.

The deal will take more than 40 days to implement and see each sides' mortar shells and rockets with a calibre of less than 100 millimetres moved 15 kilometres (nine miles) away from the line of engagement.

The pullback is in line with a Western-backed peace deal agreed in the Belarussian capital Minsk in February.

On Friday, Ukrainian President Petro Poroshenko met the leaders of Russia, France and Germany in Paris in their latest push to end to a conflict that claimed more than 8,000 lives since April 2014.

"The withdrawal will begin from tomorrow," Poroshenko told reporters in Paris on Friday.

"All technical issues including coordination with the OSCE have been completed."

Over the past few weeks fighting has all but stopped in east Ukraine and peace appears closer than ever in a conflict that pitted Ukraine against Russia.

Ukraine and the West accuse Russia of covertly supporting the rebels with troops and weapons, a claim Moscow denies.

Russian President Vladimir Putin has over the past days shifted Western attention away from the Ukraine conflict by ramping up Moscow's military presence in its war-torn Soviet-ally Syria and launching air strikes against Islamic State militants.

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty OSCE: Kremlin-backed militants in east Ukraine have deadly Russian rockets systems

Sat Oct 03, 2015 12:18 pm
Russian arms for Russian-backed militants.

International monitors say they have spotted a new kind of Russian weapons system in rebel-held Ukraine this week, possible evidence of Moscow's continued interest in Ukraine even as it focuses on Syria, Reuters reports.

The Organization for Security and Co-operation in Europe (OSCE), which is monitoring a ceasefire in eastern Ukraine, reported that its monitors had seen a mobile TOS-1 'Buratino' weapons system for the first time.

Spokesman Michael Bociurkiw told Reuters on Friday (October 2) monitors had spotted the Buratino at a rebel training area in the village of Kruhlyk.

"On the 26th of September our monitors spotted around the town of Kruhlyk which is not far from Luhansk city, it is controlled by the so-called LPR (Luhansk People's Republic), on that day they saw 36 tanks of unknown models. But the day earlier they did see, they did spot at the training range in the same area the Buratino multiple rocket launch system," he said.

Read also Russian ‘Buratino' rocket launchers used for first time against Ukrainian troops at Donetsk Airport

Bociurkiw said the weapons system was "very destructive" and "indiscriminate", adding it fell in the category of heavy weaponry that should have been withdrawn from the contact line as part of a ceasefire agreement signed in February.

The Popular Mechanics website called TOS-1 "hell on earth" for anyone it targeted.

The Buratino is equipped with thermobaric warheads which spread a flammable liquid around a target and then ignite it. It can destroy several city blocks in one strike and cause indiscriminate damage.

Only Russia produces the system and it was not exported to Ukraine before the conflict broke out, according to IHS Jane's Group and the Stockholm International Peace Research Institute, which track arms exports.

The OSCE's findings are embarrassing for the Kremlin, which has turned down its rhetoric on Ukraine and shifted attention to Syria, where it has begun air strikes. The report comes before President Vladimir Putin holds talks in Paris on Friday (October 2) with the leaders of Germany, France and Ukraine on the peace process......................

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Political scientist Piontkovsky: Putin never fulfill two conditions for Ukraine

Sat Oct 03, 2015 8:11 pm
The Russian political scientist and social activist Andrei Piontkovsky after the talks "Norman Quartet" in Paris said that the leader of Russia never fulfill two conditions for Ukraine. This UNN reported with reference to the "24 channel".

"The only positive in Minsk agreements - a withdrawal of heavy weapons from the boundary line. In all other conditions Russia has its own look," - he said.

He said the military escalation in the Donbas is not, "as the event is very clear artykulyuvav the price that Vladimir Putin will pay for such exercises as" taking Mariupol "or attempts to break through the isthmus corridor - it will be more stringent economic sanctions and selling Ukraine lethal weapons. "

A.Piontkovskyy added that Russia will never meet two conditions. The first - the withdrawal of Russian troops, "well, at least because it argues that they are not there", and the second - the transfer of control of Ukraine abroad.

I hope that Ukraine will fulfill the conditions that it imposes Putin, referring to some phrases in Minsk II - the inclusion of these areas in the political process in Ukraine and economic responsibility for them by Kyiv,
- Says the analyst.

He also believes that the conflict will end "classical frozen for a while Transnistria".

Ukraine crisis. News in brief. Saturday 03 October [Ukrainian sources] Empty Portnikov Yesterday Putin seething with rage, like an old kettle and said nothing after the summit. They have made it

Sat Oct 03, 2015 8:41 pm
In Paris, President Vladimir Putin was forced to abandon the idea that the elections in the Donbas can pass on his script, the journalist Vitaly Portnikov.

Negotiations "Norman format" in Paris ended with the victory of Ukrainian diplomacy, which managed to win with the support of German Chancellor Angela Merkel and French President Francois Hollande.

This opinion was expressed by journalist Vitali Portnikov on his page on Facebook.

"Putin was forced to abandon the idea that elections can go through it, not according to our scenario.
Putin was forced to admit that part of the Donbas, he will get rid of the sanctions only if he leaves from the Donbas. Completely and irrevocably. Putin made it clear that none of his actions in Syria will not affect sanctions against Russia for Donbas and Crimea ", - wrote the journalist.

He also noted that Ukraine may be arbitrarily long and hard work on the conduct of elections in Donbas, agree to vote, peregolosovyvat, make changes - and "sanctions clocks" for Russia will be ticking.

"Putin actually dragged from the war. Now, all of his actions in the Donbas - in the political field, he can not lose. If he was hoping for political gain - did not start a war," - said Portnikov.

The journalist said that Ukraine was in Paris won a diplomatic victory.

"Victory, which managed to win the support of the Federal Chancellor and the French President. We must recognize that Angela Merkel and Francois Hollande - each in its own way - to cope with the problem of European Union leaders and were able to convince Putin to change the agenda with the Russian west. Therefore, Yesterday the journalists are talking to them, and he was boiling with rage, like an old kettle and did not utter a single word, either before or after the summit. They made it. Did not last, and when dragged into Minsk trap. Yesterday was just a continuation of hunting " - he said.

October 2 in Paris held talks the leaders of the "Normandy four" Petro Poroshenko, Angela Merkel, Hollande and Vladimir Putin, on conflict resolution in the Donbas.

Following the meeting in Paris, French President Francois Hollande on behalf of the "Normandy Four" declared that Minsk agreements should be implemented in the envisaged time frame - up to the end of 2015.

German Chancellor Angela Merkel, in turn, said that estimates the results of the summit in Paris positively.
