NEWS:

Latest report states there were no casualties Yesterday, although the terrorists are still aggressively shooting.

Corruption is still a big factor, in getting overall adherence to the law of the land. Poroshenko's administration stated that it would be impossible to replace the entire group of judges. It would be impossible to find 8,000 judges which I agree with. There has been quite a few that have been caught during performance of bribes. I still believe, there should be emphasis on cleaning the Pechersk Court.  There have been criminals that have been given options to bail out of detention which they shouldn't. Those orders come from above their level. The SBU has been trying to stop investigations of corruption within their own ranks. That would be an indication of favoritism to certain criminals that have the bribery option open to them. Mind you, there have been an abundance of arrest and many illegal arms and items discovered, but when there's talk about the SBU stopping possible busts within themselves, that's a big problem.

Comedy hour: Yanukovich filing a suit against Ukraine at European Court of Human Rights on abuses of human rights. Yes! That is very funny.

It's actually colder in New York +7c than it is in Ukraine. In Kyiv, it's +14c and cloudy. In southern Ukraine, it is currently +16c with clouds and sun.

A storm trucking through Romania's heading east. So Ukraine is going to get a good share of heavy rains later today.

Ukraine’s Security Service [SBU] has tried to get a program probing corruption within its ranks removed from air, just weeks after two of the journalists were assaulted outside the SBU offices in Kyiv. Since it failed, there is no need to speculate on the reasons – the luxury vehicles that SBU staff use to get to work, rather than the public transport claimed, can be seen – and valued. The journalists note that the 50-70 thousand dollar price tags on many of these cars should require years, if not a whole lifetime for civil servants to earn.

Skhemy: Corruption in Detail is a joint initiative of UTV-1 and Radio Svoboda, with the program appearing every Thursday. Radio Svoboda reports that several hours before the latest edition was due to be broadcast, it received a letter signed by Mykhailo Hluhovsky, head of the Kyiv and Kyiv Oblast SBU. The letter cites various articles of the laws on the SBU and on countering terrorism, and suggests that filming SBU officers breaches their legal guarantees under these laws. It specifically suggests that filming anybody who has taken part or is involved in ATO [the ‘anti-terrorist operation’ or conflict in Donbas] could place them in danger.

It doubtless could but the program does not do this, and Katya Gorchinskaya, who heads the Radio Svoboda Investigative Journalist Programs says that they view the SBU intervention “as blackmail, and are shocked that the Security Service’s management should use such tactics against journalists”.

The program was shown on Oct 15 and can be viewed here. Mykhailo Tkach, together with Kyril Lazarevych, spent weeks tracking the super-expensive cars that SBU employees come to work in and the secret car parks they use to avoid parking them immediately outside the SBU. This is no idle curiosity, Tkach stresses. The SBU is responsible for combating corruption and economic crimes, and the cars driven are a good indicator of whether lifestyle matches their (declared) income.

It doesn’t. You would have to be earning several thousand USD a month to afford the kind of cars very many SBU employees drive.

It is clear they know it, hence the pretence with secret car parks that Hluhovsky denies, but where the local guards clearly hold places for the SBU employees.

The top bosses drive into the SBU car park, with little concern for pedestrians, road signs, etc. Viktor Trepak, the Head of the Department for Fighting Corruption and Organized Crime, for example, drives a Toyota Land Cruiser Prado to work. Initial efforts to compare this with his income were unsuccessful. In breach of the law, on Oct 5 Trepak had not published his income declaration. It appeared later, after Skhemy’s request for information, and shows Trepak himself owning relatively little, unlike other members of his family. A standard ploy, the Skhemy journalists point out.....................

Deputy head of the Presidential Administration Oleksii Filatov believes it is not possible to completely replace the entire judicial manpower in Ukraine.
He said this at a legal forum, Censor.NET reports citing Ukrainski Novyny.

Filatov believes it is not possible to find 8,000 new judges in Ukraine if the acting judicial manpower is dismissed.

He forecasts that most of the acting judges will be re-elected to their positions again. In this case, Filatov said, it makes no difference between re-credentialing and dismissal of all the judges.

The deputy head of the Presidential Administration also noted that the judicial reform developed by the Constitutional Commission of Ukraine has been directed to the European Venice Commission, and it included an alternative suggestion to dismiss all the judges in Ukraine.

Filatov together with deputy speaker of the Verkhovna Rada of Ukraine Oksana Syroid intend to visit the Venice Commission session on Oct. 23-24 for the discussion of the matter.

The final report into the crash of Malaysia Airlines Boeing 777, which was shot down by the pro-Russian militants in the Donetsk region in July 2014 published by the Dutch Safety Board has shattered the international image of the Russian Federation.

President of Ukraine Petro Poroshenko said at press availability, Censor.NET reports citing Ukrainski Novyny.

"The main thing demonstrated by the results of the technical investigation was lie of the Russian Federation... It has delivered a fatal blow to Russia's global image today. This is connected not only with the annexation of Crimea, not only with the occupation, but actually with concealment or support of terrorist organizations," the president noted.

Poroshenko stressed that the report dealt with the technical aspect of the crash while the organizers and perpetrators of this crime were still to be held accountable.

According to him, Ukraine will keep investing efforts together with its international partners to organize the international trial on this case.

"We consider the question of [creation of] the International Criminal Court ... and long on hope in the UN Security Council," the president said.

At the same time Poroshenko noted that the trial could be held according to the laws of the affected countries.

Sevteploenergo utility company files numerous lawsuits prior to the heating season to recover debts accumulated by the residents before the occupation of Crimea by Russia.

The claims of the company are ruled by the decree №355-RP legislated by the occupation government of Sevastopol in April 2015, Censor.NET reports citing Krym.Realii.

This decree stipulates for the transfer of assets and receivables to the newly created Sevteploenergo from the Ukrainian utility company of the Sevastopol city council, which was dismantled by the invaders.

The same decree transferred the lien to secure payment for services in the amount of 27,032,027.62 rubles provided in advance.

Thus, the assets of the Ukrainian utility company of the Sevastopol city council have been passed to the Russian company. The total value of the transferred assets was 239,470,343.14 rubles.

Meanwhile, according to the local residents, there is no legal basis in the Russian legal boundaries for the transfer of funds and assets of the enterprise of the other country in such a way.

According to resident of Sevastopol Margarita L., who stood for one of the defendants, the court hearings revealed that the "new Russian" Sevteploenergo utility company was not a legal successor of the "old Ukrainian" one.

President of Ukraine Petro Poroshenko is dissatisfied with the pace of the reforms in Ukraine like the majority of citizens.

He stated in an interview to Ukrainian TV channels, Censor.NET reports citing Ukrinform.

"I am also among the 68 percent of Ukrainians who are dissatisfied with the pace of the reforms," Poroshenko said.

According to the president, the schedule and content of the reform in Ukraine are administered in the Ukraine-EU Association Agreement.

"I am confident that there is a need to meet with the leaders of parliamentary factions and carry out the National Reform Council next week to discuss implementation of all the necessary changes. On the one hand, the government has submitted all the necessary bills, but there is no consensus in the Parliament because there are certain issues in these bills that have nothing to do with a free travel regime, and we urgently need to strike a compromise," he said.

Thus Poroshenko expressed his belief that the Parliament would finally make the appropriate efforts and vote the necessary laws for the visa-free regime.

"I would be happy to deal with the issues that come within my purview - ensuring national security, defense, and foreign policy. But I have to deal with this sphere as well because the future of Ukraine depends on it," the head of state said.

The Rating Sociological Group published an opinion poll earlier on Friday, according to which the majority of Ukrainian citizens did not believe in the efficiency of the reforms implemented by the government and distrusted the authorities.

Songwriters and performers Daniel Christian and Kolly Dee made a patriotic video for their song "Slava Ukraine!" (Glory to Ukraine).

As reported by Censor.NET, one of the song authors, Daniel Christian, currently resides in Europe. The two decided to make the song and the video about Ukraine to support Ukrainians.

"I stand with Ukraine, that is the reason I made this song featuring by bro Kolly Dee. It is my way of giving back.

"God bless Ukraine! Slava Ukraine!," Daniel Christian wrote on his Facebook page.

He said he was not from Ukraine, but had lived here for a while, and it had been a great period in his life, the songwriter said.

According to the sociological studies Fund "Democratic initiatives named Ilko Kucheriv", whose results published on the website, became known last electoral mood of the people of Donbas.

According to Russian Foreign Minister Sergei Lavrov, the current Ukrainian government commits "Russian attack on all."

In Ukraine, the oppressed people who associate themselves with Russian culture. This Russian Foreign Minister Sergei Lavrov said during a meeting with President of the Senate of the Philippines Franklin Drilon in Moscow, according to the Russian Foreign Ministry website.

"Unfortunately, for their commitment to Russian culture, Russian history, Russian traditions, the Russian language, they often begin to oppress it happened next door at our sister country of Ukraine", - Lavrov said.

Russian Foreign Minister stressed that "bloody conflict" in the Donbas began after Ukraine "as a result of the coup came to power nationalists who began an offensive on all Russian."

The conflict flared up in eastern Ukraine in the spring of 2014, when pro-Russian militants seized power in a number of cities.

In September 2015 the Investigative Committee of Russia declared its "universal" jurisdiction "over the lands of eastern Ukraine, as it is carried out" genocide of the Russian population. "Therefore, according to the Sledkome, Moscow has every reason to initiate proceedings with respect to those events.

September 10 Investigative Committee opened a criminal case against a number of representatives of the military leadership of Ukraine - Minister of Defense Stepan Poltorak, Chief of Staff Viktor Muzhenko, commander of the Land Forces Anatoly Pushnyakova and Commander of the National Guard Nicholas Balan.

I should have been in Kiev to see this game, but unfortunately I am a few miles away from the Chelsea stadium in London. Won't get on a plane until Wednesday. And then going to the beach first.
This is going to be one interesting game. Dynamo can play good footie, and Chelsea have been struggling this season.
I expect lots of Ukrainians to be glued to their tv sets tomorrow night.

In the Odessa region court arrested for 2 months without the right to bail the boat captain, during which the October 17 crash killed 14 people.

As head of the press service of the Prosecutor's Office of Odessa region Ina Verba today Belgorod-Dniester district court granted the request of the prosecutor's office area.

"Boat captain" Oriole "a preventive measure in the form of detention without possibility of bail", - said Verba.

According to her, the captain was arrested for 60 days.

As reported by "Commander", 17 October in the Black Sea near the village of Zatoka overturned boat "Oriole", which was carrying 36 people. Killed 14 people, managed to save 22 people. Vice Prime Minister - Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Gennady Zubko did not rule out that in the boat could be another 8 people.

According to the Shipping Register of Ukraine, the boat had valid documents allowing carrying 12 passengers and three crew members. According to preliminary reports, the accident has caused an overload vessel.

Open criminal proceedings on the hour. 3 of Art. 276 (violation of safety rules and operation of railway, water or air transport) of the Criminal Code of Ukraine. Sanction article provides for punishment of imprisonment for a term of 5 to 10 years.

In the raised surface on the boat "Oriole", which sank on October 17 in the Black Sea, we have found three dead bodies. This is stated in the press service of the Ministry of Infrastructure of Ukraine.

"The first test raised from the bottom of the Black Sea Oriole boat that sank on October 17 confirmed the presence within at least three dead bodies", - said the press service.

Now check which is carried out by representatives of the Ministry of Interior and the governmental commission investigating the tragedy continues. Information will be updated.

Recall, on October 17 in the Black Sea near Odessa Oblast Zatoka pleasure boat sank "Oriole". Managed to save 22 people, it was previously found 14 bodies. Thus, the number of dead rose to 17 people. International rating agency Standard & Poor's upgraded the long-term issuer default rating of Ukraine in foreign currency to B / B to SD / D.

This is stated in a statement the agency.

As indicated in the national currency long-term issuer default rating raised to B- / B to CCC + / C.

Recall, 25 September Ratings Services Standard & Poor's on Friday lowered the long-term sovereign rating of Ukraine for obligations in foreign currency from "CC" to «SD», or the level of "selective default". Rating «SD» means that the issuer has refused payment of certain liabilities.
