Those who plan to challenge themselves should follow some basic rules. Plunging must be done only in places equipped with a descent into water and handrails. "Before dipping, some warming up exercises will help. A person should enter water slowly and stay in it for no more than a few seconds," experts say. To avoid hypothermia after swimming, one needs to immediately towel the body, put on warm clothes, and drink hot tea (no coffee or alcohol are allowed).

Ukraine crisis. News in brief. Tuesday 19 January [Ukrainian sources] Empty Lifting sanctions from Iran will speed up Russia’s withdrawal from Ukraine

Tue Jan 19, 2016 10:13 am
The lifting of sanctions from Iran is a historical, landmark and strategic event for Ukraine, political expert Oleh Ponomar writes in Facebook Jan. 19.

A low oil price is a major element of West’s plan to neutralize and confront the aggressive foreign policy Russia has been pursuing since the collapse of the USSR.

Russia didn’t wish to become a civilized and predictable international political and economic player. Since 1991, Russia provoked and created military conflicts, frozen stand-offs, annexed foreign territories and schemed geopolitical adventures, the expert writes.

Iran has implemented the international recommendations regarding its nuclear program, making it possible for the US and EU to lift sanctions and return to world oil markets.

Iran has already announced it will market up to 1 million barrels of oil a day, and this will lower the oil prices even further.

This is good news for Ukraine as the decision will speed up Russia’s withdrawal from Ukraine to avoid more sanctions in summer.

Now, we are anticipating a proper reaction of the stock exchange and ruble on Monday, Oleh Ponomar writes.

Ukraine crisis. News in brief. Tuesday 19 January [Ukrainian sources] Empty Poroshenko dismissed four judges, infamous Kireiev among them

Tue Jan 19, 2016 10:26 am
Poroshenko has fired judge of the Pichersk district court of Kyiv Kireiev.

Censor.NET informs citing Presidential Administration press service.

In particular, Poroshenko has dismissed Rodion Kireiev, a judge of the Pechersk district court of Kyiv, who, the High Council of Justice believes, unreasonably changed the preventive measure against the former Prime Minister Yuliia Tymoshenko from recognizance not to leave the place to detention, resulting in an arbitrary and unlawful deprivation of her liberty. These actions of judge Kireiev led to the violation of the fundamental right to freedom and served as the basis for a decision by the European Court against Ukraine, which affected the authority of the judiciary and the state of Ukraine. This decision caused considerable public outcry. The Higher Qualification Commission of Judges received more than 800 complaints from citizens.

Olena Vasilieva, a judge of Chervonozavodskyi district court of Kharkiv, has been discharged through administrative responsibility rulings against the participants of a rally held on Feb. 19, 2014 in Kharkiv. Maidan activists Holubiev and Vorontsov, who took part in blocking the gates of the Academy of Interior Troops, were sentenced to 15 days of administrative arrest each.

Vitalii Litvinov has been dismissed as a judge of the Obolon district court of Kyiv for an unjustified decision against Maidan activists in January 2014.

Judge of the Leninskyi district court of Luhansk Oleksii Zolotariov has also been relieved from office. In February 2013, his illegal decisions regarding the ownership of pipelines in the territory of the Luhansk region led to their partial dismantling, causing damage to reclamation system.

The proposals for dismissal of judges were forwarded to the president by the High Council of Justice upon the results of checks carried out in accordance with the law on restoring confidence in the judicial system of Ukraine.

Tue Jan 19, 2016 11:03 am
Poland suffered a foreign-currency rating downgrade to BBB+ from A-, with outlook downgraded to negative from positive as recent measures by the government undermine independence of key institutions, Standard & Poor's said in a report on Friday.

The agency said it is concerned about a full swath of what it sees as controversial developments since the governing party Law & Justice (PiS) came to power after late October elections.

The downgrade reflects our view that Poland's system of institutional checks and balances has been eroded significantly as the independence and effectiveness of key institutions, S&P says of such contested measures as changes in the Constitutional Court and public media......

Tue Jan 19, 2016 10:27 pm
A United Nations mission to stabilize the situation in Donbas will begin work on Jan. 23, Concorde Capital informed clients in an online advisory today, based on a Jan. 18 report by Ukraine’s permanent representative to the United Nations.

The mission will include members of the UN Development Program, the UN Children’s Fund and the UN Mine Action Service, the report said. It will meet with officials in Kyiv and travel to Donbas to study local needs, including mine removal, the report said.

Concorde analyst Zenon Zawada added: “This mission doesn’t seem to have any relation to the Ukrainian government’s ongoing campaign to appeal to the UN leadership to introduce peacekeepers in the occupied territory of Donbas, which is a military matter. Ukraine’s representative to the UN said on Jan. 7 it’s trying to organize a group of representatives of UN Security Council members to visit Donbas and convince them of the need for a peacekeeping mission. However, we view it as unlikely that the UN will decide to become involved in such a messy armed conflict, where the risks are great.....

Ukraine crisis. News in brief. Tuesday 19 January [Ukrainian sources] Empty Poroshenko have figured out how to postpone the special status of Donbass to autumn

Wed Jan 20, 2016 12:10 am
The Presidential Administration figured out how to delay the adoption of the draft of amendments to the Constitution to decentralize to paragraph 18 of the transitional provisions, which recorded the special status of Donbas.

This was told the "Today" source on Bankova.

According to them, sorting out the phrase "next session" and "regular session" the Verkhovna Rada voted want to move in September.

It is reported that the signatures have been collected 45 deputies, mainly from STDs, and submitted an idea to the Constitutional Court to clarify the possible timing of the vote.

Changes to the Constitution must be taken in two sessions. In the first reading the amendments to the Constitution adopted during the second session - August 31 (when they were supported by 265 people). The current, third session of Parliament ends on February 2. Changes to the Constitution in the second reading must maintain a minimum of 300 parliamentarians, but so far not enough votes.

According to article 155 of the Constitution of Ukraine, "the draft law on amending the Constitution shall be adopted if at the next regular session of the Verkhovna Rada of Ukraine voted for by at least two thirds of the constitutional composition of the Verkhovna Rada." According to article 83 of the Constitution of Ukraine, the next session of the Verkhovna Rada of Ukraine commence on the first Tuesday of February and the first Tuesday in September of each year.

There are discrepancies in the Constitution, that is regarded as the next, and that the next regular session of the Verkhovna Rada.

"After another session does not always follow, right? If the Constitutional Court will interpret the norms of the Constitution so that September 1, 2015 started the next session of the Verkhovna Rada, the February 2 will begin next next, during which the need to adopt the Constitution in the second reading. That is, we will have time to collect the necessary 300 votes to 2 September, "- said one of the people's deputies of the BPP.

This is confirmed by a former judge of the Constitutional Court, Viktor Shishkin.

According to him, lawyers who serve the parliament and the presidential administration, arguing about this for a long time.

"Talking about it we were. In fact, this issue has different interpretations of constitutional norms. For example, the number" 3 "next to the number" 1 ". Right? But you should not. The next - the number" 2 ". So with the session. It is not clear, what constitutes the next, and that the next session, "- explained Victor Shishkin.

Ukraine crisis. News in brief. Tuesday 19 January [Ukrainian sources] Empty Russia is tired and willing to let go of Donbas in Ukraine - Wyborcza

Wed Jan 20, 2016 12:25 am
Economic sanctions have undermined the power of the West of Russia's economy, which does not contain the power of occupied Ukrainian territory.

It was in the pages of Gazeta Wyborcza wrote Vaclav Radzivinovich, according to ZN, UA.

In his paper, the author pointed out that the meeting of the Deputy Secretary of State Victoria Nuland presidential adviser Vladislav Surkov says that Russia and the West want as quickly as possible to end the war in the Donbas.

Radzivinovich reminded that the meeting with Surkov Nuland near Kaliningrad was not accidental. Kaliningrad is close to Lithuania, where the assistant Secretary of State for European Affairs arrived for talks with Surkov, who because of sanctions banned from entry into the EU.
Read:
The Belarusian Foreign Ministry announced a series of talks on the Donbas

The article provides a commentary influential Moscow newspaper "Vedomosti" concerning the meeting in which it was suggested that Moscow's position in the war against Ukraine is changing. The Russian side until then ignored Nuland, considering it "the author of the Maidan in Kiev." A Russian propaganda enthusiastically described how she was handing out tea and biscuits to Ukrainians to "induce the anti-Russian sentiment." Nuland meeting with Surkov lasted six hours, during which, as we are assured, both negotiator, they talked about concrete proposals and refrain from exchanging angry comments.

Details conversation that Surkov called "brainstorming", were not disclosed. However, Moscow commentators say that he touched the further action plan. At the same time, the Kremlin in Moscow, the head of the board of the foreign policy and defense, Fyodor Lukyanov told Radzivinovichu that Russia really wanted the dialogue on Ukraine as a possible active participation began to take it is Washington. According to him, the Americans have a greater influence on Ukrainian politics than the European leaders. And supposedly it is Washington 'deals the cards in Kiev. "

Moscow is counting on the fact that President Barack Obama, who will soon have to leave the Oval Office, wants to leave to his successor, "dowry" in the form of conclusion of the war in Ukraine. And, according to a publication by the Kremlin in the last days often started receiving "signals the end of the confrontation." One of these signs was the appointment of Boris Gryzlov, the new representative of Russia in the Tripartite Group on the resolution of the conflict in the Donbas. Former Speaker of the Duma and member of the Russian National Security Council has access to Vladimir Putin. And in the language of the Kremlin, this means that Russia is very important to end the conflict.

Americans also consider these important signals. After a meeting in Kaliningrad, the US State Department coordinator for sanctions Daniel Fried assured that US restrictions against Russia except the Crimean may be canceled already in 2016. The article also provides expert opinion Carnegie Arabica Balazs, who believes that the need in which there was the Russian economy, forcing Moscow to change its policy with regard to Ukraine. "The Kremlin wants to give Donbas. The content of the" people's republic "in eastern Ukraine is too expensive", - the expert said, adding that today, public attention in Russia focused on the war in Syria and the financial crisis. A Donbas longer causes such strong emotions as before.

Author of the publication recalled how Gryzlov in a recent interview said that the conclusion of the war in Ukraine can happen, subject to the Minsk Agreement, which the parties were to perform even in 2015. According to commentators, the main obstacle to this is the lack of trust between Moscow and Kiev. In particular, the most problematic point of agreement is the transfer of control of the borders of Ukraine, which is now Kiev has no control. The Ukrainian side insists that before holding the elections in the occupied territories and to talk about a special status for them, it is necessary to restore border controls. But Russia wants the first elections were, and then return control as Kiev could "start a massacre" of pro-Russian terrorists.
