David Cameron is claiming that his draft EU deal delivers the “substantial change” he wanted to see in Britain’s relationship with Europe. That claim will come under intense scrutiny in the days and weeks ahead.
Eurosceptics were quick to denounce the plan. “Is that it then, Mr Cameron?” asked the anti-Brussels Daily Mail newspaper. Liam Fox, the senior Conservative Eurosceptic, said it did not “even come close to the fundamental changes promised to the public”..............
