News -
Putin launched 42 attacks on Ukrainians yesterday.
Reading that 2 soldiers were wounded.

Weather -
Zero now, at 0730. Close to the average low for mid-March.
But high predicted only of +2 or so. Below average. Some sunshine.

Politics and the coalition -
Lots and lots of discussions going on now. Poro has met with Liashko and Sadovy recently. But no progress.
Interestingly, Sadovy said that his party would not return to the coalition, BUT he did not want early elections.
So they are now suggesting a "minority" coalition? Speaker Groisman also said that Poroshenko does not have to dismiss parliament if there is no majority coalition. He can "choose" to do so. This is correct, according to the constitution.

Footie -
Dynamo play Manchester City again today. 2nd leg, in England. They have no chance. 1-3 down in the first leg. Even if they win 2-0 in Manchester they would fail, as city have 3 away goals. There best hope, a 3-1 win, and then penalties. But I don't see it happening. Their defence is far too weak.

Putin and Syria -
Putin said Russia had achieved its goals in Syria. What does he mean? ISIL are still there. But he has destroyed most of the hospitals. And propped up dictator Assad. And created a massive refugee crisis.

US State Department spokesman John Kirby did not rule out that during the planned visit of US Foreign Minister John Kirby in Moscow will also discuss issues related to Ukraine.

"The main theme of the trip by itself is Syria, but other problems, of course, will be raised. One of them may be Ukraine. I believe that will be discussed is what is happening in Ukraine, and in particular the execution of the Minsk agreements, "- said Dzh.Kirbi.

According to him, "during the last meeting with Russian Foreign Minister Lavrov, Secretary of State discussed the matter Nadia Savchenko, I believe that he (Kerry - Ed) will be able to report our concerns about her unfair detention." In Russian
Russia will continue to insist on a transition to an exchange of prisoners on the principle "all for all", as provided by the Minsk Agreement Donbas. This was stated by the representative of the contact group in Ukraine, Boris Gryzlov, said "RIA Novosti" .

Gryzlov also said that the parties to the conflict today exchanged Six prisoners.

"Today was another one, you can already tell another, exchange. To close back six men were captured in connection with the situation in Ukraine ", - said Gryzlov.

"The Russian side continues to insist on the need to move to a solution, provided the Minsk Agreement: exchange of the principle of" all for all ", - he said.

He said, "People should be able to return home." In Russian
In six short months Russia’s military intervention in Syria has shifted the path of the country’s grinding civil war — but by its own apparent objectives, the Kremlin’s campaign has fallen short.

Western defence analysts and diplomats note that an audit of Russian military and political objectives in Syria and a recall of Russian diplomatic tactics in Ukraine, reveals a great deal still on the Kremlin’s to-do list.

As a result, they are treating the surprise announcement by President Vladimir Putin of a withdrawal of Russian forces with caution................

..."The announcement that Russia will begin withdrawing some military forces from Syria signals Vladimir Putin's belief that he has bombed and killed enough of the opponents of the murderous Assad regime to ensure its survival," McCain said in a statement ....
"... And as Russia turns its resource and attention elsewhere, I fear that a bloody spring is coming again to Ukraine," he said....

Nearly 6 months ago Vladimir Putin intervened in Syria's civil war. And yesterday he declared "Mission accomplished". So after 167 days of bombing what exactly has Moscow accomplished? Well, in addition to killing 1700 civilians, bombing hospitals, exacerbating Europe's refugee crisis, and keeping Assad's brutal regime afloat, ....

Clear and direct. It can only be Whitmore!
A reasonable article speculating on what might be going on inside Putin's brain.
Frankly, nobody knows. Why? Because Putin is completely insane.
Ambassador Extraordinary and Plenipotentiary of Ukraine in the United Kingdom Natalia Galibarenko in an interview with "Commander in Chief," he said that the British have experienced problems with Northern Ireland, perceived primarily arguments about the need for dialogue. Therefore, he believes that Ukraine with Russia should solve all problems through dialogue.

"I meet a lot of people who really believe that it does not want to Kiev and Moscow. It is difficult to believe that since the annexation of the Crimea, the Russian side deliberately ignoring all our appeals and protest notes for no gumkonvoyu or in violation of the border, in fact nor in anything. The only response was silence. According to the Budapest memorandum how many times we tried to gather advice! In response - the same silence. But in Britain sequentially implanted slogan: "We are for dialogue, you need us," - she said.

To convey their opinions, unfortunately, Ukraine does not have the resources such as the Russian Federation. But we, the diplomat said, it is still better than them, "because we do not create a parallel reality."

"You come and tell the truth about the events in the East, the problems in the economy, the difficulties in the reform process ... I meet with students, experts, Ukraine's interests, society, people who work in the City (business district in London -" Commander in Chief "), with the deputies in parliament. We try to respond quickly to the biased media coverage, prevent the action, which to some extent can legalize the annexation of the Crimea of Russia, actively use social networks ", - said Galibarenko.

"Remember the story when publishing Oxford (Oxford University Press, -« Commander in Chief ") has issued a directory where the Crimea was designated as the Russian territory? We really struggled with them for four months. Still, they took off from the sale of all the directories with the wrong information. There was also the announcement that all those who bought the earlier reference, will vary for free on the corrected copy. This is just one case, but it is important. Because if a major publishing house is detrimental to correct one error, it means that the system can be controlled, "- he summed up the Ukrainian ambassador. In Russian
This story has to be a strong candidate for "Joke of the Day". Except it is for real. Such is Russia. The road to North Korea.

The Russian Air Force will continue to conduct strikes on terrorist targets operating in Syria, the Defense Ministry said on Tuesday, one day after President Vladimir Putin announced a partial withdrawal of his forces from the war-torn republic.

It never ceases to amaze me how gullible the western press are. Putin says something, and the press actually believe it. And then the public believe it. And, in fact, it is all a load of lies. You can be sure that there will be no withdrawal, and Putin will continue to support dictator Assad. Dictators always support each other.
...After Monday's cross-party evening talks, a senior lawmaker in Poroshenko's faction accused the reformist Samopomich party of killing off the chances of a technocrat cabinet to tackle financial problems and the blight of corruption.
The idea "was basically buried yesterday by Samopomich's announcement that it will not join any new coalition under any kind of government," Yuriy Lutsenko told parliament....

Apparently Jaresko has only the support of 100 or 150 deputies.
Nobody wants to be PM. But the populists want a scapegoat.

In Donetsk, is fixed, another group of "military trainers" a high-ranking Russian.
This was on his page on Facebook says the coordinator of the group "Information Resistance" Dmitry Tymchuk.
There is a lack of attempts "trainers" to hide his "Russian origin" - the group moves on cars with the numbers of the Russian Federation. There double protection of this group - special forces units of the GRU of the General Staff of the Russian Federation and local militants.

Not even an attempt at disguising their origin.
Looks to me like Putin is in the Donbass for the longterm. He cares less and less about Minsk. Minsk was simply a game to him.
Clearly still nowhere with negotiations on a new coalition.
...."Reliable sources reported that near the town of Dokuchaievsk (the area controlled by illegal armed groups) there was spotted a group of Russian special forces of about 100 people. They came from the direction of the village of Styla on four Kamaz trucks and two GAZ-2330 Tigr armored infantry vehicles," the report says....
So much for Minsk!
The Verkhovna Rada of Ukraine adopted the bill required by the EU under Ukraine's visa liberalization action plan, obliging officials to declare their property within 60 days after the enactment of the law, i.e. already in 2016, taking into account the amendments made by the President of Ukraine....
Prague - The current migrant crisis is being fuelled by Russia as it "supplies" Europe with refugees, Czech Foreign Minister Lubomir Zaoralek (Social Democrats, CSSD) said in an interview for the daily Hospodarske noviny (HN) today.

Zaoralek said he had the information from the Monday meeting of EU foreign ministers.

"Russians are very active in sending he refugees to us by various northern routes such as by air," he added.

"It has been proven how our Slavic brethren help us by supplying us with the biggest possible number of refugees," Zaoralek said sarcastically.

The European Union is trying to close the southern, Balkan route to migrants and to agree with Turkey on the return of illegal migrants.

Zaoralek said there was the threat that the refugees would be looking for other routes through which to get in Europe.

One of them may be the northern route across Russia and the Nordic countries, "discovered" by refugees last year already, HN writes.

The speculations that Russia started encouraging the smuggling business on its territory appeared earlier.

Last October, the idea was suggested by Defence Minister Martin Stropnicky (ANO).

He said that according to the information of his Hungarian opposite number, Russians were transferring refugees in the Balkans to the border with the EU.

Russia does not grant asylum to any displaced persons, but it allows them to travel across it to Europe.............
....The Committee notes that on February 16, the Verkhovna Rada considered the draft resolution "On the responsibility of the Cabinet of Ministers of Ukraine (on the adoption of the resolution of no confidence in the Cabinet of Ministers of Ukraine)," which failed to score the required number of votes of MPs.
"Therefore, the dismissal of the prime minister of Ukraine is impossible on this basis," the document says.....

That makes things even more interesting.
Rada currently in session, but not a lot happening that I saw. But apparently they have agreed to increase their own salaries by 300%. No joke.

One day in the area of anti-terrorist operation, two soldiers were wounded.

Russia’s military is looking for a few good dolphins to join its navy — five, to be exact, with perfect teeth, average length and a willingness to “display motor activity.”

That’s according to a defence ministry tender that was published online last week and that offered about US$24,000 to a broker that could supply three male and two female bottlenose dolphins, each about 3.5 metres long, for the service of the Russian state.

The notice, which was described by the state-run TASS news agency before it was apparently taken down on Thursday, did not indicate what military duty the dolphins would be expected to perform, nor why they need good teeth. But it rekindled speculation that the Russian navy is reviving the combat dolphin units that served as Soviet spies, investigators, rescuers — and possibly even assassins — during the Cold War.................

Vladimir Putin is demonstrating that he has learnt one of the most important lessons of modern warfare: nations should avoid getting bogged down in long-running and arduous military campaigns.

The US made that mistake in Iraq and Afghanistan, committing to protracted expeditions that brought a heavy cost in blood and treasure. In Ukraine and now in Syria, the Russian president has acted more stealthily. He has conducted short, sharp interventions that meet his immediate objectives without closing down all options for future action.................

Andrey Kovalev, Russian diplomat and former member of the Secretariat of President Gorbachev and Administrations of presidents B. Yeltsin and V. Putin, addresses the Dutch population prior to the referendum on the EU-Ukraine Association Agreement.

Despite all the historical, cultural, linguistic and other differences, the Dutch and Ukrainians have one thing in common, which is determination. The Dutch had won their land from the sea, and Ukrainians are now fighting for their freedom. Freedom from the centuries-long domination of Moscow and from oppression of Russia, which has been doing everything possible to save its domination, even after the collapse of the USSR..................

Mother Teresa, a nun who dedicated her life to helping the poor in India, will become a saint on September 4, Pope Francis announced Tuesday.

The date on which she will be proclaimed a saint falls on the eve of the anniversary of her death, which occurred on September 5, 1997.

In December, Francis announced that Mother Teresa would become a saint after recognizing a second miracle attributed to her: the healing of a Brazilian man with multiple brain tumors after loved ones prayed to her to heal him, the Italian Catholic bishops' association's official newspaper Avvenire reported. That miracle occurred after her death...............

"We have clearly formulated our four requirements, which, I believe, are the absolute condition for the possibility of some further progress. This - the resignation of Arseny Petrovich [Yatseniuk], replacing the prosecutor general, the replacement of the Chairman of the Central Election Commission and it is - an extremely important new law on parliamentary elections, to be registered in the Verkhovna Rada ", - said the MP.
... law on parliamentary elections under the proportional system with open lists.

I don't see Poro agreeing to this last request. But they are right. It would be a further move towards real democracy in Ukraine.
Thought - to change the voting system, I would think parliament would need a 2/3rds majority. 300 votes, not 226.
President of Ukraine Petro Poroshenko has called on all parliamentary groups to vote for the law on electronic declarations.
Press secretary of the head of state Sviatoslav Tseholko wrote on Twitter, Censor.NET reports...

No more info here.
It could be a sort of test of a minority coalition. Will Samopomich support this? And Liashko?
Presidential envoy in parliament Stepan Kubiv says that Ukrainian Prime Minister Arseniy Yatsenyuk is ready to resign provided three conditions are met – they should propose a candidate for the post of prime minister, candidates for new ministers and an action program....
MP Oleh Lyashko, the leader of the Radical Party, announced after the meeting with the president .... said that "no reshuffle issues, including names of candidates for prime minister were discussed."...

= no progress. Moving towards a "functioning" minority coalition. ??
Two years after the failure of the "Russian Spring" reporter followed the fate of an ideologist of the failed "people's republics"....
Rogov, a former activist Antimaydana and one of the leaders of the Zaporozhye separatists now often appears on Russian television. he ran noisily from Zaporozhye: first Antimaydan sounded the alarm that one of its leaders had been kidnapped. Later he was found in Moscow, where the activist gave a press conference. Since Rogov does not risk returning home.
Since February 2014 open 869 "separatist" cases. Under the custody contains 71 suspects, 81 more person involved fled the country

All roads lead to Moscow - for a "separ".
....Italy and Hungary have declared that there can be no automatic extension of the EU sanctions against Russia, reports Reuters. "We believe that the issue of sanctions should be decided at the highest level he can not be automatic." - Said the Foreign Minister of Hungary Peter Siyarto....
Italians for sure love a good fascist. Mussolini. They have a bizarre love for dictator Putin. Same with the Greek fascist party, and the Greek communists.
Hungary - this is something new. Probably some backhanders to Hungarian politicians from the Kremlin.
