The United States will provide new technologies and equipment to upgrade the work of Ukraine customs, US embassy in Ukraine statement says on the heels of signing an agreement on cooperation in the customs area, Ukrayinska Pravda reports May 24.

The volume of construction work in Ukraine in January-April 2016 increased by 8.5% year-over-year, to UAH 14.6 billion, the State Statistics Service of Ukraine reported.

In particular, the volume of construction of buildings rose by 6.9% to UAH 8 billion in the period under review. The volume of residential building construction grew by 2.5%, to UAH 4.5 billion, the volume of construction of non-residential buildings increased by 13.4%, to UAH 3.5 billion. The volume of construction of engineering structures increased by 10.6% to UAH 6.6 billion.

The State Statistics Service notes that work related to new construction, reconstruction and technical re-equipment accounted for 84.8% of the total volume of work in a reporting period, with overhaul and repair work making up 6.8% and 8.4% respectively.

The Ukrainian Myrotvorets website has published on its website a list of journalists who, the activists claim, are cooperating with the aggressor state.

"We're publishing another list of accredited foreign journalists who are cooperating with the aggressor state, sponsoring international terrorism, which has occupied part of the Ukrainian territory," according to the report on the website and on Facebook.

The list includes data on 293 employees of various media outlets, with four Ukrainian journalists among them.

As UNIAN reported earlier, Myrotvorets in a controversial move published personal data of about 5,000 journalists who were accredited by the self-proclaimed authorities in the militant-occupied areas of Donbas. Along with Ukrainian media employees, the list included foreign correspondents, journalists, photographers.

The data leak was heavily criticized by members of the Ukrainian press, some officials from the Information Policy Ministry, Ukrainian politicians, namely parliament's human rights commissioner Valeriya Lutkovskaya, as well as by EU and OSCE officials.........
France has granted Russian Agriculture Minister Aleksandr Tkachev an entry visa, even though he is on a European Union blacklist, the Russian Agriculture Ministry said on May 23.

There has been no official confirmation from Paris.

It was not immediately clear why France may have made an exception from EU sanctions enacted after Moscow annexed Crimea in 2014.

He headed a Russian delegation to an assembly of the World Organization for Animal Health in Paris that started on May 22.

Politics in Russia is normally tightly scripted by the Kremlin, but every once in a while a bit of reality shines through.

Prime Minister Dmitry Medvedev got a dose of that kind of reality during a May 23 visit to the Ukrainian region of Crimea, which was forcibly seized by Russia in 2014.

A video widely shared on social media (above) shows Medvedev being pummeled by relentless questions from irate locals who say their Russian pensions have not been indexed to the rising cost of living.

Initially, Medvedev tries to wave off the interrogation by saying “pensions are a separate topic,” but an angry woman off camera refuses to let him off the hook.

“They are wiping their feet on us,” she shouts, saying that her pension of 8,000 rubles ($120) is “nothing.”

After enduring a bit more haranguing, Medvedev concedes that no one in Russia has had their pensions adjusted for inflation yet for a very simple reason: “There just isn’t any money now. When we find money, we’ll make the adjustment.”

He then beats a hasty retreat, shouting over his dissatisfied interlocutor: “You hang in there. Best wishes! Cheers! Take care!”

And to underscore his “tomorrow, tomorrow, the sun will come out tomorrow” theme, a few hours later Medvedev posted to his Instagram account a lovely photograph of a Crimean rainbow............

Former USSR President Mikhail Gorbachev has commented on the proposal to close his entry into Ukraine and Europe, announced in Kyiv after his statements about the occupation of Crimea, according to RIA Novosti.

"I'm not into all these squabbles," Gorbachev said.

Answering a question whether he is afraid of a possible entry ban to Ukraine, the former Soviet president said: "Well, I do not travel there anyway and won't."

Seven servicemen were killed, nine others received injuries in the area of anti-terrorist operation (ATO) on May 23.

This was announced by Presidential Administration spokesperson on ATO matters, Colonel Oleksandr Motuzianyk, Censor.NET reports.

"Over the past day, unfortunately, we sustained significant losses: seven Ukrainian soldiers were killed, nine others received injuries. These extremely heavy losses were suffered along the entire frontline," he said.

The number of victims killed by the explosion in a residential house in Odesa reached two people.

Censor.NET reports citing the press office of the State Emergency Service of the Odesa region.

"While clearing the debris, rescuers found a dead 90-year-old woman, the owner of the apartment where the alleged explosion took place," the message reads.

Thus, the accident claimed lives of a 67-year-old man and the 90-year-old woman.

Another four people are reported wounded, including a six-year-old child. All of them were taken to city hospitals.

The accident also caused fire, which damaged seven apartments.

As reported, the blast occurred on Posmitnyi Street in the Prymorskyi district of Odesa around 5:30 p.m. May 23 in an apartment on the second floor of a five-storey building. Official Washington expects that the EU will not lift the economic sanctions against the Russian Federation imposed in connection with its aggression in eastern Ukraine and is ready to consider additional restrictive measures.

The State Department's Coordinator for Sanctions Policy Daniel Fried said on Monday at a public event in Washington, Censor.NET reports citing Ukrinform.

He said the United States may consider further restrictions, adding that the issue has been discussed with the EU. Fried stressed that the US position on the economic pressure against Russia can change only if Moscow fulfills all commitments under the Minsk deal.

The U.S. official believes that the European Union will have a common position with Washington when considering its decision on the extension or non-extension of economic restrictions against Russia in June.

According to him, the EU always extended sanctions despite an opposing campaign in the media.

In this regard, Fried stressed that the West's stance in terms of sanctions must be concerted. Moreover, he said that the package of sanctions against the Russian Federation related to the occupation of Crimea will be extended until the sovereignty of Ukraine is restored, and it will not be tied to restrictions imposed against Moscow for its aggression in the Donbas.

He noted that the Ukrainian side should also fulfill its obligations under the Minsk deal, especially with regard to reforms and elections in certain areas in the country's east. At the same time, according to him, it is difficult to ask Kyiv to do that at a time when Russia fails to fulfill even the first paragraphs of the agreement. Ukrainian volunteers managed to identify and define exact location of a ground counterbattery radar system SNAR-10 ‘Leopard’ (GRAU index 1РЛ232, NATO reporting name Big Fred).

This is reported by InformNapalm in an investigation based on a photograph posted by a militant on his social media page on April 22, 2016, Censor.NET informs.


Counterbattery radar system SNAR-10 "Leopard" is mounted on chassis of light multi-purpose armored towing vehicle MT-LB. It was developed in the 1980s by NPO "Signal" (currently Engels Instrument-Engineering Association "Signal", based in the city of Engels, Russia). It is a coherent radar system intended for acquisition of moving ground and marine surface targets in local terrain setting and protected by passive electronic radar countermeasures, as well as for directing artillery fire. Specific targets for acquisition are tanks, combat vehicles, firing artillery and mortars of an enemy.

SNAR-10 can provide remote detection of the following targets:

· Moving ground targets up to 17 km;
· Ground shell bursts from 4 to 10 km;
· Marine surface targets up to 30 km;
· Water surface shell bursts from 14 to 23 km.

"In this case, the very fact of spotting of this type of equipment is of secondary importance. The more valuable part is its exact position, which can be checked by personnel of the OSCE Special Monitoring Mission to Ukraine.

"Reporters had noticed the 1РЛ232 "Leopard" counterbattery radar system in the Donbas before, but those were within moving military convoys without exact coordinates. For example, in November 2014, a "Leopard" was even seen by foreign journalists.

"After more than a year, this machine was once again spotted by camera," the authors note.

For the sake of comparison, a publicly available image of this radar system with an appropriate view angle and better visible features is presented.

"When Soviet military equipment is seen in the hands of terrorists in the Donbas, Moscow's standard line is that this equipment has been "seized from the Ukrainian army." But in the case of SNAR-10 "Leopard" it gets somewhat awkward. During this armed conflict, there has been not a single report of the loss of this type of equipment or its capture by pro-Russian separatists. This fact was also mentioned in Western media, including ForeignPolicy magazine, known for its cautious stance in reporting on the war in Ukraine.

"Coming back to the photos of the militant near the MT-LB mounted radar, it is worth noting that there is heavy fresh dirt (soil) on the tracks of the vehicle, its windows and the whole body are covered in mud, suggesting an active current use of the "Leopard" radar in the field," the authors of the investigation note.
