Three EP groups called on Tusk to stiffen sanctions against Russia

In a joint letter, the leaders of three European Parliament groups called on President of the European Council Donald Tusk to raise the issue of stiffening sanctions against Russia.

This was stated by leader of the Group of the Alliance of Liberals and Democrats for Europe (ALDE) Guy Verhofstadt, Censor.NET reports citing 112 Ukraine TV channel.

According to him, the appeal to Tusk was also signed by leader of the Group of the European People's Party Manfred Weber and President of The Greens-European Free Alliance Group Rebecca Harms.

The MEPs believe that the EU needs a set of enforcement tools to stop Russia committing war crimes in Syria while tougher sanctions against Putin and members of his inner circle are the most efficient way to achieve this goal in the short term.

Guy Verhofstadt also noted that the EU Foreign Affairs Council had endorsed the targeted sanctions against certain Syrian officials.

The members of the European Parliament stressed that the European Council was to propose concrete coercive measures to put pressure on Kremlin should Russia continue violating the international law.

Poroshenko: Russia supports OSCE police mission deployment in Donbas

Germany, France and the Russian Federation supported the idea to deploy the OSCE armed police mission in the militants-controlled part of the Donbas, including along the border with Russia.

As reported by Censor.NET citing 112 Ukraine TV channel, this was stated by President of Ukraine Petro Poroshenko after talks in the Normandy format held in Berlin Oct. 19.

"We have agreed that no one will hamper the work of the OSCE. And in order to ensure preparations for the future elections, when the security situation will allow us to hold these elections, we are going to make an attempt to create the OSCE armed police mission which will be providing security both during elections and the subsequent transition period. Separately, the Russian side has also supported the need to introduce the OSCE armed police mission," the president said.

Merkel and Hollande threaten new Russia sanctions

Talks with Russia in Berlin on the eve of an EU summit ended with threats of new sanctions over Syria and negligible progress on Ukraine.

The French and German leaders, representing the EU, and the Russian and Ukrainian presidents spoke for several hours in the German capital on Wednesday (19 October).

The mini-summit, the first of its kind in over a year, came amid Russia’s bombing campaign in Aleppo, Syria, and amid another flare-up in fighting in east Ukraine.

French president Francois Hollande and German chancellor Angela Merkel told press in the early hours of Thursday that the EU might impose new sanctions on Russia over its killing of civilians in Syria.

“Everything that can constitute a threat can be useful,” Hollande said.

“What is happening in Aleppo is a war crime … the bombardments by the regime and its [Russian] backers must end,” he said.

Merkel said the Syria talks were “clear and harsh”, adding: “We cannot remove this option [Russia sanctions]”.

She said the Ukraine talks made scant progress. “There was no miracle today … [But] it’s necessary to keep having such talks in order not to lose momentum”, she said.

Russian president Vladimir Putin said he might extend a pause in Aleppo air strikes to let in aid, but he also said “there was not much progress” on Syria.

He said “we could not achieve much” on Ukraine either, while urging Kiev to hold local elections in Russia-occupied regions in east Ukraine.......

4 Ukrainians Busted in Beating of Chabad Rabbi

Police in Ukraine arrested four suspects, including two teenagers, in the beating of a rabbi in the western city of Zhitomir earlier this month.

The suspects in the Oct. 7 beating of Mendel Deitsch, 63, were apprehended Sunday at a bus station in the city, which they planned to flee because they believed that police were closing in on them, according to a report by the MIG News website. The report did not name the suspects, who are aged 40, 21, 16 and 13.

The group encountered the rabbi at a train station, where a fight broke out, a police source told MIG News. The suspects fled the scene with the rabbi’s cellular phone and money.

Deitsch remains in stable condition at Tel Hashomer Medical Center near Tel Aviv, where he was airlifted following his injury, according to the world headquarters of his Chabad movement. He had emergency surgery at a hospital in Zhitomir prior to being airlifted.....

President of Ukraine Petro Poroshenko must convince members of his faction to unanimously support the bill on special confiscation of assets derived from criminal activities of Yanukovych associates that will return $1.5 billion to Ukraine's budget.

Former Prime Minister of Ukraine, People's Front faction leader Arsenii Yatseniuk told reporters on the sidelines of the Verkhovna Rada, parliamentary correspondent for Censor.NET reports.

"The parliament is going to consider the adoption of the Law of Ukraine on the State Budget for the next year today. For the budget to be implemented, the parliament must perform its key function of establishing justice by adopting a law that makes it possible to forfeit $1.5 billion attached by the government I headed. These funds were misappropriated from Ukraine's budget and siphoned off into 42 offshore companies having no owners except for the people close to Viktor Yanukovych," Yatseniuk stressed.

He recalled that the mentioned funds were kept in a state-owned Oschadbank in cash and government securities that were attached in order to be returned to the state budget.

Yatseniuk also called unacceptable the fact that a half of the Petro Poroshenko Bloc faction members did not vote for the bill after the president had publicly spoken in its support twice and called on the MPs to approve it. "It's obscene!" Yatseniuk said.

"In my point of view, the president must not just instruct his faction but meet with its members as soon as possible so that the Ukrainian Parliament will finally make the lawful and fair decision to confiscate $1.5 billion and spend them for social benefits specified by our faction. A half of this amount will be spent for the national security and defense, directly for the Ukrainian servicemen. Our faction offers to spend the second half for social welfare of nine million Ukrainian citizens," Yatseniuk said.

Khmelnytsky Regional Council has decided to ban concerts, performances and other cultural events in Khmelnytsky oblast persons who publicly support the Russian aggression, annexation of Crimea and activities samonazvanyh "DNR" and "FSC".

The decision supported by most MPs, reports UNIAN.

The ban will cover three categories of citizens:

persons who publicly supported the aggression of, the occupation of the Crimea and do not recognize the so-called "DNR" and "FSC" terrorist organizations, calling for violent change or overthrow of the constitutional order or the seizure of state power in Ukraine, changing of territory or state border of Ukraine incite separatist mood, fully approve of terrorism in Ukraine;

persons since the beginning of Russian aggression in Ukraine hold concerts and participate in other cultural activities in occupied Crimea and temporarily occupied certain areas of the Donetsk and Lugansk regions of Ukraine, while recognizing the existence of unlawful exclusive control of the state - aggressor Russia on the occupied territories;

persons since the beginning of Russian aggression in Ukraine hold concerts and take part in other cultural events in Russia, while publicly supporting Ukraine exclusive sovereignty over the occupied territories.

Emelyanov GPU accused of violating the procedure for awarding him suspect

European Union leaders condemned Russia on Friday for its bombing of civilians in Syria's besieged city of Aleppo but faced resistance from Italy to impose new sanctions against Moscow over the atrocities.

Horrified by Russian air strikes on hospitals and an aid convoy that have killed hundreds of civilians including children, Britain, France and Germany want maximum pressure on Moscow to stop its assault on rebels in eastern Aleppo.

Italian Prime Minister Matteo Renzi, whose country has broad trade ties with Russia, said economic sanctions should not be part of that strategy because they would not force Moscow to negotiate a peace settlement.

"We should do everything possible for a peace deal in Syria but it's difficult to imagine that this should be linked to further sanctions on Russia," Renzi told reporters after a late-night dinner in Brussels where the bloc discussed strategy.

With no military role in the Syrian civil war, the European Union is relying on its neutral status to help the United Nations to end the near 5-1/2-year Syrian conflict, anxious to be seen to be active.

France has sought to isolate Russia diplomatically, first at the United Nations Security Council in New York with a failed bid to force a ceasefire and then with a formal condemnation by all 28 EU foreign ministers this week of Russia's strikes in rebel-held eastern Aleppo.

European leaders followed up with equally strong language in their summit statement in the early hours of Friday. But the final version removed wording seen by Reuters in earlier drafts threatening sanctions on Russian individuals and companies linked to Syrian President Bashar al-Assad.....................
