Estonia's defense chief has welcomed the U.S. decision to preposition military equipment in the Baltics and other countries on the eastern edge of the alliance, saying that a strong presence is required to diminish the potential threat of a Russian attack.

Estonian Defense Minister Sven Mikser spoke to RFE/RL following a visit on June 21 from U.S. Defense Secretary Ash Carter, who announced the United States would store enough tanks, fighting vehicles, and other weapons to supply either a company of about 150 soldiers or a battalion of about 750 in each of six countries: Estonia, Lithuania, Latvia, Bulgaria, Romania, and Poland. Some of the equipment would also be located in Germany.

"The announcement by Secretary Carter of prepositioning equipment in Eastern Europe is truly significant," Mikser, Estonia's defense chief since March 2014, told RFE/RL in a telephone interview on June 25.

Estonia and the other Baltic states would prefer a permanent troop presence -- something that would anger Russia more -- and this spring jointly asked NATO to deploy a brigade, some 5,000 troops, to their territory. But Mikser expressed gratitude for the current setup and the new plans.

"We do have a rotating American presence of uniformed troops in Estonia and in the other Baltic countries, and we are thankful for that as well," Mikser said. "We believe that it's important that in this new security environment, where the warning time of any potential crisis has been reduced to virtually zero, that allies be present all the time."......................

The state language in Ukraine will remain Ukrainian but the communities will be able to determine which language to use for communication.

President of Ukraine Petro Poroshenko stated at a meeting of the Constitutional Commission, Censor.NET reports citing Interfax-Ukraine.

Russian President Vladimir Putin instructed to hold talks with Ukraine on the extension of contract on the Russian gas transit through the country after 2019.

Head of Gazprom Alexey Miller said at a press conference, Censor.NET reports citing Interfax-Ukraine.

He stressed that Gazprom does not refuse to hold those talks but the company is not satisfied with the terms for the Russian gas transit. "We will never sign a contract for the transit on unfavorable, unfair, unacceptable conditions for us," Miller said. In my opinion, I think Ukraine should hold off till the end of the contract period arrives. If they're asking for talks, that would be an indication that Ukraine's holding the ace and Gazprom doesn't want them to use it, so they want to talk now and get Ukraine locked in again.

2019 is four years down the road. Plenty of time for Ukraine to find other sources and avoid being beholden to the Kremlin's manipulation by holding gas supplies over its head, as they do to the rest of Europe. It is a weapon that should be minimized by Europe in whole.

If Gazprom didn't need Ukraine's income they're currently getting, they cut Ukraine off now. All the threats about cutting Ukraine off is bully talk. Can they do without Ukraine's income? China's supplies from Gazprom is at least a couple of years down the road, if that doesn't fold. I posted an earlier article stating four European countries increasing their supplies by way of Algeria. It they can do it and Algeria can deliver, so can other European countries, including Ukraine.

So! I hope Ukraine thinks about this offer to have talks and continue to hold that ace card till and if it's needed.

Actually, the last time I had a holiday in Tunisia I flew from Ukraine.
I've stayed in Sousse before also - where this attack took place  - and visited the town 2 years' ago.
In fact, i've just looked at a map, and realised that I stayed just up the coast from Sousse, before Monastir.
There's a nice little railway that runs further along the coast from Sousse. To Monastir, and beyond, I think. Stops at the airport also.
There are several larger trains a day that run between Sousse and Tunis. (which I've taken also).
Very sad. The people are fairly poor, and need tourist money. Obviously that's why the tourists were targeted. Destroy the economy.

Russia saw its biggest loss of democracy in a decade last year, while it and other authoritarian states took aggressive action to block efforts to form new democracies elsewhere in Europe and Eurasia, a new report by Freedom House finds.

Russian President Vladimir Putin's moves to annex Crimea and back separatists in eastern Ukraine waging civil war against Kyiv had a cascading effect of stifling democracy at home and snuffing out freedom and democratic achievements in neighboring regimes, said the U.S.-based watchdog group in its annual Nations In Transit report, which monitors the democratic development of 29 nations from the former Soviet Union, Balkans, and Central Europe.

Russia has been at the center of Freedom House’s narrative, as regards Eurasia, for a number of years, the report's author, Sylvana Habdank-Kolaczkowska, told RFERL, but last year Russia's disruptive influence grew exponentially because of the escalation of Russia’s aggression internationally and the new forms that it took.”.....................

The Moscow Patriarchate’s looming loss of control over bishoprics and congregations in Ukraine to a new autocephalous Ukrainian Orthodox Church will deprive Vladimir Putin’s “Russian world” idea of any religious content and transform it into little more than an aggressive form of nationalism, according to Boris Falikov.

In the course of a wide-ranging interview to TV-2 in Tomsk recently, Boris Falikov, a leading specialist on religion at the Russian State Humanities University, says that if as appears likely the Russian Orthodox Church “loses Ukraine and the Ukrainian church, it will cease to be the largest Orthodox church” (

That will be “a blow” to Patriarch Kirill and his hierarchy, but it will have a broader meaning for Russia as well: “The idea of ‘a Russian world’ has been converted from a theological to an ideological concept already” and is on its way to becoming part of a militant, irredentist ideology.”

Consequently, any possibility that the Russian Church will be in a position to restrain the Russian state will be lost – up to now, Falikov suggests, the Church has a vital interest in not doing anything that will lead to the loss of its control over bishoprics and parishes abroad – and that will open the door to even greater dangers ahead.

Falikov’s comments on this outcome come in the course of his discussion of the misuse of the word “secularization” in the Russian context. As he notes, many, including himself, call what is occurring in Russia “the clericalization of society, but this term has been borrowed from the Catholics and requires clarification when applied to Russia.”

What is happening in Russia now, he argues, is different from and worse than clericalization in the usual sense: it is a combination of the state with the church in ways that “will not lead to anything good either for the state or for the church.” The reason for that is that the third element usually present in other countries – a civil society – is absent in Russia..................

In a new report, the U.S. State Department strongly criticizes Islamic State (IS) militants -- as well as the Russian, Iranian, and Azerbaijani governments -- for human rights abuses.

The 2014 Country Reports on Human Rights Practices, released on June 25, says one of the most notable trends of the year was the brutality of IS militants in Syria and Iraq against the Yezidi minority, Christians, Turkomans, Shabak, Shi'a, and Sunni Muslims who did not conform to their extremist views.

At the same time, the report noted the Iraqi government's inability to rein in abusive and criminal actions by pro-government Shi'a militia fighters in the so-called Popular Mobilization Committees that helped government troops battle against IS militants.

"The message at the heart of these reports is that countries do best when their citizens fully enjoy the rights and freedoms to which they are entitled," U.S. Secretary of State John Kerry said in presenting the report in Washington. "This is not just an expression of hope, this is a reality and it has proven out in country after country around the world."

"Now we understand that some governments may take issue with these reports, including such extreme cases as North Korea or Syria, but also some governments with whom we work closely may also object," he continued. "But I want to say something about that and I think it is important: The discomfort that these reports sometimes cause does more to reinforce than to undermine the value and the credibility of these reports."


Russia's government came in for strong criticism not only for abuses within Russia's border but for its annexation of the Ukrainian region of Crimea and its role supporting pro-Russian separatists in eastern Ukraine.

The report describes Russia's political system as "increasingly authoritarian" with "a range of new measures to suppress dissent within its borders."

It says Russian authorities "selectively employed the law on 'foreign agents,' the law against extremism, and other means to harass, pressure, discredit, and/or prosecute individuals and entities that had voiced criticism of the government."

It says Russia's government also continued to use laws against extremism to prosecute some religious minorities, and that it adopted several discriminatory laws against lesbian, gay, bisexual, and transgender persons.

The report highlighted what it called a "growing recognition" of links between corruption, human rights abuses, and repressive governments -- saying corruption in Russia was "widespread throughout the executive, legislative, and judicial branches at all levels of government."

It also criticized the persecution in Crimea by "Russian occupation authorities" of the ethnic Tatar community, certain religious minorities, and others who opposed the occupation -- noting that many were forced to flee the peninsula.

It said Russian forces and Russian-backed separatists also shelled urban areas and committed "numerous other gross human rights abuses" in eastern Ukraine, including killings and abductions.....................

Security Service of Ukraine initiated check up of decisions made by the head of Kyiv Appeal Court Anton Chernushenko, which decisions were subject of earlier published text messaging of the judge.

This was announced by SBU speaker Olena Hitlianska at a press conference in Kyiv on Friday, Censor.NET informs citing Interfax.

"Today, the Security Service of Ukraine initiates check up of decisions made by the head of Kyiv Appeal Court, which decisions were subject of earlier published text messaging between the judge and his relative," Hitlianska said.
