Russian warplanes last week passed several times along the US state of Alaska and in Canada, prompting North American air defense maneuvers watch out for their first time in more than two years.

These overflights occurred 17, 18 and 20 April, twice climbed to intercept fighters.

Russia redeploys hardware and troops to frontline, disguises as preparations to military parade

Russian military command of the occupation troops in the Donbas is conducting secret redeployment of hardware and personnel for reinforcement of front line positions of the militants.

Censor.NET reports citing a Facebook post of the Main Intelligence Directorate of the Defense Ministry of Ukraine.

"The military command of the Russian army is conducting secret redeployment and reinforcement of front-line positions disguised as redeployment of hardware and personnel of units of the 1st (Donetsk) and 2nd (Luhansk) army corps of the Russian armed forces for participation in a Victory Day parade. The Russian military occupation command has banned any dismissal from service by personnel of the units of the 1st and 2nd army corps until May 25," the report reads.

Ukraine's intelligence service also reported that Russian media in Novoazovsk area are drafting provocative reports of "possible offensives by ATO forces" [anti-terrorist operation] on May 9.

May 9 is widely celebrated in Russia and its controlled territories as the Victory Day commemorating the Soviet Army victory in the WWII. Numerous provocations were scheduled for this day over previous years.

Russian secret services plan provocations in Odesa on May 2, 9

Secret services of the Russian Federation are preparing provocative anti-Ukrainian activities in the territory of the Odesa region on May 2 and 9.

Censor.NET reports quoting a Facebook message by the Main Intelligence Directorate of Ukraine's Defense Ministry.

"Protesters are expected to provoke clashes with patriotic activists and law enforcers. Russian media are going describe the confrontation as an aggravation of inter-ethnic conflict in southern Ukraine. The information campaign of the Kremlin-controlled media will seek to persuade the international community of the oppression of national minorities in Ukraine by the right-wing movements and the Ukrainian government, as well as a volatile security situation in our country," the message says.

The activities are also intended to affect the international image of Ukraine in the run-up to 2017 Eurovision Song Contest.

US plans to cut aid to Ukraine via USAID by almost 69%, - Foreign Policy

President Donald Trump’s vow to put “America first” includes a plan to drastically cut assistance to developing countries and merge the State Department with USAID.

Censor.NET reports citing Foreign Policy referring to an internal budget document and sources.

The administration's March budget proposal vowed to slash aid to developing countries by over one-third, but contained few details. According to a detailed 15-page State Department budget document obtained by Foreign Policy, the overhaul also includes rechanneling funding from development assistance into a program that is tied closely to national security objectives.

The document details how the Trump administration's plans to reduce direct foreign assistance would take place in fiscal year 2018.

Some of the cuts appear directed at countries that had been regarded as strategically important. For instance, foreign assistance to Ukraine, which is used to encourage political and economic reform, is facing a 68.8 percent cut.

"One of the major themes and purposes and directions of U.S. policy in Ukraine for years and years has been to encourage them to move toward European institutions," said William Taylor, the former ambassador to Ukraine under George W. Bush and now vice president at the U.S. Institute of Peace. "It's in our interest that they don't move toward Russian institutions."

Many organizations and experts oppose cutting the foreign aid to developing countries.

"That will end the technical expertise of USAID, and in my view, it will be an unmitigated disaster for the longer term," said Andrew Natsios, the former USAID Administrator under President George W. Bush. "I predict we will pay the price. We will pay the price for the poorly thought out and ill-considered organization changes that we're making, and cuts in spending as well."

According to Natsios, Secretary of State Henry Kissinger similarly diverted funds during the Cold War. Natsios pointed to the consultations that current Secretary of State Rex Tillerson has had with Kissinger and believes that the elder statesman may be influencing the administration's attitude toward foreign aid restructuring.

"I think Dr. Kissinger is one of our greatest Secretaries of State. He has, however, not been one of our supporters over the long term for development assistance, said Natsios. "Dr. Kissinger's analysis, in my view, is completely wrong."

Given the steep bipartisan opposition to slashing foreign assistance, Congress likely will not consent to the entire proposed reduction. Republican Sen. Lindsey Graham went as far as to declare Trump's budget "dead on arrival."

Nonetheless, aid experts still expect the final budget passed by Congress to lower spending levels on assistance.

The State Department and USAID declined to comment on potentially merging the two entities, and noted that the White House will release a more detailed budget later this spring.

Ukrainian - Ukraine crisis. News in brief. Tuesday 25 April. [Ukrainian sources] Empty Russia-linked hackers tried to penetrate Macron campaign

Russia-linked hackers tried to penetrate Macron campaign

Experts with the Japanese anti-virus company Trend Micro claim the campaign of French presidential candidate Emmanuel Macron has been targeted by Russia-linked hackers.

As reported by Censor.NET, campaign's digital chief Mounir Mahjoubi confirmed the attempted intrusions in a telephone interview with AP news agency late Monday but said they had all been thwarted.

"It's serious, but nothing was compromised," Mahjoubi said.

The attempts to penetrate the Macron campaign date back to December, Mahjoubi said. The campaign previously complained of being targeted by electronic spying operations that it hinted had their origins in Russia but offered little evidence to back the assertion at the time. Trend Micro's report, which was produced independently of the Macron campaign and lists 160 attempts at electronic espionage across a series of targets, adds a measure of evidence to the claim, saying hackers set up a bogus website to harvest the passwords of Macron campaign staffers.

Trend Micro attributed the online spying campaign to an extremely prolific group it calls Pawn Storm, which American spy agencies have in turn accused of acting as an arm of Russia's intelligence apparatus. Trend Micro itself stopped short of saying who was behind the group.

As previously reported, Macron made it to the runoff of the presidential election in France along with right-wing radical Le Pen, an ardent admirer of the Kremlin.

Ukrainian - Ukraine crisis. News in brief. Tuesday 25 April. [Ukrainian sources] Empty Russian terrorist Girkin of Marine Le Pen: "I met her once, when she visited Malofeev's office in 2013". PHOTOS

Russian terrorist Girkin of Marine Le Pen: "I met her once, when she visited Russian billionaire  Malofeev's office in 2013". PHOTOS

Even if Marine Le Pen secures victory in French presidential election, she will be forced to conduct the same policy as her predecessors.

As reported by Censor.NET, this was announced by Russian terrorist, former so-called 'defense minister' of "DPR" [Donetsk People's Republic"] Igor Girkin (Strelkov) on his Vkontakte page.

"They are asking me what I think of Marine Le Pen, her chances to win, etc. What should I say? I saw her once, when she visited Malofeev's office in 2013. But we didn't talk.

"In general, I feel bad for her. But I have zero interest in her political career. Just because her victory or defeat have next to no meaning for Russian (and the Russian Federation). If she wins (somehow, for a wonder, for most of French elites are against her), she would be forced to conduct the same policy as her predecessors. For neither France, nor Marine herself are not capable and not ready for any "revolution," including top down.

"And without a revolution, the process of France's self-destruction could not be stopped -- it's pretty much inevitable. I totally agree with Evgeny Tinyansky on this matter. Expectations for a "foreign magician in a blue helicopter" are in the nature of our own elites, that are either senile or infantile. But they are absolutely, 100-percent groundless. In addition, after the "Trump is ours" scandal, no decent PR can be built on such "triumphs of Putin's smart plan." However, money still could be laundered," the terrorist wrote.

As reported by media, Russian billionaire Konstantin Malofeev maintains contacts with European far-right politicians. In late May 2014, he organized and moderated the meeting of far-right Russian and European politicians in Vienna.

In April 2014, Malofeev assisted Jean-Marie Le Pen in receiving 2 million euro loan from from a Russia-owned company. Malofeev came to light in 2014 in relation to the war in the Donbas. The European Commission, the United States and Ukraine have accused Malofeev of trying to destabilize and financing separatism in Ukraine. According to EU Regulation No 826/2014 dated July 30, 2014, Malofeev is closely linked to Russian separatists in Eastern Ukraine and Crimea. He was the former employer of Alexander Borodai, the so-called "Prime Minister" of the self-declared 'Donetsk People's Republic'. Malofeev was also former employer of Igor Girkin, a former FSB colonel who provided security services to Malofeev's visits to Kyiv and Crimea in the weeks before the annexation of the latter by Russia.

Due to his support of Donbas militants, Malofeev was included in sanctions imposed by the EU, the U.S., and Canada. On July 22, 2014 Ukraine's Interior Ministry initiated a criminal case against Malofeev, suspected of creation of illegal military or armed units (article 260 of Criminal Code of Ukraine). In addition, he was awarded with "For fidelity to duty" order by Crimean occupants in March 2015.
