US Senate to revise the bill on sanctions against Russia

Ukraine crisis. News in brief. Friday 30 June. [Ukrainian sources] Censor_news_big3

The US Senate made technical changes to the law about the new sanctions against Russia, it is now able to accept the Congress.

The United States Senate has made the necessary technical changes to the bill to increase sanctions against Iran, and Russia. Thus, now the law will be able to freely pass Congress, writes Reuters The, transmits Tsenzor.NET citing ZN.UA .

The law required a change because, according to representatives of the Republican Party in Congress, he violated the US Constitution.

told the head of the International Affairs Committee Bob Korker, the "small changes" do not change the essence of the document, but will allow the upper house to approve a bill without resorting to the voting procedure, the " Voice of America ".

Corker said that after intensive negotiations, senators agreed, and calls for the immediate approval of a new sanctions package. According to head of the committee, the bill could be approved before the personal meeting between Presidents Putin and Trump, to be held next week at the meeting of the "Big Twenty" in Germany.

Two weeks ago, the bill imposing new sanctions on Russia and Iran, has been approved in the Senate by 98 votes to 2. In addition to new financial measures against Moscow, the document gives Congress the power to stop any attempt to repeal or weaken the sanctions.

After the vote in the Senate bill, the author states that in spite of opposition from the administration, the document will be approved and the House of Representatives.

, however, Republican leaders in Congress refused to consider the bill, citing the fact that in its present form the document violates the US Constitution .

House Speaker Pol Rayan has publicly expressed support for the bill, but said that senators are considering new sanctions package neglected the rules, according to which any bill containing a measure of the financial impact, must first be considered by the House of Representatives.

According to Senator Corker, the Republicans in Congress "too big deal."

"They all talked about the tiny problem that can be solved in an hour - the senator said -. This is a technical issue that does not change the text of the bill."

Recall, the bill consolidates and enhances the six existing regulations on sanctions against the Russian Federation, signed by the previous US President Barack Obama. The document also contains provisions that require the US president Donald Trump get Congressional approval before any easing of the sanctions.

The list of individuals against whom the sanctions imposed, it is proposed to supplement the Russians involved in corruption, violation of human rights and arms sales forces of Syrian President Bashar al-Assad. It is noted that with respect to legal entities, new sanctions will affect coal mining, metallurgy and transport.

To document entered into force, it needs to support the House of Representatives and signed by the US President, Donald Trump.

"It is very inspiring - to watch the young soldiers of the alliance, which work together in the Lithuanian woods or somewhere else, because they quite clearly show that we are united," - he stressed.

Mattis added that President Trump betrayed fifth article of the NATO treaty, and defense spending in European NATO countries should be increased to increase the deterrent capabilities.

Recall June 27, a senior NATO military officer Peter Paul said NATO faced with attempts of the Russian Federation to increase its military potential on virtually all fronts, and the Alliance is in a state of readiness to prevent a recurrence of the Kremlin's military intervention in the Crimea and eastern Ukraine.

Furthermore, according to the decree, limited to 120 days of entry into the country for refugees.

Now for a visa, citizens of these countries will have to confirm "close family or business contacts" in the US.

However, the list of relatives not included grandparents, nephews, uncles, aunts, cousins.

This fact caused a wave of discontent. In particular, the authorities called Hawaii federal court to explain the principles of drawing up the list. According to the Attorney General of the state definition of "close family ties" is too narrow and can relieve many opportunities to visit the US.

Administration tried to challenge the ban in the Court of Appeal, but was refused. As a result, the American president began work on an updated version of the decree on migrants and 6 March signed it.

According to the administration, as the evening June 28, 2017 for the fiscal year in the US drove 49,009 refugees.

Ukraine crisis. News in brief. Friday 30 June. [Ukrainian sources] Empty Finger points at Russian state over Petya hack attack

Fri Jun 30, 2017 5:46 pm
Finger points at Russian state over Petya hack attack

Tactics of those behind malware match Kremlin playbook, say analysts

The Petya cyber attack that crippled dozens of businesses worldwide was the work of hostile government, not a criminal group, cyber security analysts and western intelligence officials now believe.

For many of them, a growing body of circumstantial evidence amassed in the past week, points to a one state in particular: Russia.

What cyber investigators term the “TTPs” — the tactics, techniques and procedures — of Petya’s operators, they say, cleave to the Kremlin’s playbook.

The apparently indiscriminate impact of the attack — it hit organisations in more than 60 countries, from the Danish shipping giant Maersk to the US pharmaceuticals group Merck — has set alarm bells ringing for security agencies in Europe and the US.

It signals a new and dangerous escalation of the global cyber arms race, many fear. It highlights the extent to which hostile states are prepared to push boundaries, regardless of collateral damage, thanks to their increasing ability to obfuscate and divert attention using old-fashioned spy tradecraft, technical sophistication and the criminal and hacking communities of the dark web for cover.

“This was a murderer masquerading as a kidnapper,” John Watters, the head of global cyber intelligence operations for FireEye, one of the world’s largest cyber security firms told the Financial Times on Friday. “I would put [it that] we are reasonably confident towards it being Russia.”

Mr Watters said FireEye based its assessment on various pieces of evidence, including technical data on the infrastructure and control networks used to launch the Petya attack, the targets, the sophistication of the coding in the malware used and the method of initial infection.......................

Ukraine crisis. News in brief. Friday 30 June. [Ukrainian sources] Empty US Senate improved bill on Russia sanctions, sent it to House

Fri Jun 30, 2017 10:39 pm
US Senate improved bill on Russia sanctions, sent it to House

The U.S. Senate resolved a technical issue that had stalled a new package of sanctions on Russia. However, the measure faces opposition in the House that could mean more delays.

Censor.NET reports citing Reuters.

The Countering Iran's Destabilizing Activities Act, which also includes the Russia sanctions, passed the Senate in a 98-2 vote on June 15.

Many lawmakers hoped the bill would become law in time to send a strong message to Russian President Vladimir Putin before President Donald Trump's meeting with him in Germany next week.

But the Senate bill stalled when House Republican leaders said it violated a constitutional requirement that legislation affecting revenues originate in the House, known as a "blue slip" violation.

Lawmakers from the two chambers have bickered about it since. Democrats accused House Republicans of trying to kill the bill to please Trump after administration officials said they had concerns about it. House Republican leaders insisted their objection was solely a procedural one.

"The speaker has made clear that we will take up sanctions once the House receives it," said AshLee Strong, a spokeswoman for Speaker Paul Ryan.

The Senate resolved the procedural issue on Thursday. But the delay means the House will not vote until after the G20, because of Congress' recess next week.

"This is now going to be a referendum on the Republican leadership, if they are going to go along with the president's coddling of Putin and the Russians, then that will have to be their legacy," said Representative Eliot Engel, the top House Foreign Affairs Committee Democrat.

Engel and Republican committee chairman Ed Royce have said they want the sanctions passed quickly.

Some House Republicans have reservations. Representative Pete Sessions, whose home state of Texas is central to U.S. energy, said he wanted assurances about how the bill would affect businesses.

Representative Mark Meadows said he would look at the bill closely after hearing from the Italian, German and British ambassadors, who had energy-related concerns.

"It could potentially run into trouble. But it's too early to tell," Meadows said.

The legislation would put into law sanctions previously established via ex-President Barack Obama's executive orders. It includes sanctions on mining and other industries, and targets Russians responsible for cyber attacks or supplying weapons to Syria's government.

It also sets up a review process that would require Trump to get Congress' approval before easing sanctions on Russia.
