UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty EU-Ukraine Association Agreement entered into full effect today

EU-Ukraine Association Agreement entered into full effect today

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Censor_news_big3

Ukraine's Prime Minister Volodymyr Hroisman has congratulated Ukrainians with coming into full force of the agreement between the EU and Euratom members on one side and Ukraine on the other side.

Hroisman wrote on Facebook, Censor.NET reports.

"I congratulate all Ukrainians with a new milestone on our way into the EU! Today, the Association Agreement between Ukraine and EU is coming into full effect. And this is an extremely important step of the bilateral relations," Hroisman said.

"However, the economic chapter of the Free trade area agreement between Ukraine and the EU has been in effect for 18 months now. I am happy to say that the EU has become the key trade partner of our country over this period. Here are some figures: currently, trade with the EU member countries makes up 41.1 percent of the total foreign goods trade; the export of goods and services into the EU has increased by 22.8 percent over the first six months of 2017 compared to the same period in 2016, and reached $9.4 billion. There are some good results, and we continue developing and deepening our cooperation!" the prime minister wrote.

Many parts of the Association Agreement have been provisionally applied since 2014, but the adoption of the agreement will ensure closer cooperation between the EU and Ukraine in areas such as foreign policy, justice, education, science and technology.

The economic part of the agreement, called the Deep and Comprehensive Free Trade Area (DCFTA), is also intended to open up the EU market to Ukrainian goods and will align the Ukrainian economy with EU standards by harmonizing laws and regulations

Russia has indicated that it objects to the EU-Ukraine trade pact. Minutes of the June 29 meeting of the World Trade Association's Committee on Regional Trade Agreements that were published on July 11 record Russia's representative as saying the EU-Ukraine DCFTA was "an exemplary case of a situation where a free trade area worsened trade conditions for other trading partners."

Current Ukrainian President Petro Poroshenko signed the EU agreement in June 2014, but it remained unratified after 61 percent of Dutch voters opposed it in a citizen-driven, nonbinding referendum in April 2016.

The Dutch government eased voters' concerns in December the same year by negotiating a legally binding supplement to the Association Agreement with the other 27 EU member states to underscore that it will not give Kyiv the right to automatic EU membership or guarantee any EU military aid for Ukraine.

The Netherlands ratified the Association Agreement in June after both its lower house and Senate voted in favor of it earlier this year.

The Consulate General of Russia in San Francisco has announced the suspension of the reception of visitors from September 1.

The corresponding advertisement is posted on the site of the Russian diplomatic institution, reports Tsensor. NET .

"We believe that the decision to close the Consulate General of Russia in San Francisco is another unfriendly step by the American authorities, which, above all, will hurt the Russian citizens living in the consular district as well as American citizens, because significant A part of Russians also have American citizenship.I would like to especially note that the Consulate General issued over 16,000 tourist visas to US citizens in 2016. The closure of the Consulate General will create some difficulties in completing the document. For the Americans this category is also surprising The terms that the American authorities have given for the closure of the Consulate General - two days From September 1, 2007, the Consulate General of Russia in San Francisco ceases to receive visitors from all consular issues, "said Russian consulate.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty Russia predicted the intensification of Putin's troops in the Donbas and the US in response

Fri Sep 01, 2017 1:07 pm
Russia predicted the intensification of Putin's troops in the Donbas and the US in response

An attempt by Russia to escalate the conflict in the Donbass during the Western-2017 military exercise will lead to a tough US response.

This was stated by Russian political scientist Andrei Piontkovsky in the commentary to Gordon .

"However, the mood in the United States now is such that any attempt to escalate the conflict on the part of the Russian Federation will be met very rigorously, first of all, the immediate delivery of lethal defense weapons to Ukraine, which the parties have actually agreed on," Piontkovsky said.

He stressed that against the delivery of lethal weapons to Ukraine in the US establishment are US President Donald Trump and Secretary of State Rex Tillerson, but the United States leadership on Ukraine is precisely the head of the Pentagon James Mattheys and the Special Representative of the State Department Kurt Volker.

"The main argument of the supply of American weapons to Ukraine is to prevent large-scale Russian aggression, increase its price, so that it would become unacceptable for Russia," Piontkovsky emphasized.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty EU-Ukraine Association Agreement was made possible thanks to the Maidan and reformers - Juncker

Fri Sep 01, 2017 1:13 pm
EU-Ukraine Association Agreement was made possible thanks to the Maidan and reformers - Juncker

President of the European Commission Jean-Claude Juncker congratulated the Ukrainians on the entry into force of the EU-Ukraine Association Agreement and noted that European integration was the achievement of the participants in the Revolution of Dignity and Reformists.

This is stated in the press release of the EU Foreign Service.

"Despite all the challenges, we have achieved this. With the entry into force of the Association Agreement with Ukraine, the European Union fulfills its promise to our Ukrainian friends. I thank all those who have made this possible: those who stood on the Maidan and those who are trying to reform the country for the better. It's a holiday for our European continent, "he said.

In accordance with the Association Agreement, Ukraine has committed itself to structural reforms in the fields of democracy, human rights, rule of law, good governance, trade and sustainable development. The Association Agreement also provides for enhanced cooperation in the field of environmental protection, social development and protection, transport, consumer protection, equal opportunities, education, youth and culture, industry and energy.

The entry into force of the agreement will give a new impetus to cooperation in areas such as foreign policy and security policy, justice, taxation, public finance management, science and technology, education and digital technologies, said in a statement from the EU.

The Association Agreement was discussed between 2007 and 2011 and was signed on March 21 and June 27, 2014. Significant parts of the Association Agreement were temporarily applied from November 1, 2014 and January 1, 2016.

On September 1, 2017, the Association Agreement Ukraine-EU entered into force in full.

On November 21, 2013, the then government announced the cessation of preparations for the signing of the agreement, which was the reason for the start of the Revolution of Dignity.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty NATO is preparing a response to Russia's violations of the Treaty on the Elimination of Missiles

Fri Sep 01, 2017 1:25 pm
NATO is preparing a response to Russia's violations of the Treaty on the Elimination of Missiles

A secret document was distributed among NATO countries, which discusses options for responding to the Alliance of Russia for alleged violations of the Treaty on the Elimination of Intermediate-Range Missiles

This is reported by DW.

The document contains a total of 39 items on possible responses to Russia's alleged breach of the treaty.

Among them are the establishment of early warning systems, the expansion of NATO's nuclear deterrent and anti-submarine defense systems, and more frequent use of US-B-2 and B-52 bombers in Europe.

NATO's official representative, in response to a request by the German media, refused to confirm the existence of the document, but confirmed that within the Alliance there are discussions about Russia's compliance with the treaty on the elimination of medium and short-range missiles.

The agreement signed in 1987 between the US and the USSR prohibits the production and testing of ballistic and cruise missiles ground based on average (from 1000 to 5500 km) and small (from 500 to 1000) range. The United States has repeatedly blamed Russia as a successor to the USSR in violating the terms of the treaty.

Poorly armed country may become the subject of "absorption" - Lavrov

Russian Foreign Minister Sergei Lavrov believes that the poorly armed country may become the subject of "absorption" and that such states "a lot."

As the Tsenzor.NET with reference to UNIAN correspondent, he said this during communication with the students of MGIMO.

He noted that "many foreign analytical journals have concluded that Russia has ultra-modern army and navy."

"That we're not talking to someone on the trigger arms race and not to test our strength. Just situations where poorly armed country becomes a real object of absorption is not in legal terms, not in terms of international law, but in terms of independence, a lot of them "- said Lavrov.

According to him, in the history of many examples of Russia "held back", including military measures, not just sanctions.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty From 2018, Russians will be able to enter Ukraine only with biometric passports

Fri Sep 01, 2017 1:40 pm
From 2018, Russians will be able to enter Ukraine only with biometric passports

President of Ukraine Petro Poroshenko announced that next year Russian citizens will be able to cross the Ukrainian border only with biometric passports.

He stated this at a briefing in Kharkiv.

Poroshenko announced that in the near future the decision of the National Security and Defense Council on the introduction of biometric passports from countries presenting a threat to Ukraine will be published.

"In the coming hours, the decision of the National Security and Defense Council should be made public, which stipulates that from January 1, 2018, the crossing of the countries representing risks for Ukraine (the list of these countries is to be approved by the Cabinet of Ministers of Ukraine) should be made by biometric passports, or - for those who do not have them - there should be fixation of biometric data at the border. This does not mean that there will be a ban, but border crossing points must be equipped with appropriate equipment, which will secure fixation, "the president said.

He considers such a step justified.

"I believe that this is a widespread practice, and in conditions where the country is the object of aggression on the part of the Russian Federation, this practice is fully justified," said Poroshenko.

The President issued a decree on 30 August to implement this decision by the National Security and Defense Council. It states that the government should take all necessary measures to introduce the entry of Russians by biometric passports .

Recall that the NSDC Secretary Alexander Turchinov earlier said that the visa regime with the Russian Federation should be introduced as soon as possible. He also said that Russians need to set up entry only on biometric passports .

Foreign Minister of Ukraine Pavlo Klimkin said that the Foreign Ministry is ready to implement the visa regime with Russia in the event of such a decision.

In turn, Minister of Justice of Ukraine Pavel Petrenko said that legal mechanisms for visa regime with Russia are ready.

Russia's Minister for Foreign Affairs, Sergei Lavrov, said that once such a move, Moscow would respond "equally".

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty "DPR" terrorists are preparing for possible introduction of peacekeepers to the Donbas under the auspices of the UN or the OSCE

Fri Sep 01, 2017 1:43 pm
"DPR" terrorists are preparing for possible introduction of peacekeepers to the Donbas under the auspices of the UN or the OSCE

In the DPR, measures are being taken to counteract the possible introduction of peacekeepers on the Donbas under the auspices of international organizations (UN or OSCE).

As informs Tsensor.NET, this was written on its Facebook page by the coordinator of the "Information Resistance" (IC) group, People's Deputy People's Deputy Dmytro Timchuk.

According to him, in the course of the measures, the modeling of "public opposition" - blocking the movement of equipment of the peacekeeping contingent, mass "peaceful protests" in places of peacekeepers' deployment, etc. - is being worked out.

"The first such event, in which some 2,000 people took part, was held on August 23, 2017 in the proletarian district of Donetsk (Velika Magistralna Street), with the organization of such trainings directly engaged in the FSB of the Russian Federation in the" MGB of the DPR " mobilization "of the local population participates R. Troshin (April 13, 1985, born champion of Europe and the world of kickboxing, leader of the" NGO "Association of Martial Arts Donbass")"- wrote Timchuk.

He also added that the concept of measures against an "armed mission" (peacekeepers) was developed by political technologists of the Russian Federation for the supervision of the representative of the Supreme Council of the Russian Federation V. Surkov.

Earlier, Russian Foreign Ministry spokeswoman Mariya Zakharova called Ukraine's initiative to put UN peacekeepers in the conflict zone on the Donbass to try to prevent the Minsk-2 implementation process.

The statement by Ukraine's President, Petro Poroshenko, that Ukraine will come out in the fall of 2017 with the initiative to introduce UN peacekeepers to uncontrolled territories of the Donbas at the session of the United Nations General Assembly.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty What went wrong: the expert pointed to problems in Ukraine after the Revolution of Dignity

Fri Sep 01, 2017 2:27 pm
What went wrong: the expert pointed to problems in Ukraine after the Revolution of Dignity

Director of the Kyiv office of the Kennan Institute, Katerina Smagliy, believes that after the Revolution of Merit in Ukraine, there has been no radical change to which society has sought.

She writes about this in the material posted on the site of the institution.

So, at the highest level in Ukraine, corruption and political bargaining persist.

"The first alarming signal for the civil society of Ukraine should be the lack of changes in the approaches of non-governmental organizations," she said.

Thus, despite the fact that after EuroMay, volunteers appeared to be a group more trusted by Ukrainians, NGO leaders paid more attention to Western donors rather than the involvement of citizens and volunteer activists.

In addition, some non-governmental organizations have resumed cooperation with Ukraine's financial elites.

"Let's look at the example of the Reinancial Package of Reforms (RPD) .The donors welcomed the work of the RPD and highly appreciated its effectiveness and success in advocating for reforms after EuroMaydan. For the 2015-2017 years, the group received millions of dollars from leading donors in Ukraine: USAID, the Covenant (nonprofit international development organization), Swedish SIDA, International Renaissance Foundation (IRF), UNDP and the Delegation of the European Union to Ukraine Although formally RPD consists of 80 non-governmental organizations, all Western funding went through the election These are NGO circles, such as the Center for Democracy and Rule of Law (more than 70% of the total donor support), the Center UA and the Ukrainian Center for Independent Political Research, which were already known by recipients of international grants.

Such financial support not only led to conflicts between groups of recipients and non-recipients, but also created the effect of a "warm bath" for grant recipients. As a result, the RDP group paid more attention to donor reports and applications for new grants rather than support and increase the level of involvement of citizens. The RPD office, opened in 2014 without any donor funding, once looked like a real hive, where many social activists swarmed ...

Eventually focused on the result of the activists began to leave the network. Victor Grisa, a former member of the RPC culture group, explained to me the decision: "RPD has become a beneficiaries' club. Many RPD activists only exploit the RPD brand to increase their social capital through meetings with foreign diplomats, media opportunities, invitations to international conferences or prestigious scholarships for study in the United States. For some, RPD is only a pass to the corridors of power, the possibility of establishing friendly relations with state officials or politicians, and maybe even get to the Verkhovna Rada Council for the next election ", - said the expert.

Smagliy adds that for today the drive for reforms has almost disappeared, and the bureaucracy is grappling with innovation.

"The Ukrainian activists were a powerful force in 2013. The authorities were simply forced to reckon with the activist movement and to cooperate with its reform leaders, which opened the window of opportunity for the entry of the leaders of EuroMaydan into politics," - adds the expert.

According to her, then many converted their reputation into attractive parliamentary or government positions, but they could not maintain unity.

"From this lost not only the spirit of EuroMaydan - its leaders now reap the fruits of their decisions", - emphasized Smagliy.

apostrophe.ua , Original in Ukrainian / Українською мовою

This is another arm of the Kremlin propaganda hard at work the Kennan Institute & The Wilson Center.

Kateryna Smagliy Twitter: @SmagliyKateryna who's actually in Kyiv has the nerves to say basically nothing's changed in Ukraine.  She must be halfway to the moon.  She must be stuck behind a desk and not getting out much.  This is totally disgusting that has OBVIOUSLY seen the changes to say there hasn't been much change.

Here are the changes that have taken place, since EuroMaidan:
1) Today Ukraine started its Association Agreement partnership with the European Union.
2) Ukraine now has visa-free travel within Europe.
3) Recently and earlier this year, Moddy's and Fitch increased a positive GDP for Ukraine's economy. (jobs)
4) LNG and coal is now being shipped to it via the US. (jobs)
5) Exxon-Mobil is looking to start certain projects in Ukraine. (jobs)
6) Many foreign corporations have shown their interest in doing business with and within Ukraine. (jobs)
7) I have an American friend who has lived in Ukraine for over 2 years. He's told me that Ukrainians are participating in social events never seen before. Sports events they've never partaken in before are occurring even in small towns.

IMO! Kateryna Smagliy and Kennan Institute & The Wilson Center along with Michael Kofman via New York Times are nothing more than paid Kremlin propagandist, trying to give Ukraine a bad name.  This is what Putin wants to drill into not only Ukrainians minds, but also those overseas, that Ukraine's nothing but a failure.

Reforms are happening. They must, by request of certain organization as the IMF, in order for Ukraine to get monetary assistance.  If they don't make reforms happen they're not funded.  And I know from reading Ukrainian news daily, on average 17-18 hours per day.  Obviously they either are fed fake news or information or from word -of-mouth. As these Putin puppets have NOTHING good to say about Ukraine, just plain negative and false news about the country.  How much better is the US, UK, German, Italian or French government, when it comes to fighting corruption? Not including what was left to Ukrainians by Yanukovych and company by Putin's desires from them.

These so-called scholars should go back and retake their education lessons, as they totally missed-out in deciphering  the truth from lies fed to them.  They should get a real job and at the same time grow some, as to not give-in so easily to paid propagandists. Shows their humane weakness in mass.

Here's a recent article on Michael Kofman from Kennan Institute / The Wilson Center: Click on title below

Lavrov wants to dance the tango with the United States

Russian Foreign Minister Sergey Lavrov said that Russia wants a constructive dialogue with the United States.

This is reported by the Russian media, quoting his speech before the students of the Moscow State Medical University.

The minister said that Russia has always been friendly to the American people and open to constructive engagement, while the United States is not ready for it.

"For tango, two people are needed, and the United States carries out an individual break-dance," Lavrov explained.

Lavrov added that the United States can not refuse to cooperate with the Syrian opposition in connection with its complexes, and that Russia may have saved Edward Snowdon from the death penalty.

UKRAINE - Ukraine News in brief. Friday 1 September. [Ukrainian sources] Empty "Reporters without Borders" criticized the expulsion of foreign journalists from Ukraine

Fri Sep 01, 2017 10:19 pm
"Reporters without Borders" criticized the expulsion of foreign journalists from Ukraine

The international non-governmental organization Reporters Without Borders criticized the expulsion of foreign journalists from Ukraine.

This is reported by Censor.NET with reference to the Ukrainian News.

"Reporters without borders" are urging Kiev to put an end to this practice. The arrest and expulsion of journalists is not a worthy response to the information war. Moreover, the head of the department of Eastern Europe and Central Asia "Reporters without Borders" Johann Bir made without detailed explanations and mechanisms of appeal,

"Even if some content of the reports is controversial, nothing justifies attacks on the freedom of the press, which, incidentally, only provide arguments for the machine of Russian propaganda," the statement said.

According to the organization of journalists, they were detained and deported without observing legal procedures.

Recall, on August 30, the SBU announced the expulsion from Ukraine of the journalist of the Russian First Channel Anna Kurbatova. Earlier it was reported about the ban on entry of two Spanish journalists.

/ua.censor.net.ua , Original in Ukrainian / Українською мовою

"Reporteres without borders" guaranteed, they're being paid by the likes of Putin, to spread propaganda and justify it. How on earth will an organization justify someone spreading FALSE propaganda? So it's obvious they condone lies that will harm millions to be spread. How can they live with themselves?

Example! Putin spread his propaganda stating that Russians in Ukraine were being persecuted for the simple reason of speaking Russia. My wife, due to the still ongoing old soviet atmosphere that still exists throughout Ukraine speaks Russian in the public, but speaks Ukrainian at home. And she lives in the Odesa region. FAR from Donetsk and Luhansk. If there's anyone persecuting others, its die-hard Russians within Ukraine, NOT UKRAINIANS.

So when "Reporteres without borders" start persecuting and complaining about propagandists with false purposes, they're actually protecting persecution. "Reporteres without borders" are propagandists, IMO, plain and simple.

Turchynov said the enemy does not stop shelling in the east of Ukraine even after another cease-fire agreement, which is an evidence of the fact that "Putin is not going to get away from occupied territories, and the Donbas war is a leverage upon Ukraine and Europe for him."

The parties discussed possible solutions to the problem of blocking the military and technical cooperation of Ukraine with partner countries, as well as the issue of the release of Ukrainian political prisoners illegally held by Russia. They also spoke of the aid by the Ukrainian World Congress with informing the partner countries of Ukraine and disproving fake publications about the country by the Russian propaganda.

In his turn, Cholii said the Ukrainian World Congress' priority is aiding the international community in its fight against the hybrid aggression against Ukraine.

He added the Congress will do its best to help implement the bill on the military and technical aid to Ukraine by the U.S., signed by President Trump.

The pressure upon the aggressor should not only continue but also get increased, the parties to the talks said.

"Ukrainians of the entire world should feel themselves one family and jointly work towards our common victory," Turchynov said.
