Madrid takes control of the Catalan police to prevent a referendum

Spanish authorities have taken over the entire law enforcement system of Catalonia to stop holding a referendum on independence on October 1

Madrid appointed new head of Catalan and Spanish police in the Autonomous Region. He became Colonel of the Civil Guard Diego Perez de los Cobos.
The authorities in Madrid grounded such a step with the need to improve the coordination of law-enforcement forces. However, the authorities of Catalonia refused to agree with this, calling these actions interference in the affairs of the local police.
Thousands of policemen are also charged in the region to prevent a referendum on independence.
The Spanish General Prosecutor's Office is of the opinion that the appointment of the Cobos is justified by a law that regulates joint operations in the Autonomous Region. This scheme of work will remain in force until October 1.
Interior Minister of Catalonia Joaquim Forn said that the local government rejects interference in regional police affairs.
"The leader of the Catalan police will not transfer their functions," he said.
It is unclear how local authorities and police may fail to comply with Madrid's order.
