President Donald Trump is preparing his base for the constitutional crisis he’ll trigger by firing special counsel Robert Mueller, according to a congressional investigator.

Rep. Mike Quigley (D-IL), a member of the House Intelligence Committee, said the probe has gotten deep into sensitive financial areas involving Trump and his family, and he “impulsive” president was almost certain to fire the special counsel.

“The Mueller investigation could take at least another year, maybe two, but (the House) investigation is closer to its infancy than conclusion,” Quigley said Thursday, during a discussion at DePaul University College of Law. “In the meantime, we live with the very real threat that the Mueller investigation gets shut down.”

The situation with the observance of human rights in Crimea after its annexation by Russia in 2014 has deteriorated significantly.

This is stated in the released September 25 thematic report of the High Commissioner for Human Rights.

The document covers the period from February 2014 to September 2017. The Russian authorities since the end of March 2014 did not provide access to the Crimea to the UN Human Rights Monitoring Mission in Ukraine, therefore, the mission members monitored from the mainland of Ukraine.

According to the UN, in the Crimea "serious violations of human rights are recorded, such as arbitrary arrests and detentions, enforced disappearances, ill-treatment, torture and at least one extrajudicial execution."

It is indicated that Crimeans of different ethnic origin became the victims, but Crimean Tatars experienced special harassment. It is also noted that on the peninsula "the possibilities of public display of Ukrainian culture and identity" were significantly narrowed.

Particular attention in the United Nations was paid to the automatic granting of Russian citizenship to the inhabitants of Crimea. "The imposition of citizenship on the inhabitants of the occupied territory can be equated to coercing them to swear allegiance to the enemy state, which is prohibited by the Fourth Geneva Convention," the report said.

In order to improve the situation in the field of human rights in Crimea, the authors of the report presented 20 recommendations to the Russian government. Among them: it is recommended to respect the human rights of all inhabitants of the peninsula, to fulfill the "obligations imposed on the occupying Power in accordance with international humanitarian law", to ensure proper and unhindered access of international human rights monitoring and human rights NGOs to the Crimea.

The experts also advised the Ukrainian government: to remove all restrictions on freedom of movement to Crimea and the Crimea that are not necessary and to simplify the receipt of documents on the civil status, education and other public services by the Crimean residents.
