PACE Criticizes Ukraine Over New Law On Education



The Parliamentary Assembly of the Council of Europe (PACE) has expressed concerns over articles in Ukraine’s new education law relating to teaching in minority languages.

Meeting in plenary session in Strasbourg on October 12, the parliamentarians voted for a resolution criticizing the new legislation, saying it "does not appear to strike an appropriate balance between the official language and the languages of national minorities."

"In particular, the new law entails a heavy reduction in the rights previously recognized to 'national minorities' concerning their own language of education," they said.

After days of criticism from Ukraine’s ethnic minorities and its neighbors, President Petro Poroshenko on September 25 signed the legislation into law, which makes Ukrainian the required language of study in state schools from the fifth grade on.

The law does not outlaw instruction in languages other than Ukrainian, and students can still learn their native languages as a separate subject.

But the new law's language requirement overturns a 2012 law that allowed for minorities to introduce their languages in regions where they represented more than 10 percent of the population.

No 'Real Consultation'

PACE said that the new law was adopted without "real consultation with representatives of national minorities."

It also expressed dissatisfaction that Ukrainian authorities submitted the text of the bill to the Council of Europe’s Venice Commission of legal experts for an opinion only after its adoption by lawmakers.

The assembly urged the authorities "to fully implement the forthcoming recommendations and conclusions of the Venice Commission and to modify the new Education Act accordingly."

In signing the bill, Poroshenko insisted that it was "in harmony with European standards" and "ensures equal opportunities for all," according to a statement on the presidential website.

But that hasn’t assuaged the concerns of groups such as Poles, Romanians, and Hungarians, all of whom have sizable ethnic communities in Ukraine. The law has also incensed officials in other countries neighboring Ukraine as well, particularly Russia and Hungary.

On October 12 in Budapest, Hungarian Foreign Minister Peter Szijjarto said Hungary will continue with withhold support for Ukraine's further integration with the European Union as long as the law remains unchanged.

The campaign, titled "Don't Shoot Us," offers new insights into how Russian agents created a broad online ecosystem where divisive political messages were reinforced across multiple platforms, amplifying a campaign that appears to have been run from one source -- the shadowy, Kremlin-linked troll farm known as the Internet Research Agency.

A source familiar with the matter confirmed to CNN that the Don't Shoot Us Facebook page was one of the 470 accounts taken down after the company determined they were linked to the IRA. CNN has separately established the links between the Facebook page and the other Don't Shoot Us accounts.

The Don't Shoot Us campaign -- the title of which may have referenced the "Hands Up, Don't Shoot" slogan that became popular in the wake of the shooting of Michael Brown -- used these platforms to highlight incidents of alleged police brutality, with what may have been the dual goal of galvanizing African Americans to protest and encouraging other Americans to view black activism as a rising threat.

Russian government has denied its involvement in the campaign organization. Russian Foreign Ministry representative Mariya Zakharovs said the investigation by CNN was mediocre.

Polish Defense Minister Antoni Mazerevich said that the cyber-experts successfully coped with the third attempt of a hacker's attack from the Russian Federation.

"It was already the third cyberattack from Russia. Fortunately, we managed, but the threat is increasing every day," said Matsurevich.

He noted that the attack was committed on Ukrainian enterprises with branches in other countries, including Poland. "In other European countries, they were blocked, and in Poland, no, we prevented the impact on these companies, their computer systems," said the Polish minister.

Matsurevich noted that the problem of cyberattacks does not apply to the narrow sphere. "In our time, a cyberattack can destroy the country's defense potential and, in general, the entire country's potential," he added.

He also said that Poland continues to work on the creation of cyber troops, which will include about a thousand employees.

Norway intends to place an armored battalion near the border with Russia

Norway plans to place an armored battalion close to the border with the Russian Federation.

Such an event is provided by a defensive plan, which was told by the head of the Norwegian Defense Ministry, Ina Eriksen Seride, according to Tsensor. NET with reference to Liga.

The armored unit will be located in the remote municipality of Porzanger in the northern part of Norway, near the border with the Russian Federation. Also, the plan provides for an increase in the cost of purchasing tanks, artillery and high-precision weapons for placing them in this and other areas.

In addition, the government proposes to increase the length of service in the army for some positions from 12 to 16 months.

Speaking about the plan, Serydaya did not mention Russia in it and noted that he does not now see "a specific military threat" for Norway. At the same time, the head of the Ministry of Defense stressed that the security situation was "more complex and less predictable."

"We must be able to protect all parts of our country ... This is a clear signal that we have a special responsibility in the north," said Sereyde.

To approve this plan in the Norwegian parliament, the acting minority government will need to secure the support of other parties. However, as Reuters points out, there is "broad consensus" on the issue of strengthening the Arctic defense in Oslo.

"Ukroboronprom" presented "smart" projectile "Karasuk", which provides maximum accuracy at a distance of up to 12 km

A new high-precision artillery shell "Karasuk" was presented at the Kiev exhibition "Weapons and Security-2017", which is being developed by the State Enterprise Scientific-Production Complex "Progress", which is part of the State Enterprise "Ukroboronprom".

Tsensor.NET informs about this, with reference to the concern's site.

"Karasuk" is a model of "smart weapon", which provides the maximum probability of destroying the target with a first shot at a range of up to 12 km. Thanks to the use of semi-active laser guidance, the maximum accuracy of the impact is achieved throughout the range of the distance of the shot.

In this case, the electronic and opto-mechanical systems of the projectile are designed to withstand super-high overload during an artillery shot (not less than 10 000g).

To guide "Karasuka" to the target, it is possible to use laser target-rangefinders, both ground-based and mounted on unmanned aerial vehicles. Due to this, it is possible to ensure the effective destruction of even protected control and communication centers, bridges, crossings, support points, enemy artillery, and other purposes.

It is possible to use Karasuk with 122-mm caliber artillery systems, including D-30 guns and self-propelled artillery units 2С1, which are armed with the Armed Forces.




We remind that the International Specialized Exhibition "Weapons and Security-2017" will be held on October 10-13, 2017, at the International Exhibition Center, located on Brovarsky Prospekt, 15.

It should be noted that simultaneously with the exhibition "Weapons and Security" in the capital of the USA is the global international exhibition Association of the US Army (AUSA), in which DK "Ukroboronprom" for the first time represents the advanced development of the Ukrainian defense industry complex.

Russian TV produces ‘witness’ of Ukraine downing MH17, then quickly removes report




Russia has pushed plenty of conflicting stories to blur its direct involvement in the downing by Russian or pro-Russian militants of MH17 on July 17, 2014, but decided to remove a particularly absurd version presented by TV Zvezda, a channel linked with the Defence Ministry.  This was broadcast on October 6, a day after a report from the self-proclaimed and Russian-backed ‘Donetsk people’s republic’ [DPR] made different allegations, this time based on a Ukrainian defector.

Before looking at these media renditions, it is worth noting the findings of the official Joint Investigation Team, published on 28 September 2016 and available for study on a Dutch government website.

The JIT “concludes that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy (or: Pervomaiskyi). At that time, the area was controlled by pro-Russian fighters. Furthermore, the investigation also shows that the BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH-17, was taken back to the Russian Federation.”

Russia has constantly disputed this finding which should result in war crimes charges at the International Criminal Court and massive law suits, but has never presented any convincing evidence.

Nor has it now, though with all state-controlled media constantly presenting ‘alternative facts’ to blur the truth, it is likely that a large percentage of the Russian population genuinely believe that Russia is not culpable for the loss of 298 lives that day.

On 5 October, Russian media widely broadcast the supposedly incriminating allegations of a former SBU [Ukrainian Security Service] officer who was presented as high-ranking and as having just defected to DPR

‘Vesti’, for example, had a long feature in which they called ex-SBU officer Roman Labusov the ‘Ukrainian Snowden”.  He had, they claimed, passed “thousands of secret documents and scripts used by the Ukrainian security service”.  He was supposed to have defected to the DPR because he “was sick of watching how Ukrainian soldiers kill Donbas residents”.

The feature is highly manipulative.  The viewer would be unlikely to notice the total lack of connection between these supposed “thousands of documents” and the report that the  DPR have handed over to Holland “recently discovered” remains of passengers and parts of the plane.

No mention, of course, is made of the armed militants who prevented the international team endeavouring to find the remains and evidence during the first days and weeks after the tragedy.

Patrick Lancaster, a pro-Russian propagandist, is then shown with several boxes of “material evidence” about the Boeing disaster.  It seems unlikely that the relatives of those killed will believe his assertion that he is doing all in his power to help them.

It is noticeable that the far more important representatives of the OSCE Monitoring Mission, present to receive the remains, were not invited to speak.

Instead, the Russian viewers learn from a “representative of the DPR Prosecutor General’s Office”, that  they are in position of facts that the BUK was launched from an area under the Ukrainian Army’s control.

Labusov is then presented saying that the Ukrainian investigators into the MH17 disaster were given the command “to collect facts which distorted information, firstly with respect to who did it, and secondly so that they didn’t reflect the truth.”

So spake the supposed “Ukrainian Snowdon”.   Labusov, in fact, is a deserter who has been on the SBU’s wanted list since 4 May 2016.

This was clearly not sensational enough for TV Zvezda who came up with their very own ex-Ukrainian soldier Yury Baturin who obligingly talked to their viewers about “Ukraine being implicated in the Malaysian Boeing MH17 disaster in 2014”.  The report is entitled: “Ukrainian Army Major talked of the trajectory of the Ukrainian ‘BUKs that shot down Boeing MH17”.  The feature was later removed, though is easily seen on Google searches and can be found cached here.  It was widely reported in the Russian media which is unsurprising since Baturin recited all the details that Russia has pushed, including the basic assertion that MH17 was shot down by Ukrainian BUKs launched from the village of Zaproshchenske.

The only mention on the Internet of Yury Baturin appears to be from Russian state-controlled media, excitedly reporting that a “Ukrainian major” has confirmed that the BUK was Ukrainian.
