"Russia did not annex the Crimea". Putin commented on the words of Zeman

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] 0_main

The words of the president of the Czech Republic are "not correct" in the Kremlin

Presidential press secretary Dmitry Peskov, commenting on the words of the Czech president about the Crimea, said that Russia had not annexed Crimea.

He told journalists about this, according to Russian agency RIA Novosti.

"In the legal plane, it is impossible to speak of any annexation, either in fact or in law, or in the case of an annexation. This is wrong, and, accordingly, there can be no language for any compensation,"- he said.

According to Peskov, the Verkhovna Rada of Crimea "made a decision to withdraw from Ukraine against the backdrop of the coup, and against the background of the threat of extremism that developed on the background of this coup and partly, unfortunately, it still develops."

"After that, a decision was made on joining the Russian Federation, which was adopted by the Russian Federation. Therefore, the very wording that such actions can be settled by some redemption, from our point of view, of course, are not quite correct, to be more precise, quite wrong,"- he added.

Recall that during a speech in Strasbourg on October 10, the Czech president proposed to pay Ukraine and legalize the annexation of the Crimea . He also said that it's time to withdraw sanctions from the Russian Federation.

Czech Prime Minister Bogusław Sobotka stressed that Zeman's statement regarding the Crimea contradicted the foreign policy of the Czech government.

The Ministry of Foreign Affairs of Ukraine called the statement of the Czech President during a speech at the PACE session as an outright cynicism.

Poroshenko also criticized the statement by Czech President Milose Zeeman , who, during a speech at the PACE session, called the annexation of the Crimea a "completed case" and offered to pay Ukraine and legalize the annexation of the peninsula.

The Czech Senate said that President Milos Zeman's statement on the annexed Crimea "legitimized the aggression of Russia, which is contrary to international law."

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty After Volker's meeting with Surkov, Putin announced important agreements with Tillerson on talks on Donbas

Fri Oct 13, 2017 11:16 am
After Volker's meeting with Surkov, Putin announced important agreements with Tillerson on talks on Donbas

Russian and US foreign policy chiefs Sergey Lavrov and Rex Tillerson say that countries need to continue talks on Donbass issues at the level of US special envoy Kurt Volcker and Russian President's assistant Vladislav Surkov.

This is stated in a statement on the website of the Ministry of Foreign Affairs of the Russian Federation on the results of the telephone conversation of diplomats, which took place on October 12 at the initiative of Tillerson.

"The heads of foreign policy departments touched upon the state of affairs in implementing the Minsk agreements on overcoming the Ukrainian crisis, taking into account the results of the meeting of special representatives of Russia and the USA on October 7, V.Yu.Surkova and K.Volker, which was supported by the continuation of contacts in this format," the statement said.

Recall that during a preliminary telephone conversation, American and Russian diplomats pointed out the importance of Volcker and Surkov's negotiations to find realistic approaches to the implementation of the Minsk Agreements.

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty A expert evaluated the words of the leader of the DPR on the return of Donbas to Ukraine

Fri Oct 13, 2017 11:19 am
A expert evaluated the words of the leader of the DPR on the return of Donbas to Ukraine

His statements on the terms of the return of the occupied Donbas to Ukraine, the leader of the so-called "Dnieper" Alexander Zakharchenko, tries to voice the expected position of their curators from the Kremlin that the process is possible on the conditions of Russia.

This was stated by the military expert Oleh Zhdanov in an interview with "Apostrophe".

"Zaharchenko tried to convey to us a simple message that returning to Ukraine is possible only on their conditions, or if we turn the Donbas on their own terms, that is, the power option, which they are most afraid of, then they will have to destroy the population to conquer the region. Here is a clear counterweight to what Ukraine wants. Want to pick us up - take away, but such as we are, "explains Zhdanov.

As for Zakharchenko's stated conditions of return in the event of a change of power in Ukraine, then, according to the expert, there is a noticeable hope that the new government will change the external and internal political courses.

"We are also hoping for a change of power in the Russian Federation, and we hope that if Putin is changed, then the new president of Russia will have a different attitude to the problem that exists. The same is true here," the expert says.

Zhdanov notes that statements by Zakharchenko, as well as [the leader of the so-called Igor] Plotnitsky, should be perceived only as a message from the Kremlin curators of these persons.

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty PACE Criticizes Ukraine Over New Law On Education

PACE Criticizes Ukraine Over New Law On Education

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] EE241C9B-7644-44D3-B616-BE1ABBBB6E3B_cx4_cy8_cw97_w1023_r1_s

The Parliamentary Assembly of the Council of Europe (PACE) has expressed concerns over articles in Ukraine’s new education law relating to teaching in minority languages.

Meeting in plenary session in Strasbourg on October 12, the parliamentarians voted for a resolution criticizing the new legislation, saying it "does not appear to strike an appropriate balance between the official language and the languages of national minorities."

"In particular, the new law entails a heavy reduction in the rights previously recognized to 'national minorities' concerning their own language of education," they said.

After days of criticism from Ukraine’s ethnic minorities and its neighbors, President Petro Poroshenko on September 25 signed the legislation into law, which makes Ukrainian the required language of study in state schools from the fifth grade on.

The law does not outlaw instruction in languages other than Ukrainian, and students can still learn their native languages as a separate subject.

But the new law's language requirement overturns a 2012 law that allowed for minorities to introduce their languages in regions where they represented more than 10 percent of the population.

No 'Real Consultation'

PACE said that the new law was adopted without "real consultation with representatives of national minorities."

It also expressed dissatisfaction that Ukrainian authorities submitted the text of the bill to the Council of Europe’s Venice Commission of legal experts for an opinion only after its adoption by lawmakers.

The assembly urged the authorities "to fully implement the forthcoming recommendations and conclusions of the Venice Commission and to modify the new Education Act accordingly."

In signing the bill, Poroshenko insisted that it was "in harmony with European standards" and "ensures equal opportunities for all," according to a statement on the presidential website.

But that hasn’t assuaged the concerns of groups such as Poles, Romanians, and Hungarians, all of whom have sizable ethnic communities in Ukraine. The law has also incensed officials in other countries neighboring Ukraine as well, particularly Russia and Hungary.

On October 12 in Budapest, Hungarian Foreign Minister Peter Szijjarto said Hungary will continue with withhold support for Ukraine's further integration with the European Union as long as the law remains unchanged.

"We consider the new Ukrainian education law a stab in the back of our country," he said..........................

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty From Poland, a Russian spy was deported that sparked a conflict with Ukraine

Fri Oct 13, 2017 11:26 am
From Poland, a Russian spy was deported that sparked a conflict with Ukraine

The Polish Internal Security Agency (ABB) deported from a Russian country affiliated with Russian special services

This is reported by the Polish Radio.

Extradition took place on September 12, but the spokeswoman for the minister for coordinating the work of the special services of Poland reported this only today, October 13.

"At the request of the head of the Internal Security Agency on October 11, 2017, a citizen of the Russian Federation, Dmitry K., was deported from Poland. According to the established facts, the man acted against the state interests of Poland, initiated the elements of the hybrid war against Poland, and also maintained contacts with Russian special services," - said in a message.

Officially Dmytro K. was in Poland as a representative of the Russian Institute for Strategic Studies in Moscow. Under the guise of scientific activity, he established contacts with Polish scholars, including historians, as well as journalists. In these groups, he found pro-Russian-minded people and offered them cooperation with Russian universities, as well as funding for publications and scientific trips. Those who agreed to cooperate, he was inclined to represent the Russian view on a number of problems.

Dmitry K. used his network of contacts to expand the field of influence of Russian propaganda. According to the investigation, he initiated information campaigns in Poland in support of Russia, conducted campaigns to stir up Polish-Ukrainian conflicts, stimulated resistance to the dismantling of Soviet monuments, and also attempted to discriminate Polish authorities in foreign and Polish media.

According to the Internal Security Agency, Dmitry K. contacted Russian intelligence services, and during his communication with a group of his associates hid his ties with the Russian Institute for Strategic Studies. The study of the actions of K. confirms that his activity in Poland correlates with the activities of the Russian special services against the interests of Poland.

Information collected by the Agency for Homeland Security indicates that Dmitry K.'s stay in Poland is a threat to the security of the state. It is impossible to allow the continuation of the activities of K. in favor of the enemy state. In this regard, the head of the AWB requested the deportation of a Russian. According to the decision of the head of the Ministry of Internal Affairs of Poland Dmitry K. denied permission to stay in Poland and was deported from the country.

The Russian Institute for Strategic Studies in Moscow functions as an analytical base for Russian intelligence. Nowadays, one of the former heads of special services is his head.

The Blitzkrieg scenario for Russia's return to the PACE failed

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Censor_news_big3

Blitzkrieg failed to return the Russian delegation to the PACE session hall.

As informs Tsensor.NET, this was written on his Facebook page by the head of the delegation of the Ukrainian parliament in PACE Volodymyr Ariev (fraction "Petro Poroshenko Bloc").

"Blitzkrieg-scenario on Russia in the PACE broke up by joint efforts, but we will be very vigilant, thank you to the Ukrainian delegation! Again, it was proved that only joint actions give the result, with Olena Sotnik and Georgiy Logvinsky yesterday we fought in the Joint Committee to prevent the implementation of a fast-paced scenario. It succeeded - the majority are not ready to meet Russian blackmail, which CE leaders acknowledged in conversations with me immediately after the meeting, and the work of Ambassador Dmitry Kuleba is generally above all praise, "he wrote.

noted that as a result, the PACE Bureau of Jagland today demanded a tough position in the talks in Moscow and in general sued the Russian Federation for non-payment of contributions.

"The atmosphere is changing, and it changes not by itself, but through joint actions and the synergy of Ukrainians in the Council of Europe. We work and keep abreast," he added.

As it was reported, the PACE decided by a majority vote that the purpose of the removal of political sanctions against the delegation of the Russian Federation.

The text of the decision remained the norm that the PACE and the Committee of Ministers (executive body of the Council of Europe) should "harmonize the rules of participation and representation of the member states in both statutory bodies."

This decision should ban the PACE from continuing the restrictions imposed on the Russian Federation, without the consent of the member states. In essence, this raises the question of approval by the PACE of any sanctions against the Russian Federation. Given that sanctions should be restored annually, restrictions can be lifted in January.

This norm was supported by the overwhelming majority of PACE deputies, the amendments proposed by Ukraine failed, and the votes were divided in proportion to 60 by 30.

Recall, Russia was deprived of the right to vote in the PACE in April 2014 - immediately after the annexation of the Crimea and the beginning of hostilities in the Donbass. According to Russian parliamentarians, only the right to attend and to speak at meetings of the Assembly, as well as to work in committees, was preserved. After that, Russia refused to participate in the PACE sessions as a protest. In January 2017, the PACE ex-head, Pedro Agramont, said he did not count on the participation of the Russian delegation in the 2017 Assembly. In June, Russian State Duma Chairman Vyacheslav Volodin said that Russia would not pay to the budget of the Parliamentary Assembly of the Council of Europe (PACE) about one-third of its annual contribution. On October 11, the PACE adopted a resolution that in theory could help Russia to return to the organization.

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty It is not possible to speak of any annexation of the Crimea, this is incorrect, therefore there can not be any compensation, - Peskov on the statement of Zeman

It is not possible to speak of any annexation of the Crimea, this is incorrect, therefore there can not be any compensation, - Peskov on the statement of Zeman

Russian Presidential Press Secretary Dmitry Peskov called the wrong statement of the Czech President, Milos Zeman, who proposed to resolve the situation around the occupied Russian Federation of Crimea.

Tsensor.NET informs about this , citing Gazeta.ru .

"It's not right to speak of any annexation, of course, in the legal or factual terms, this is incorrect. Accordingly, there can be no compensation (...) Therefore, it is the wording that such actions can be settled by some kind of redemption , they, from our point of view, of course, are not quite correct, more precisely: absolutely wrong,"- said Peskov.

Peskov reminded the main version of the Russian occupation that the decision to leave Ukraine was taken by supposedly legitimate Verkhovna Rada of Crimea, after which it was decided to annex the peninsula of Russia.

Also, Peskov called the words of Zeman about the Crimea part of the pan-European debate .

"This is, of course, a great deal of respect for the authoritative European policy of Zeman, in which, as you know, longstanding good relations with President Putin, this is the first," he said.

Also, Peskov added: "Second: yes, we are watching the intra- European discussion that is being conducted in this regard, including the attention paid to President Zeeman's recent statement."

On October 10, Czech President Milosez Zeman, speaking at a session of the Parliamentary Assembly of the Council of Europe, said that the annexation of the Crimea by Russia was "faît accompli", that is, a real fact, and, in his personal opinion, "there could be some compensation for the Crimea in financial in form or in kind - oil or gas. " In his speech to the PACE, he devoted the need, in his opinion, to lift the current EU sanctions against Russia because of its aggression against Ukraine, calling them "ineffective".

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty Russia attempted meddling in US politics through Pokemon Go game

Russia attempted meddling in US politics through Pokemon Go game

Russian efforts to meddle in U.S. politics did not end at Facebook and Twitter.

A CNN investigation of a Russian-linked account shows its tentacles extended to YouTube, Tumblr and even Pokémon Go, Censor.NET reports.

One Russian-linked campaign posing as part of the Black Lives Matter movement used Facebook, Instagram, Twitter, YouTube, Tumblr and Pokémon Go and even contacted some reporters in an effort to exploit racial tensions and sow discord among Americans, CNN has learned.

The campaign, titled "Don't Shoot Us," offers new insights into how Russian agents created a broad online ecosystem where divisive political messages were reinforced across multiple platforms, amplifying a campaign that appears to have been run from one source -- the shadowy, Kremlin-linked troll farm known as the Internet Research Agency.

A source familiar with the matter confirmed to CNN that the Don't Shoot Us Facebook page was one of the 470 accounts taken down after the company determined they were linked to the IRA. CNN has separately established the links between the Facebook page and the other Don't Shoot Us accounts.

The Don't Shoot Us campaign -- the title of which may have referenced the "Hands Up, Don't Shoot" slogan that became popular in the wake of the shooting of Michael Brown -- used these platforms to highlight incidents of alleged police brutality, with what may have been the dual goal of galvanizing African Americans to protest and encouraging other Americans to view black activism as a rising threat.

Russian government has denied its involvement in the campaign organization. Russian Foreign Ministry representative Mariya Zakharovs said the investigation by CNN was mediocre.

We hope for the normalization of Russian-Ukrainian relations after Kyiv's recognition of the "accession" of Crimea, - Peskov

Russian Presidential Press Secretary Dmitry Peskov expressed hope that the relations between Moscow and Kiev will normalize in the future.

Tsensor.NET informs about it , citing RIA Novosti.

"We hope that this recognition will come over time, respect for the will of the millions of peoples of the peninsula must be demonstrated, and also we hope later, we hope that normalization of Russian-Ukrainian relations will be possible," said Peskov, answering the question of how much It is important for the Kremlin to "recognize the accession" of the Crimea to Ukraine.

Recall that the Verkhovna Rada of Ukraine officially announced February 20, 2014, the beginning of the temporary occupation of Crimea and Sevastopol by Russia. On October 7, 2015, the President of Ukraine Petro Poroshenko signed the relevant law. International organizations recognized the occupation and annexation of the Crimea unlawful and condemned Russia's actions. Western countries imposed a series of economic sanctions.

Polish cyber-experts successfully coped with the third attempt of a hacker attack from Russia

Polish Defense Minister Antoni Mazerevich said that the cyber-experts successfully coped with the third attempt of a hacker's attack from the Russian Federation.

This informs Tsenzor.NET referring to ZN.ua.

"It was already the third cyberattack from Russia. Fortunately, we managed, but the threat is increasing every day," said Matsurevich.

He noted that the attack was committed on Ukrainian enterprises with branches in other countries, including Poland. "In other European countries, they were blocked, and in Poland, no, we prevented the impact on these companies, their computer systems," said the Polish minister.

Matsurevich noted that the problem of cyberattacks does not apply to the narrow sphere. "In our time, a cyberattack can destroy the country's defense potential and, in general, the entire country's potential," he added.

He also said that Poland continues to work on the creation of cyber troops, which will include about a thousand employees.

Norway intends to place an armored battalion near the border with Russia

Norway plans to place an armored battalion close to the border with the Russian Federation.

Such an event is provided by a defensive plan, which was told by the head of the Norwegian Defense Ministry, Ina Eriksen Seride, according to Tsensor. NET with reference to Liga.

The armored unit will be located in the remote municipality of Porzanger in the northern part of Norway, near the border with the Russian Federation. Also, the plan provides for an increase in the cost of purchasing tanks, artillery and high-precision weapons for placing them in this and other areas.

In addition, the government proposes to increase the length of service in the army for some positions from 12 to 16 months.

Speaking about the plan, Serydaya did not mention Russia in it and noted that he does not now see "a specific military threat" for Norway. At the same time, the head of the Ministry of Defense stressed that the security situation was "more complex and less predictable."

"We must be able to protect all parts of our country ... This is a clear signal that we have a special responsibility in the north," said Sereyde.

To approve this plan in the Norwegian parliament, the acting minority government will need to secure the support of other parties. However, as Reuters points out, there is "broad consensus" on the issue of strengthening the Arctic defense in Oslo.

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] Empty "Ukroboronprom" presented "smart" projectile "Karasuk", which provides maximum accuracy at a distance of up to 12 km

Fri Oct 13, 2017 9:45 pm
"Ukroboronprom" presented "smart" projectile "Karasuk", which provides maximum accuracy at a distance of up to 12 km

A new high-precision artillery shell "Karasuk" was presented at the Kiev exhibition "Weapons and Security-2017", which is being developed by the State Enterprise Scientific-Production Complex "Progress", which is part of the State Enterprise "Ukroboronprom".

Tsensor.NET informs about this, with reference to the concern's site.

"Karasuk" is a model of "smart weapon", which provides the maximum probability of destroying the target with a first shot at a range of up to 12 km. Thanks to the use of semi-active laser guidance, the maximum accuracy of the impact is achieved throughout the range of the distance of the shot.

In this case, the electronic and opto-mechanical systems of the projectile are designed to withstand super-high overload during an artillery shot (not less than 10 000g).

To guide "Karasuka" to the target, it is possible to use laser target-rangefinders, both ground-based and mounted on unmanned aerial vehicles. Due to this, it is possible to ensure the effective destruction of even protected control and communication centers, bridges, crossings, support points, enemy artillery, and other purposes.

We remind that the International Specialized Exhibition "Weapons and Security-2017" will be held on October 10-13, 2017, at the International Exhibition Center, located on Brovarsky Prospekt, 15.

It should be noted that simultaneously with the exhibition "Weapons and Security" in the capital of the USA is the global international exhibition Association of the US Army (AUSA), in which DK "Ukroboronprom" for the first time represents the advanced development of the Ukrainian defense industry complex.

Russian TV produces ‘witness’ of Ukraine downing MH17, then quickly removes report

Russian - Ukraine News in brief. Friday 13 October. [Ukrainian sources] 1507578814

Russia has pushed plenty of conflicting stories to blur its direct involvement in the downing by Russian or pro-Russian militants of MH17 on July 17, 2014, but decided to remove a particularly absurd version presented by TV Zvezda, a channel linked with the Defence Ministry.  This was broadcast on October 6, a day after a report from the self-proclaimed and Russian-backed ‘Donetsk people’s republic’ [DPR] made different allegations, this time based on a Ukrainian defector.

Before looking at these media renditions, it is worth noting the findings of the official Joint Investigation Team, published on 28 September 2016 and available for study on a Dutch government website.

The JIT “concludes that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy (or: Pervomaiskyi). At that time, the area was controlled by pro-Russian fighters. Furthermore, the investigation also shows that the BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH-17, was taken back to the Russian Federation.”

Russia has constantly disputed this finding which should result in war crimes charges at the International Criminal Court and massive law suits, but has never presented any convincing evidence.

Nor has it now, though with all state-controlled media constantly presenting ‘alternative facts’ to blur the truth, it is likely that a large percentage of the Russian population genuinely believe that Russia is not culpable for the loss of 298 lives that day.

On 5 October, Russian media widely broadcast the supposedly incriminating allegations of a former SBU [Ukrainian Security Service] officer who was presented as high-ranking and as having just defected to DPR

‘Vesti’, for example, had a long feature in which they called ex-SBU officer Roman Labusov the ‘Ukrainian Snowden”.  He had, they claimed, passed “thousands of secret documents and scripts used by the Ukrainian security service”.  He was supposed to have defected to the DPR because he “was sick of watching how Ukrainian soldiers kill Donbas residents”.

The feature is highly manipulative.  The viewer would be unlikely to notice the total lack of connection between these supposed “thousands of documents” and the report that the  DPR have handed over to Holland “recently discovered” remains of passengers and parts of the plane.

No mention, of course, is made of the armed militants who prevented the international team endeavouring to find the remains and evidence during the first days and weeks after the tragedy.

Patrick Lancaster, a pro-Russian propagandist, is then shown with several boxes of “material evidence” about the Boeing disaster.  It seems unlikely that the relatives of those killed will believe his assertion that he is doing all in his power to help them.

It is noticeable that the far more important representatives of the OSCE Monitoring Mission, present to receive the remains, were not invited to speak.

Instead, the Russian viewers learn from a “representative of the DPR Prosecutor General’s Office”, that  they are in position of facts that the BUK was launched from an area under the Ukrainian Army’s control.

Labusov is then presented saying that the Ukrainian investigators into the MH17 disaster were given the command “to collect facts which distorted information, firstly with respect to who did it, and secondly so that they didn’t reflect the truth.”

So spake the supposed “Ukrainian Snowdon”.   Labusov, in fact, is a deserter who has been on the SBU’s wanted list since 4 May 2016.

This was clearly not sensational enough for TV Zvezda who came up with their very own ex-Ukrainian soldier Yury Baturin who obligingly talked to their viewers about “Ukraine being implicated in the Malaysian Boeing MH17 disaster in 2014”.  The report is entitled: “Ukrainian Army Major talked of the trajectory of the Ukrainian ‘BUKs that shot down Boeing MH17”.  The feature was later removed, though is easily seen on Google searches and can be found cached here.  It was widely reported in the Russian media which is unsurprising since Baturin recited all the details that Russia has pushed, including the basic assertion that MH17 was shot down by Ukrainian BUKs launched from the village of Zaproshchenske.

The only mention on the Internet of Yury Baturin appears to be from Russian state-controlled media, excitedly reporting that a “Ukrainian major” has confirmed that the BUK was Ukrainian.

Before his ‘interview’ was deleted...............
