US intelligence tells of Putin's serious problems with his main voters

The key audience in the presidential election in Russia for the current head of the Kremlin, Vladimir Putin, will be pensioners, but the problem is that it is difficult for the Russian government to guarantee them all the necessary payments after the Reserve Fund is exhausted.

This is stated in the material of the private American intelligence-analytical company Stratfor, which is at the disposal of the "Apostrophe".

So, in 2008, Russia divided its Stabilization Fund into two parts - the Reserve Fund and the National Welfare Fund, for each of which its functions were defined. These two funds were to collect revenue from Russia's oil and gas revenues.

"The Reserve Fund was created as a kind of stock on a black day to help the government offset the budget deficit, and the National Welfare Fund was founded to provide social protection, pensions and investment in development projects that guarantee the long-term economic future of Russia," says the material

Specifies that currently pensioners in Russia make up about 40% of the electorate, and, importantly, they are much more active in voting for the election than the younger electorate. Guaranteeing them that the country will not go along the path of the 1990s, when financial destabilization has led to the devastation of pension funds, was one of the keys to Putin's long reign.

At the same time, after the global financial crisis in 2008-2009, the Russian government began to develop the Reserve Fund and spent $118 billion over the next three years (more than three quarters of its available funds) to rescue banks and companies, and to cover the federal budget deficit.

Stratfor notes that higher oil prices, starting in 2012, allowed Russia to replenish the fund to $88 billion over two years. But by mid-2014, oil prices and industrial slowdown combined with sanctions imposed by the West have driven Russia into a deep economic crisis, which has led the Kremlin to devastate the fund again to help balance the federal budget.

"During the year 2015, the Kremlin took about $ 46 billion from the fund, and another $37 billion in 2016. By the end of 2017, the fund has been exhausted, which has accelerated the decision of the Kremlin to close it", - summed up the intelligence.

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Empty The shameful list: In the West, details of future US sanctions against Putin's business environment were revealed

Tue Jan 23, 2018 12:29 pm
The shameful list: In the West, details of future US sanctions against Putin's business environment were revealed

The new list of US sanctions will hit about fifty Russian businessmen who have earned their wealth through ties to the Kremlin.

An analyst at the Atlantic Council and a professor at Georgetown University Anders Aslund said in an interview with mbk.media.

"I think that 40-50 people are the most effective figure, a shameful list that should emphasize that these are bad people. If it has 200 people or more, then in a sense all [key representatives of the Russian elite]", - says Oslund.

According to the expert, in the case of a large list it may fall not very meaningful people and all wealthy Russians. At the same time, the United States faces the task of identifying people who have earned ties with the Kremlin and are conducting commercial cooperation with them.

Also, Aslund said that the list does not focus on Russian government officials.

"For example, one group includes people who engage in criminal activity on behalf of the Kremlin and earn on such work, which may be people like Kostiantyn Malofeev. Another category is" close": for example, Rothenberg, Timchenko, Kovalchuk. They are already under Further, we are talking about "close" children and other officials who have earned themselves billions and high posts, with the exception of Igor Rothenberg, none of these "golden boys" has been sanctioned. "This group needs to be included," explains the expert.

According to Auslunda, managers of state-owned enterprises who take money from their companies in the interests of people close to the Kremlin should get sanctions.

"Finally, there are people who keep Putin's money. This Putin group includes the same Timchenko, Rotenberg, Kovalchuk, and others such as Petro Kolbin, who is under sanctions, Sergei Roldugin, against which there are no sanctions, and several more people", - said the analyst.

According to Auslunda, under the new sanctions some people will appear from the list of Russian Forbes. At the same time, he noted that this would affect those people who got rich thanks to Putin's power.

"The main source that was not yet fully utilized is the" Panama Dossier "that came out last April. In addition, there are a lot of information available in Forbes Russia. If you look for a longer period, there are also a lot of" Vedomosti" interesting information, and all of it in open access. Of course, there are Western intelligence data that I'm not aware of, "he said.

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Empty The scam called Putin's main disadvantage and the reason for his loss in Ukraine

Tue Jan 23, 2018 12:34 pm
The scam called Putin's main disadvantage and the reason for his loss in Ukraine

President Vladimir Putin, despite considerable efforts, could not create an analogue of the USSR headed by the Kremlin, which would include Ukraine as well.

This was stated in an interview with "Apostrophe" by former head of the Foreign Intelligence Service of Ukraine Mykola Malomuzh.

"I claim that he is a tactician. At one time for Russia, when there were huge problems with corruption, banditry, terrorism, he acted as a tactical leader, but he had not seen a strategy for Russia to evolve - democratically, innovatively, How to build an international co-operation, and this, unfortunately, was not there. At that time, there was a model of imperial ambitions: I solved the problem here inside Russia, I will solve the problem with the CIS, but the idea, in general, is: the restoration of the Union, but not the former, but in a new format. Do not fight (though but as it turned out, and this too), but with the help of economic and financial control, the formation of new unions - the Customs and Eurasian, the Collective Security Treaty Organization (Collective Security Treaty Organization - "Apostrophe"), and then gradually draw to its orbit the country and later create a confederation - such a renewed Union led by the Russian Federation. That's his idea, his imperial ambitions, "says Malomuzh.

According to him, Putin's plans in Ukraine were hampered by a strong civil society:

"But in this format, he loses, because none of these projects was implemented. In Ukraine, for example, banks, corporations, media, agencies in government and politics did not help him in government and politics, a powerful influence on business, and a strong civil society in Ukraine did not allow even our policy-oriented Russian politician to implement Putin's strategy here, so he lost."

Malomuzh stressed that Putin lost in Ukraine after having bet on both candidates in the second round of the presidential elections in our country in 2010.

"One can give a very concrete example - when at the highest level tried to appoint a president who was a supporter of Russia in 2004. All was ready, Putin even congratulated [Viktor] Yanukovich on his presidency. And what? Losing. Despite the fact that in 2010 made However, strategically in this situation, he did not get anything - only problems: the complication of relations with Ukraine (this is a huge loss for Russia), he got rid of the bridge between Europe and Russia, lost a lot of people ing sales, lost future development of Russia and its very essence - a democratic European state. Instead, he created a powerful empire controlled, but it also is not eternal"- said the former head of the Foreign Intelligence Service.

"there are internal contradictions there, and not only through sanctions, but also national and regional problems, which will make it even more tighten the nuts, and this situation shows how the Union's recovery strategy fails. Putin does not have a vision of a state's development, a new one systems of democracy, economy, international cooperation, equal relations with both large powers and smaller neighbors from the CIS, including Ukraine", - added Malomuzh.

NATO's armed conflict with the Russian Federation may start suddenly and unpredictably, - the head of the British General Staff Carter

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Censor_news_big3

Russia's hybrid aggression chief of the British General Staff compares to a chronic infectious disease, slowly undermining the health and strength of the body.
Present-day Russia is the biggest threat to the security of Britain at the state level since the Cold War, and its hostility may appear earlier than it is customary to think about in the British Isles. This was announced during a lecture at the Royal Joint Institute for Defense Studies, head of the General Staff of the country, Nick Carter, which is considered a "hawk" in the British government, reports Tsensor. NET with reference to LigaBusinessInform.

"This is not a crisis, and the series of crises we face is a strategic challenge that requires no less strategic response," he added.

It should be noted that Carter operates the British General Staff from the day of the conclusion of the first Minsk agreements concerning the Donbas in September 2014.

According to him, NATO's armed conflict with the Russian Federation may begin "suddenly and unpredictably." For most of the 40-minute speech, he devoted a description of various threats posed by Putin's Russia. The NGS of Great Britain also demonstrated a video of the Russian Ministry of Defense, which shows Russian military equipment - the fleet, aviation, and others, and noted a 12-fold increase in only the arsenal of long-range missiles of defeat.

At the same time, the military says, the main weapon of this new war is not necessarily "the bastard"; it may include management of energy flows, bribery, corruption practices, cyberattacks, spot killings, fake news, propaganda and intimidation by military force.

Carter believes that present-day Russia is "the most comprehensive and serious security challenge we faced since the end of the Cold War," and the West should hold a logical chain of events of recent years related to the Russian aggression, a little further to understand - more There are no clear states of peace and war, but there are "a number of transitional states between them."

"The risk we encountered... is more likely to be like a chronic infectious disease that will eat us, and as a result our ability to act will be noticeably limited - and we will lose in this battle," the general said.

Carter has drawn parallels between today's situation when the Russians are worried that the West may receive a serious technological advantage in the next decade, and the state of affairs in 1912, when in the Russian Empire declared that "it is better to attack now, because by 1925 Russia will be too weak compared to modernized Germany". Japan made similar conclusions in 1941, when it entered the war against the United States, said the general.

"Russia can begin the war earlier than we expect, and much earlier than we would be" comfortable "in the current circumstances. Most likely, they will try... to undermine confidence in NATO." Divide and rule"- this is their task, and just our international order is intended to prevent these actions, "Carter said.

According to him, the Russian war against the West will begin "not from the little green men, but from something that we do not expect." "We should not develop a counteraction pattern based on what we have already seen," he stressed.

Carter was supported by ex-head of the Ministry of Defense of the country Michael Fallon, who first made a public appearance since the resignation in November 2017. He stated that the government should increase its military budget to 2.5% of GDP (additionally about 7.7 billion dollars), and noted that he had repeatedly warned about the growing Russian threat.

"We have all the evidence of Putin's intentions to undermine Western democracies - from the Netherlands to Montenegro and from Germany to the US, and with the help of cyber attacks, our enemies can attack anywhere in the world, not only about theft of data," said Fallon.

Males over 16 living in occupied Donbas start being forcibly drafted into militants’ gangs

The Russian mercenaries declared "general mobilization" of males from 16 to 55 years of age in occupied Donetsk region.

As reported by Censor.NET, the Kremlin’s puppet government in the occupied Donbas announced the beginning of the "general mobilization." Citing alleged escalation in the security situation following the Russian officers’ withdrawal from the Donbas cease-fire implementation tool, the terrorists started drafting males from 16 to 55 years of age to their illegal armed groups. Students and those who do not take up arms on religious grounds are also subjects to the "mobilization."

The residents of the occupied territories started receiving "draft notices" like this:

Apartment blocks and "government bodies” in the self-styled “Donetsk People's Republic” are plastered with "mobilization" announcements.

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] 540x720

The residents of the occupied areas express their outrage over “mobilization” in the social media: “My son has never held a gun in his life but received the military subpoena under which he will be sent to the forefront following just a week-long training. The “LPR” (breakaway “Luhansk People's Republic” – Ed.) is already digging trenches near Shchastia. Russians get used to hide behind civilians while we send our children to get slaughtered. That’s insane!”

The court quashed the police order to close the case of the disappearance of 19 year old Paul Gryb in Belarus

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Censor_news_big3

Novozavodsky District Court of Chernihiv canceled a police decision to close criminal proceedings in connection with the disappearance of 19-year-old Ukrainians Pavlo Gryb in Belarus.

The court order is in the Single Register of court decisions, reports Tsenzor.NET referring to lb.ua .

Father Paul Gryb appealed to the court against the decision of the police of December 26, 2017 on the closure of criminal proceedings opened in connection with the disappearance of his son in August on the territory of Belarus with a preliminary legal qualification under Part 1 of Art. 115 (murder) of the Criminal Code.

Igor Gryb noted that the circumstances directly indicate the abduction of his son and the case was to be investigated according to the relevant article (Article 146 of the Criminal Code).

Igor Gryb, on August 30, addressed a letter to the General Prosecutor's Office asking him to retrain the case for "kidnapping" but was refused.

The court was on the side of the plaintiff, noting that the police investigator had not studied all the circumstances of the case and revoked the decision to close the criminal proceedings.

Recall Ukrainian Reserve Officer Igor Gryb told about the kidnapping of his son's son in Belarus by special services of the Russian Federation : "The FSB drove Paul to Gomel under the guise of meeting with a girl and detained." Igor Gryb told that his son Pavlo Gryb on August 24 went to a meeting with a girl, whom he had previously only communicated through social networks, to Belarus. And then disappeared. When Igor arrived in Belarus, he was informed that his son was wanted by the initiative of the FSB of the Russian Federation. Paul's father is sure that the Russian intelligence services carried out this operation in order to lure his son into Belarus and "put on him handcuffs there for posts in social networks." Meanwhile, the State Border Guard Service of Ukraine officially confirmed the fact of crossing the border with Belarus by Paul Gryb.

On August 30, Deputy Minister for Foreign Affairs of Ukraine on European Integration Olena Zerkal stated that "Belarus in words behaves as a partner, but in reality it is acting in a completely different way. " This statement sounded against the backdrop of a scandal surrounding the disappearance of Ukrainians Paul Gryb in Belarus.

September 7, Director of the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine Vasyl Kirillich said that 19-year-old Ukrainian citizens Pavlo Gryb, who disappeared in the Belarusian city of Gomel, is in the administration of the FSB of Russia in Krasnodar . On September 11, Russian lawyer Andriy Sabinin managed to meet with Paul Gryb. The Ukrainian said that he was taken from Gomel to unknown people and transferred to another unknown, and about a few days in the Smolensk region, a detention protocol was issued. After that he was taken to Krasnodar.

On October 12, the father P. Gryb I. Gryb informed that the Russian side refused Ukrainian doctors to enter his son. "All attempts to get into a SIZO-5 m. Krasnodar was rejected without a response from the Russian side," he said.

October 18, the Zhovtnevy District Court of Krasnodar (RF) extended the period of detention . Pavlova Gryba till January 4, 2018.

The State Border Guard Service of Ukraine expressed resentment on such a decision by the Russian court. The department was reminded that the Ministry of Foreign Affairs of Ukraine expressed its protest , since "the unwarranted detention of Paul Mushroom in the prison in Krasnodar for fabricated allegations is another testimony to the political nature of the case."

On November 20, the Ukrainian consul visited Pavlo Gryb, the meeting lasted seven minutes. According to the results of this meeting, the father of the boy, Igor Gryb, said that Paul's health deteriorates, his body is stuffed with ulcers. The October District Court of Krasnodar (RF) continued the detention of P. Gryb until March 4, 2018.

If Russia returns to PACE, European politicians should share responsibility for human rights violations in the occupied territories - Irina Gerashchenko

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Censor_news_big3

The return of the Russian delegation to the PACE without Moscow's resolution of the organization is unacceptable, if it happens, European politicians will have to take part of their responsibility for violating human rights in the occupied territories of Ukraine, said the member of the Ukrainian delegation to the PACE, the first vice-speaker of the Verkhovna Rada of Ukraine Iryna Gerashchenko.
"Today, attempts have been made to return the Russian delegation without any conditions, that is, without the implementation of the resolutions of the Council of Europe, which requires the Russian Federation to respect the international humanitarian law, human rights, sovereignty and territorial integrity of Ukraine, demands to give an annexed, stolen Crimea and to leave away from Donbas", - she said on air" 112. Ukraine "channel from Strasbourg on Tuesday, Tsensorreports.NET with reference to Interfax-Ukraine.

I.Geraschenko noted that such attempts were made through the creation of an "ad hoc committee", which would discuss the return of the Russian delegation as if for a high-purpose goal - that all 47 member-states of the Council of Europe would be prepared for the jubilee summit to be held in 2019.

She considers it unacceptable to close her eyes to human rights violations and violence in connection with Russian aggression against Ukraine.

I.Geraschenko stressed that the Ukrainian delegation was shocked by the speech of the Council of Europe secretary general Turbjörn Jagland.

The Vice-spokesman added that the mission of the Ukrainian delegation at the PACE Winter Session was to inform about the difficult situation with human rights in the territories occupied by Russia.

"We will stand in the position that a conciliatory position, a dialogue is great, but then all European politicians should also take on the responsibility for condoning human rights violations," she said.

Russia - Ukraine News in brief. Tuesday 23 January. [Ukrainian sources] Censor_news_big3

Russia will not pay contributions to the Council of Europe until Russia's rights in the PACE are restored.

As informs Tsensor.NET, this was  written on its Twitter page by Russian Senator Oleksiy Pushkov.

"Russia is waiting for Russia's next installment in February, but until Russia's rights in the PACE are restored, there will be no contribution. Let Ukraine pay for us," he wrote.

Recall that the January session of the Parliamentary Assembly of the Council of Europe, which will last until December 26, began in Strasbourg on January 22. Vice-President of PACE, People's Deputy Georgiy Logvinskyi said that the situation in the assembly is deteriorating. "The reason for this, in particular, is that the problems our European partners are confronted with are very sensitive to them, for example, Russia did not pay contributions, did not pay certain contributions from Turkey," said Logvinsky. He named it and several other reasons.

Earlier it was reported that Russians want to return to PACE because of changes in the rules.

According to  Tsensor.NET, referring to Radio Liberty, this was done in accordance with the law of 2001 on the fight against terrorism.

On January 21, judge Robert Owen, who led the British government investigation of this crime, said that Lugovoy and Kovtun had killed Litvinenko by placing a deadly dose of polonium 210 on tea on November 1, 2006. Litvinenko, who was a public critic of Russian President Vladimir Putin, died a few days after that.

Both suspects deny any involvement in the death of Litvinenko. However, British investigators found traces of polonium 210 in hotels, restaurants and airplanes used by Lugovoi. According to reports, Lugovoi was treated for radiation poisoning in Moscow in December 2006. In 2007, he became a deputy to the Russian State Duma. In 2015, Russian President Vladimir Putin awarded him the State Award "For Service to the Motherland".
