Lidia Havrylova, the head of the State Audit Service of Ukraine charged with illicit enrichment, will continue occupying her post during the pre-trial investigation.
As reported by Censor.NET citing Channel 5, the prosecutors failed to convince the judges of the Solomianskyi district court of Kyiv to remove the official from office pending trial.

The prosecutors argued that Havrylova’s senior position could help her exert pressure on the investigators preventing them from collecting evidence of the official’s alleged illicit enrichment. The members of the Specialized Anti-corruption Prosecutor’s Office (SAP) even cited wiretapped conversations allegedly proving their theory.

They said that Havrylova allegedly agreed certain appointments to the State Audit Service with a lawmaker whose identity was not disclosed in the court. However, the prosecutors promised to dwell on this fact when the court would be considering the merits of the case.

The court found that the prosecutors’ arguments were not substantial and refused to remove Havrylova from the post.

The lawyers of the official were satisfied with the court ruling. However, they believe it to be not final.

SAP prosecutors confirmed they were going to appeal against the decision.

"We are talking about pressure being put by the NABU detectives on me as the chief of the financial supervisory authority which members carry out screenings under criminal proceedings initiated by the NABU. It has everything to do with the cases when NABU detectives need to interpret certain findings of their screenings in their favor. If the evidence is insufficient or the detectives are underqualified, this, unfortunately, leads to the situations when they simply exert pressure," Havrylova said.

On Jan. 23, Havrylova was indicted on charges of illicit enrichment and entering false information on the income-tax return.

"The investigators found that in 2015-2017, the official acquired assets through means which legitimacy has not been proven and which value significantly exceeded her legal income. We are talking about the Kyiv-based real estate assets (an apartment, two parking lots), an SUV (produced in 2016), expensive furniture, domestic appliances, ingot gold, $112,800 and 8,500 euros in cash that were found and seized by the detectives of the National Anti-Corruption Bureau of Ukraine (NABU) after they searched the official’s apartment," the NABU said.

The NABU detectives are also convinced that the official has knowingly entered false information into her annual e-declaration of income (more than 2.86 million hryvnia in 2015 and over 4.67 million hryvnia in 2016).

An expensive SUV and two parking lots owned by Havrylova’s ex-husband were also missing in her tax return. The mentioned property should have been declared under the law on the prevention of corruption since their family relationship has not actually been terminated despite the actual divorce.

Commenting on illegal enrichment charges filed against her, Havrylova said: "Every Ukrainian owns ingot gold."

Volker said he conveyed to Surkov in a phone call earlier this year "a very strong sense of disappointment and frustration in Washington that Russia has done absolutely nothing to end the conflict [in eastern Ukraine], or to withdraw its forces."

Discussions about deploying a UN peacekeeping force ramped up in September, when Russian President Vladimir Putin proposed deploying a UN-led mission along the line separating Ukrainian government forces and the Russia-backed forces.

But common ground on the issue has proved elusive.

Kyiv and the West worry that the deployment of peacekeepers only along the front line rather than the Russian-Ukrainian border would cement Russian control over separatist-held territory and allow Moscow to continue sending fighters and weapons into Ukraine.

Volker said he and Surkov also discussed other issues the U.S. hopes can be addressed immediately, including the return of Russian officers to the Joint Center for Control and Coordination (JCCC) to facilitate communications and improve the cease-fire.

Russia pulled its officers from the JCCC in December, accusing the Ukrainian side of obstructing their work and limiting access to the front line.

Volker said they also discussed the possibility of increasing the number of crossing points for civilians in the conflict zone, and the restoration of mobile-phone service, which had been cut recently.

The two also talked about possible future prisoner exchanges following a large swap that took place in December, as well as increased access for international humanitarian groups, Volker said.

The court interpreted plea of not guilty entered by Anti-Maidan activist Ihnat Kromskoi better known as Topaz as an attempt to avoid responsibility.

As reported by Censor.NET, the jury found no extenuating circumstances in his case while repeated offense he committed was considered as an aggravating circumstance.

The Kharkiv-based court has decided to leave Kromskoi in custody until the ruling comes into force. Topaz said that the pre-trial investigation and the trial itself were biased and expressed the intent to appeal against the court ruling. He also stressed that he would not seek pardon.

Kromskoi has about two years left to serve under Savchenko law. The convict also has to reimburse 18,500 hryvnia in legal costs.

A secretary for the regional prosecutor said that the prosecutor's office would examine the court ruling and appeal against it if any legal grounds found.
