President of Latvia Raymond Vejonis announced the planned transition to the Latvian language of instruction in schools of national minorities.

The amendments to the laws on education and general education, which envisage the gradual transition of schools into state language education, were announced on April 2.

According to the press service of the president, training in a secondary school in the state language will ensure equal opportunities for all young people to receive high-quality education.

"Children will continue to have the opportunity to study subjects related to national minorities, their identity and culture, to support their roots and multiply develop their personality," added Vejonis.

According to the media, prepared by the Ministry of Education and Science, the draft amendments envisage the reform in the educational institutions of the national minorities in the 2021/2022 academic year, establishing that pre-school education is bilingual. In elementary school (grades 1-6), the training is carried out in three models (with 50% of the subjects taught in the Latvian language), in the final stage of basic education (grades 7-9) 80% of the educational process is provided in the state language. In high school (grades 10-12) - instruction is provided only in the Latvian language, with the exception of subjects related to the mother tongue (native language and literature).

According to the data of 2017, Latvia lived a little less than half a million Russians, which was 25 percent of the total population of the country.

On Monday in Ukraine, a campaign for the selection of a primary care doctor "Doctor for each family" will start, which will be the first stage of medical reform.

As informs Censor.NET, informs  Interfax-Ukraine.

According to the Ministry of Health, within the framework of the campaign, Ukrainians will sign a declaration with a family doctor, therapist or pediatrician. Based on these declarations, the patient will be assigned to a specific physician, and the doctor will receive payment depending on the number of patients who signed a declaration with him. The payment of charges based on new principles will begin on July 1. In the Ministry of Health predict that with the onset of medreform income family doctors, physicians and pediatricians will increase significantly.

At the same time, the Ministry of Health warns that the therapist can serve up to 2 thousand patients, a family doctor - 1.8 thousand, a pediatrician - 900. These standards are calculated based on the average loading of district doctors. At the same time, the Ministry of Health warns that the family doctor or therapist will not have to take on a monthly basis all patients who have signed a declaration with him.

To sign the declaration, patients should choose a doctor in any medical facility that provides primary care, not necessarily at the place of residence.

At the same time, the Ministry of Health draws attention to the fact that the signing of declarations will only be possible in those medical institutions that have joined the reform. Such medical institutions will be branded with the appropriate sticker with the text "Here you can choose your doctor." This sticker indicates that the medical facility is connected to the eHealth.gov.ua e-health system

To sign the declaration, patients must have a passport, identification code and mobile phone with a confirmation code. Children under 14 years old need a birth certificate.

In the medical institution, patients should apply to the registry, and an authorized medical officer - a registrar, nurse or doctor will bring the patient's data into the electronic system. The mobile will receive an SMS with the code, which will be required to notify the worker of the medical institution.

The MOH warns that no paper forms or applications are required to sign the declaration. Declarations will be printed from the system after entering the data of the particular patient. The patient must sign two printed copies, one of which remains in the medical institution, and the other one - in the patient.

An employee of the medical institution will confirm the declaration by electronic signature and will send it to the electronic system.

After signing the declaration, the National Health Service will direct money to a specific patient to a specific physician.

At the same time, the Ministry of Health requests to inform about cases of refusal to sign the declaration or the violation of the order of their signing.

The agency notes that the signing declaration with the family doctor does not have deadlines, so there is no need to sign declarations in the first days or weeks of the campaign.

However, the Office recommends not to postpone the signing of the declaration for a long time to be able to sign a declaration with a doctor trusted by the patient.

In addition, the Ministry of Health reminds that the provision of primary medical care remains free.
