The bill appeared on the Congress website.

Thus, sanctions are proposed to be imposed against Russian state-owned banks and new issues of Russia's sovereign debt bonds. In the case of the adoption of the law, US residents are prohibited from engaging in operations with a new state debt issued by the Russian Federation, issued six months after the entry into force of the law. The ban will extend to all government bonds and derivative financial instruments with a maturity of over 14 days.

The authors of the bill also propose to ban operations and freeze the property of the US "one or several financial institutions": Russian banks VEB, Sberbank, VTB, Gazprombank, Rosselkhozbank, Promsvyazbank and Bank of Moscow.

-Earlier, the US State Department approved a decision on new sanctions against the Russian Federation for the poisoning of the Violinists. The sanctions will come into force on August 22, 2018.

The National Defense Authorization Act for Fiscal Year 2019 signed by the U.S. President Donald Trump stipulates suspension of cooperation with the Russian Federation under the Open Skies treaty.
"None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for research, development, test, and evaluation, Air Force, for arms control implementation, Aircraft Procurement, Air Force, or procurement, Air Force, for digital visual imaging system may be obligated or expended to carry out any activities to modify any United States aircraft for purposes of implementing the Open Skies Treaty until the President submits to the appropriate congressional committees the certification described in paragraph," reads the article 1242 of the Act, Censor.NET reports.

The certification described in this paragraph is a certification of the President that the President has imposed treaty violations responses and legal countermeasures on the Russian Federation for its violations of the Open Skies Treaty and the President has fully informed the appropriate congressional committees of such responses and countermeasures.

A post-Cold War treaty set up to give the United States and Russia the right to fly over and photograph one another’s military facilities was strained by the two nations’ mutual anger.

U.S. and Russian officials both slapped new restrictions on Open Skies Treaty flights.

In late December 2017, the Russian Defense Ministry announced that after Jan. 1, 2018 it would no longer allow the U.S. to launch flights from three designated Open Skies military bases within its borders. That followed a U.S. announcement closing one U.S. base in Georgia and one in South Dakota to overnight stays by Russian crews.

The move is a rollback of an agreement in place since 1992, one of a series of arms-control deals intended to foster trust and transparency as the relationship between the nuclear superpowers thawed at the end of the Cold War.

But it’s also part of a larger conflict that has escalated in recent years, especially since Russia seized Crimea from Ukraine in 2014. Each side has accused the other of violating agreements, including a 1987 nuclear weapons treaty.

Missiles produced by the state-owned Luch Design Bureau are capable of hitting the enemy's armored vehicles with high accuracy, overcoming modern systems of protection and counteraction.
As reported by Censor.NET citing the press service of the National Security and Defense Council of Ukraine, NSDC Secretary Oleksandr Turchynov Tuesday paid a visit to the enterprise where he examined the new developments and technology for the production of the most advanced missile weaponry.

According to Turchynov, the Luch Design Bureau has become Ukraine's leading developer of a wide range of modern missile systems.

"It is crucial for us that Luch missiles are not only not inferior to, but also even better in terms of their combat capabilities than similar Russian-made weapons," he said, while presenting awards to the managers, leading designers and engineers of the bureau.

According to him, many missile systems were developed in the shortest time after the beginning of Russian military aggression in 2014. "Then the Ukrainian defense industry had the task of restoring the missile shield of our country, and it was fulfilled in the shortest time, first and foremost, through the efforts of the Luch Design Bureau," Turchynov said.

He also held a meeting with the leadership of the Ukroboronprom State Concern and the Luch Design Bureau during which they discussed new tasks to implement the national missile program approved by the NSDC. In particular, they discussed new developments of launch rocket systems, anti-aircraft missile systems and other priority tasks needed for reliable protection of the country.

Russian human rights activist Zoya Svetova told about the visit of a Ukrainian director, political prisoner of the Kremlin Oleg Sentsov to the colony. Oleg starving on the 93rd day.

Earlier, Svetov reported that Sentsov called his state "pre-critical".

On June 11, a Russian human rights defender Svetov issued a letter from Sentsov.

On August 8, the sister of a political prisoner, Natalia Kaplan, said that Sentsov's condition was heavy: he could not walk , nor did he send letters. Also on August 8 it was reported that Ms Sentsov's request for his release was transferred to the commission for the pardon of the Yamalo-Nenets district.

On August 9, the Presidential Administration of Russia informed that they received a letter from her mother, Ukrainian political prisoner Oleg Sentsov, about his pardon. President Vladimir Putin said they were not ready to talk about an official reaction to this letter.

The military prosecutor's office of the Central region of Ukraine has discovered an arsenal of weapons in the capital.

He noted: "August 14, 2018, the military prosecutor's office of the Kievan garrison of the Central region of Ukraine during the conduct of urgent investigatory (search) operations, namely, searches in one of the garage cooperatives in the city of Kiev, found a place for the storage of a large number of firearms, ammunition and explosive devices without statutory permission.

In particular, 4 manual anti-rocket grenade launchers (2-RPG-26, 2-RPG-22), 4 mines of MES 50 were detected. 25 T-shirts weighing 200 g each, 4 T-shirts weighing 400 g, about 2 kg of plastid, 27 grenades RGD- 5, 15 grenade F-1, 1 t-shirt, 12 electrodetonators and one incendiary tube, ammunition for automatic weapons of caliber 7,62x54 mm, 6,62x39 mm and 5,45h39 tracing, in total more than 4 thousand pieces.

The arsenal was discovered in the capital by investigators of the Podilsky Police Headquarters in Kyiv, with the prompt support of the Main Department for Combating Corruption and Organized Crime of the Main Directorate of the Security Service of Ukraine in Kyiv and the Kyiv Oblast.

It was found out that this garage is used by the former military personnel of the battalion "Kyiv-2".

Now the primary investigatory actions are underway, further detention of the former military serviceman of the battalion "Kyiv-2" is planned in accordance with Art. 208 CPC of Ukraine, preparation of a report to him on suspicion of committing a crime, stipulated in Part 1 of Art. 263 of the Criminal Code of Ukraine and a petition to the court about the election of a suspected preventive measure in the form of detention."

Ukraine is ready to exchange 36 Russian criminals for illegally sentenced in Russia by Ukrainian political prisoners.

This was announced by First Deputy Chairman of the Supreme Council, representative of Ukraine in the humanitarian subgroup TKG Iryna Gerashchenko on their Facebook page.

"We expect Russia's response to our proposals: take 36 of you - give it to us! Give command to your puppets at ORDL to take dozens of criminals and give our heroes," she said.

Gerashchenko also noted that Ukraine is ready to pardon dozens of criminals involved in the war on the Donbass in the ranks of pro-Russian bandits, "to pull us out of the ORDLO."

According to her, representatives of the ORDLO in Minsk are trying to play the Kremlin script on the "exchange of all established on all established" and claim "that in their torture chambers only 20 Ukrainian citizens, requiring us 300". It is a pity that some representatives of the OSCE do not go into details and publicly play this shameful and inadmissible scenarios.

Two Russians arrested in Ukraine, asked Putin for an exchange: details

Two Russian citizens who are held in the Lukyanivka SIZO of Kiev, wrote a statement to President Vladimir Putin asking them to exchange them for one of the Ukrainian political prisoners.

This was announced by the Parliamentary Human Rights Commissioner Lyudmila Denisova on his Facebook page.
