US suspends Open Skies treaty with Russia

on Tue Aug 14, 2018 12:35 pm
US suspends Open Skies treaty with Russia

The National Defense Authorization Act for Fiscal Year 2019 signed by the U.S. President Donald Trump stipulates suspension of cooperation with the Russian Federation under the Open Skies treaty.
"None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for research, development, test, and evaluation, Air Force, for arms control implementation, Aircraft Procurement, Air Force, or procurement, Air Force, for digital visual imaging system may be obligated or expended to carry out any activities to modify any United States aircraft for purposes of implementing the Open Skies Treaty until the President submits to the appropriate congressional committees the certification described in paragraph," reads the article 1242 of the Act, Censor.NET reports.

The certification described in this paragraph is a certification of the President that the President has imposed treaty violations responses and legal countermeasures on the Russian Federation for its violations of the Open Skies Treaty and the President has fully informed the appropriate congressional committees of such responses and countermeasures.

A post-Cold War treaty set up to give the United States and Russia the right to fly over and photograph one another’s military facilities was strained by the two nations’ mutual anger.

U.S. and Russian officials both slapped new restrictions on Open Skies Treaty flights.

In late December 2017, the Russian Defense Ministry announced that after Jan. 1, 2018 it would no longer allow the U.S. to launch flights from three designated Open Skies military bases within its borders. That followed a U.S. announcement closing one U.S. base in Georgia and one in South Dakota to overnight stays by Russian crews.

The move is a rollback of an agreement in place since 1992, one of a series of arms-control deals intended to foster trust and transparency as the relationship between the nuclear superpowers thawed at the end of the Cold War.

But it’s also part of a larger conflict that has escalated in recent years, especially since Russia seized Crimea from Ukraine in 2014. Each side has accused the other of violating agreements, including a 1987 nuclear weapons treaty.

New most advanced missile weapons presented to NSDC Secretary Turchynov. PHOTOS

Missiles produced by the state-owned Luch Design Bureau are capable of hitting the enemy's armored vehicles with high accuracy, overcoming modern systems of protection and counteraction.
As reported by Censor.NET citing the press service of the National Security and Defense Council of Ukraine, NSDC Secretary Oleksandr Turchynov Tuesday paid a visit to the enterprise where he examined the new developments and technology for the production of the most advanced missile weaponry.

According to Turchynov, the Luch Design Bureau has become Ukraine's leading developer of a wide range of modern missile systems.

"Powerful and reliable anti-tank missile systems Skif, Stugna, Corsar, Sarmat, Baryer and others are known in Ukraine and far beyond its borders," he said, adding that the specified missile systems "effectively destroy enemy targets at the frontline and enjoy deserved respect and demand in foreign arms markets."

According to Turchynov, missiles produced by the Luch Design Bureau are capable of hitting the enemy's armored vehicles with high accuracy, capable of piercing a meter-thick armor and overcoming modern systems of protection and counteraction.

In the enterprise's shops Turchynov inspected the technological lines ensuring the production of the new powerful Ukrainian Vilkha missile system, as well as a new Ukrainian cruise missile Neptune.

"It is crucial for us that Luch missiles are not only not inferior to, but also even better in terms of their combat capabilities than similar Russian-made weapons," he said, while presenting awards to the managers, leading designers and engineers of the bureau.

According to him, many missile systems were developed in the shortest time after the beginning of Russian military aggression in 2014. "Then the Ukrainian defense industry had the task of restoring the missile shield of our country, and it was fulfilled in the shortest time, first and foremost, through the efforts of the Luch Design Bureau," Turchynov said.

He also held a meeting with the leadership of the Ukroboronprom State Concern and the Luch Design Bureau during which they discussed new tasks to implement the national missile program approved by the NSDC. In particular, they discussed new developments of launch rocket systems, anti-aircraft missile systems and other priority tasks needed for reliable protection of the country.

The Foreign Ministry described how the Ukrainian prisoners are being tried in the European Court of Human Rights

The Foreign Ministry described how the Ukrainian prisoners are being tried in the European Court of Human Rights

Ukraine tries to accelerate the trial in the European Court of Human Rights cases of violation of the rights of Ukrainians, prisoners in Russia for political reasons

Ivan Lishchina, the Deputy Minister of Justice of Ukraine, spoke on Espero.TV.

"In general, the European Court speeds up the examination of such cases, since it introduces new systems, procedures, etc. But a separate issue concerns those political prisoners who are in a situation where their lives and health are at risk. As to the four people who we had this information, we asked the European Court of the Immediate Response Measures, an obligation of the Russian Federation to provide them with medical care, the so-called "right 39" of the court's order, and if we get this decision, the court will be obliged to consider the case in accelerated p Ezhimy, "said Leshchyna.

The diplomat stressed that, in addition to the ministry's elected ministers, new appeals were also being prepared for people whose relatives additionally asked for the same question.

"We chose those persecuted for political reasons. We received information from the defenders, from the Crimean Prosecutor's Office, from the Ministry of Foreign Affairs, we did not have one whom we decided not to file. If there are reasons to say that it is being pursued in the Russian Federation There were several people who asked us not to be included in this list, and we are already preparing additional statements, "said Leshchyna.

The official noted that during the existence of the ECtHR, only 16 cases were considered, and Ukraine is currently actively using this opportunity to protect political prisoners held in Russia.

"As for the general review of state applications, the European Court is studying, Ukraine is also learning to participate in such applications. Before Ukraine appealed to the European Court, it has reviewed 16 such cases for 50 years, Ukraine has already filed 5," the diplomat said.

According to Leshchina, prisoners in Russia and in the Crimea occupied the Ukrainians were subjected to torture during the pre-trial investigation, made an unfair trial, and the administration of the penitentiary institutions invented the remedies for their deportation to the penitentiaries.

"The Kremlin is lying! Savchenko did not ask for pardon," - Irina Gerashchenko on the demand of the authorities of the Russian Federation that Sentsov wrote a request to Putin

First vice-speaker of the Verkhovna Rada, Irina Gerashchenko, said that for the release of Ukrainian political prisoner Oleg Sentsov he did not need to write a petition for pardoning Putin, since Nadiya Savchenko was released without such a letter.

According to Gereschenko, who wrote on Facebook, commenting on the fact that Ms Sentsova received a letter from the Russian Federation's Supreme Council, stating that, in order to begin the Ukrainian political prisoner's pardon, Oleg Sentsov, he should independently address Russian President Vladimir Putin with the relevant request.

She said: "The Kremlin is false! N. Savchenko did not ask for pardon! Cynicism, but relatives of the Russian journalists killed in the Donbass were asked by her relatives, they were completely foreign to her, and nothing worked, because it was a Kremlin script." The lack of a personal petition did not prevent Putin to pardon Hope.

Kremlin people, cynics, murderers. Putin knows that Oleg will never write a petition. Russia is implementing a script of a slow murder of Oleg.... In mother Sentsova on Sunday was a birthday. She was waiting for the greatest gift - the return of her son. Received a scary letter from the Kremlin".

Recall Oleg Sentsov, Oleksandr Kolchenko, Gennady Afanasyev and Oleksiy Chirnia detained in the occupied Crimea on May 10, 2014. In August 2015, the North Caucasus District Military Court in Rostov-on-Don sentenced Oleg Sentsov to 20 years of a strict regime colony on charges of alleged terrorist organization on the territory of the peninsula.

On May 16, 2018, the lawyer Sentsova said that his client May 14 declared an endless hunger strike . Thus, Sentsov demands the release of all Ukrainian political prisoners who are in Russian prisons.

On August 8, Natalia Kaplan , the sister of a Ukrainian political prisoner, Oleg Sentsov, told about his difficult situation: "All is not just bad, everything is disastrously bad. Oleg sent me a letter through a lawyer, he almost does not get up, writing that the end is close and that he is not about dismissal,"- wrote N.Kaplan on his Facebook page.

After that, L. Denisova turned to Russian colleague Tetyana Moskalkova and chairman of the Council for the Development of Civil Society and Human Rights under the President of the Russian Federation Mikhail Fedotov asking to discuss any conditions for the exchange of Ukrainian director for his salvation. The Ukrainian ombudsman emphasized that the situation with O. Sentsov calls for an immediate response in view of the deterioration in his health due to the prolonged hunger strike.

Ukraine offered Russia 36 people in exchange for the Kremlin prisoners: Moscow is abandoned

Ukraine is ready to exchange 36 Russian criminals for illegally sentenced in Russia by Ukrainian political prisoners.

This was announced by First Deputy Chairman of the Supreme Council, representative of Ukraine in the humanitarian subgroup TKG Iryna Gerashchenko on their Facebook page.

"We expect Russia's response to our proposals: take 36 of you - give it to us! Give command to your puppets at ORDL to take dozens of criminals and give our heroes," she said.

Gerashchenko also noted that Ukraine is ready to pardon dozens of criminals involved in the war on the Donbass in the ranks of pro-Russian bandits, "to pull us out of the ORDLO."

According to her, representatives of the ORDLO in Minsk are trying to play the Kremlin script on the "exchange of all established on all established" and claim "that in their torture chambers only 20 Ukrainian citizens, requiring us 300". It is a pity that some representatives of the OSCE do not go into details and publicly play this shameful and inadmissible scenarios.

"We stand on another formula: Ukrainians who are illegally detained in the Russian Federation are precisely on the list of established persons, so the whole world knows where Sentsov, Sushchenko, Baluch, Karpyuk, Panov, Cook, Kolchenko and others are," Gerashchenko said.
