Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources]

WEDNESDAY

Please scroll down to view news items added during the course of the day

News -
The first post below - Putin shelled Ukraine 80 times yesterday.
the second post below suggesting if there are over 100 incidents then there is an escalation in the war.
The figure does seem to vary widely. Clearly the Kremlin decides when to up the death figure, and when to be quiet - for example, on the MH17 anniversary there was very little shelling by Putin.
Report below - via Admin - on French MP scumballs visiting the Crimea.
I've had a look in the French press - but found nothing on this to date.
Pravi Sektor - march in Kiev yesterday.
BbC guy says "thousands". AP - "hundreds" . Read other report that said about 1000. Probably including the "tourists" by the look of it.
But good story for the western press. Right wing - fascists - want to overthrow Poroshenko, the government.
Frankly playing right into Putin's hands.

Weather -
Pleasant. But already 22C at 0800 this morning. High near 30 probably.
And temperature in the 30s for the rest of the week.

Fesenko: shelling in Donbas. is this a new Putin offensive? (Glavnoe.ua)
http://glavnoe.ua/news/n234986
If the number of attacks per day more than a hundred - so it really is a serious aggravation, writes the portal HB political scientist, director of the Center for Political Studies "Penta" Volodymyr Fesenko.
There is a very simple test that can be used to assess the combat situation in the Donbass - just the information and statistics, which publishes the Ukrainian side. If the number of attacks per day more than a hundred - so it really is a serious exacerbation, which can be fraught with new escalation of conflict.

Right Sector militia: Symptom of Ukraine's unfinished revolution [in English]
http://www.bbc.com/news/world-europe-33618440

[Rather sensationalist report by a BBC guy about the Pravi Sektor.
Suggests they want to bring down the current government.
The Pravi Sektor got about 1% of the vote in the Presidential elections.....
Rather naive report, in my opinion. The right sector are a small faction, good fighters, loyal to Ukraine.
But they get a lot of bad press now. I think they lost a lot of support when they attacked the gay rights march in Kiev.
People then realised that they had another agenda. Not just fighting against Putin.
I would suggest that their support is diminishing. Especially after the shooting in Mukachevo over contraband control it would seem.
No mention of these things by the bbc guy, but then, he just wants a good story lasting 90 seconds. ]

Hryvnia falls a little over the past month.
Regarding the exchange rate, Admin sent me out to the shopping mall yesterday evening to check on the rates.
For a dollar, I saw 23.5 / 24.00 .
So the currency here has weakened a little over the past month.
At one point it was closing in on 21. Then it was nearer 22 about a week ago. And now nearer 24. That's quite a fall. 10% or so, over the month.

http://www.bloomberg.com/news/articles/2015-07-21/dutch-flower-sellers-say-russia-s-ban-threat-may-have-mh17-link
The proposed ban emerged after a call for an international tribunal to prosecute people suspected of shooting down Flight MH17 was rejected as “premature and counterproductive” by Russian President Vladimir Putin in a phone conversation with Dutch Prime Minister Mark Rutte last week. ...
Dutch flowers meet the standards for plant health and talk of pests is “just an excuse for the Russian government to ban flowers,” Maarten Leseman, spokesman for the Hague-based LTO Nederland, said by phone. “The real reason is political. The tribunal could be the real reason.”

Ukrainians struggling as their economy shrinks
http://www.bbc.com/news/business-33610625
"Whenever you go into a store or to the market, you can't believe your eyes. Because what you paid for sausage or cheese for one kilogramme before, now buys 100 grams."
[This is absolute boll@@ks.
I've been living in Ukraine right through the second revolution.
And I eat a lot of cheese. I buy Ukrainian cheese. I like it. I tend to buy a wedge.
I used to pay about 25 hryvnia, and now I pay maybe 35.
So the suggestion that the price has gone up x10 is absolutely false.
In Kiev, yes, prices are higher. But that's one reason I don't live in the city.
And also, if you buy imported cheeses from Italy or wherever, yes, they are more expensive.
But - in a word - boll@@ks.
The basic theme - that times are much harder now - yes, of course. ]

Another foreign foundation closes in Russia

Statement of MacArthur President Julia Stasch on the Foundation’s Russia Office [in English, and russian]
https://www.macfound.org/press/press-releases/statement-macarthur-president-julia-stasch-foundations-russia-office/
It is with regret, but with confidence that it is the right decision, that we share the news that the MacArthur Foundation will close its branch office in Moscow.
The recent passage and implementation of several laws in Russia make it all but impossible for international foundations to operate effectively and support worthy civil society organizations in that country. ....
These laws, public statements by Russian legislators, and the vote by the Federation Council to include MacArthur on a “patriotic stop-list” of organizations recommended for designation as “undesirable” make it clear that the Russian government regards MacArthur’s continued presence as unwelcome.   ......

Since we established our office in 1992, we have awarded more than $173 million in grants to further higher education in Russia, advance human rights, and limit the proliferation of nuclear weapons. We are proud of our engagement in Russia and have deep respect for the many individuals and organizations we have supported.

Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Top Communist in Crimea says anti-Russian attitudes on the rise

Wed Jul 22, 2015 10:43 am
Leonid Grach, the former head of the Verkhovna Rada of Crimea and first secretary of the Crimean section of the Communist Party of Russia says growing anti-Russian attitudes could provoke an outburst like the one seen in Mukachevo.

By Paul Goble* for “Windows on Eurasia”:

July 20 – Anti-Russian attitudes are growing in Crimea, according to Leonid Grach, the former head of the Verkhovna Rada of Crimea and first secretary of the Crimean section of the Communist Party of Russia, and there is a risk that could provoke an outburst like the one seen in Mukachevo.

In a comment for Krym.Realii, Grach blamed this development on the inaction of the Russian authorities and the “corrupt actions” of the organs of power in the Russian-occupied Ukrainian peninsula. As a result, he says, “The Right Sector could appear as a form of ‘self-defense” unless the authorities act.

“If there will not be a strengthening of constitutional control and demands for observing the laws both by the authorities of Crimea and by the FSB and Investigation Committee, then we could go along a path far from favorable both for Crimeans and for Russians. For that not to happen, the constitutional order must be introduced in Crimea.”

Grach, who very much wants the Russian annexation to succeed, added that he welcomes the proposal of Russian Prime Minister Dmitry Medvedev to include federal deputy ministers in the government of Crimea so that they could serve as “Russian controllers to establish order in Crimea.”

An example of the ways in which poor planning and supervision may be exacerbating anti-Russian feelings concerns the draft.  Today, “Novyye izvestiya” reported that the Russian uniformed services will draft 2500 people from Crimea in the fall cycle, up from the 458 taken in the spring one......................

Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Separatists beg Russia for more guns complaining of being abandoned, - The Times

Wed Jul 22, 2015 2:25 pm
The alleged terrorists’ offensive in the Donbas can be launched in the fall after the elections in the government-controlled territory of Ukraine.

InoPressa reports citing the article in The Times by Jack Losh, Censor.NET informs.

Jack Losh wrote: "A Russian separatist commander has accused Moscow of abandoning rebels in eastern Ukraine and called on it to supply more weapons.

The article reads: "Alexei Markov, of the Ghost Brigade in the self-proclaimed Luhansk People's Republic, said that his fighters were eager to launch a summer offensive, but found themselves unable to respond to constant artillery attacks from the Ukrainian army.

"We want weapons from Moscow - we have very few and are running short of supplies. We need more troops, more artillery, more combat vehicles," - Markov said.

According to Jack Losh, the section of the front line, where the Ghost Brigade is deployed, is one of the forgotten corners of the conflict.

According to the author of the article, there are fighters from Chechnya, Siberia, Western Russia and Ukraine, as well as two volunteers neo-Stalinists from Italy in Markov's formation.

An unnamed source among the separatists told the newspaper that the offensive could be launched in the autumn after the elections in the government-controlled territory of Ukraine adding that there will presumably be a stand-off until that time.

Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Gap between Russian propaganda and reality is almost comical, while Russian troops are seen at Ukrainian border from outer space

Wed Jul 22, 2015 2:28 pm
Russian policy of declaring the operations clandestine, whatever the actual level of secrecy or lack thereof, has proved effective, blunting the Western response and tangling up the prose of European diplomatic statements. On the ground, though, the gap between the propaganda and the reality is almost comical.

Censor.NET reports citing the article in the New York Times by Andrew E. Kramer.

A year after the war started in southeastern Ukraine, the Russian military has largely abandoned efforts to disguise its activities along the border withUkraine. The tiny village of Golovinka, an hour or so's drive off the main highway on rutted dirt roads, has been transformed lately into a hive of military activity. The once-quiet military base nearby, Kuzminka, is teeming with soldiers and heavy weapons.

Last year, the Russian Defense Ministry described the military buildup along the border as a military exercise, and it periodically announced pullbacks after exercises were completed. However, the large army presence, which cannot easily be disguised, seems now to have become permanent.

Ukrainian and Western governments say Kuzminka is a staging ground for Russian soldiers and weapons headed into the war zone in southeastern Ukraine, where Kyiv says 9,000 Russian soldiers are now stationed for a possible attack this summer on the city of Mariupol.

The United States has released satellite images of self-propelled howitzers on one side of the border, and then on the other, and European monitors say they see nightly evidence of heavy weapons streaming into southeastern Ukraine from Russia.

Why the Russian Army was stockpiling ammunition near the Ukrainian border was not a question the Kremlin or local commanders wished to address. Russia denies sending either men or weapons into Ukraine, claiming that any Russians there are private citizens volunteering to fight in the war.

On this occasion, the army's presence became so pronounced it could be seen from outer space.

An enormous smoke plume rose over the steppe, according to a video posted online. Villagers piled children into cars and sped away. At the base, commanders ordered the thousands of soldiers garrisoned there to just run, saying, "We will find you later," according to Viktoria Makarenko, a reporter with Novaya Gazeta who covered the blast.

"They thought the whole thing would blow," Ms. Makarenko said of the army's decision not to try to keep the blast on April 28 a secret. "It would be visible from space, so there was nothing to hide. They wanted to get the people out."

In the steppe villages around here, known by their Cossack name stanitsy, residents are learning to live with the military presence, not to speak of the constant rumble of military convoys down side roads near the border.

Local residents say tens of thousands of soldiers are now garrisoned at Kuzminka, sleeping in tents. For the village, their presence has its upsides, too.

A cluster of young soldiers, lithe and fit and shirtless in the summer afternoon, loitered beside a recently opened grilled chicken shack called Brotherly.

The owner, Vladimir, who would not give his last name owing to the sensitivity of discussing the soldiers in the village, said he opened a month ago and attributed his success selling rotisserie broiled birds marinated in mayonnaise and paprika to the first rule of real estate: location, location, location.

Brotherly opened beside the path through the fields that soldiers traverse to reach the village. In just a few minutes on a recent visit, a dozen or so soldiers with Mongolian features typical of some Siberian ethnic groups walked past. Soldiers with Mongolian features have also been seen fighting on the rebel side in eastern Ukraine. In typical times, few, if any, Mongolians are seen on either side of this border.

The border, until last summer patrolled by Ukrainian border guards, is porous, not only allowing Russian military convoys to cross without interference, but opening the way to large-scale smuggling of coal, weapons and stolen cars. As many as a dozen coal trucks cross the border here a day, said Paul Picard, a French diplomat who heads the Organization for Security and Cooperation in Europe's monitoring mission in the area.

In last year's invasion of Crimea, Moscow deployed Russian soldiers whose only disguises were uniforms without identifying insignia. Similarly, Russian military activities along the border are ostensibly secret and yet obvious. Since counting began on Sept. 1 last year until June 1 this year, the European monitoring mission on the Russian side of the border has recorded 20,021 men in military uniforms crossing to and from rebel-controlled eastern Ukraine. That is an average of about 500 people who appear to be soldiers crossing the border per week. The men wear a variety of identifying patches, but not those of the Russian Army, or they have none at all.

Mr. Picard said he had asked some of these men what they are doing.

"They told us they cannot cross with weapons, but they receive weapons on the other side," he said.

New armored vehicles such as Kozak combine the combat might, reliable armor and are convenient to use.

Secretary of the National Security and Defense Council Oleksandr Turchynov told reporters after transfer of the new equipment to special and operational purpose detachments of the National Guard of Ukraine on the shooting range in Novi Petrivtsi, Censor.NET reports citing the press service of the NSDC.

"I drove various armored vehicles and armored personnel carriers at the front. They meet the required level of protection of the personnel but many of them are very inconvenient to operate," Oleksandr Turchynov said.

According to him, it is very difficult to fulfill tasks using such vehicles for several hours in a row," and it is dangerous to stay in some of them without a helmet during movement off the road." "The new vehicle combines efficient protection and comfort for our servicemen. The stay of a soldier in the vehicle is not associated with physical activity anymore," he said and added that this is especially important for the commandos so that they would be able to relax while moving on a combat mission.

According to him, Kozak armored vehicle has been tested and passed into service of the National Guard of Ukraine. The last model of the vehicle, which has become a production one, already takes into account all the proposals of the military after they have tested trial models. "100 of these vehicles must be delivered on the frontline until the end of year," NSDC Secretary tasked the manufacturers.
In addition, Oleksandr Turchynov said that the new means of communication have been presented as well while the secure and efficient communication that cannot be suppressed during the combat "is an important component in the coordination of operations ensuring the efficiency of actions."

The NSDC Secretary also told about domestic and imported unmanned aerial vehicles, which were demonstrated at the ground. "This is high-quality equipment that allows committing operations both at the frontline and during neutralization of the terrorist and subversive groups - to find them and adjust their liquidation," he said.

Oleksandr Turchynov added that the transition from the quantitative approach, which was vital in the beginning of military aggression, to a qualitative one including either the equipment support and the selection and training of the personnel of the special forces is underway. "This is crucial because one expert worth 10 amateurs. And the war has once again proven this," he concluded.

"Russia is waging a brutal hybrid war against us and not only on the battlefield. Unable to break through our defense at the front, they send terrorist and sabotage and reconnaissance groups to our territory, support and encourage criminal and separatist groups to destabilize the situation in the country, spread havoc and chaos," the secretary stressed. Oleksandr Turchynov said the council had set forth a task to create and reinforce the National Guard numerous special forces "of quick and proper response to any internal and external threats."

"These units are intended to neutralize and, if necessary, destroy terrorists, sabotage and reconnaissance groups or armed gangs," Turchynov said. He added that both professional training of special forces and their provision with modern weapons, equipment, communications, reconnaissance and surveillance means were extremely important. "All the Internal Ministry training grounds and centers have launched selection, preparation and training of specialists involving foreign instructors," Turchynov said adding that most of the officers and soldiers of these units had got combat experience and military awards.

"And what is more important, today, during the maneuvers, we got enough evidence of our soldiers being ready to professionally perform their tasks," Oleksandr Turchynov said. He stressed the special forces were aimed at taking quick control of any threat anywhere in the country with appropriate logistics and technical base being prepared for these purposes. Moreover, he said that in the process of the Internal Ministry reform the National Police would see a 6000-personnel operative and urgent action corps - KORD. This special unit is to take over functions previously performed by such special police units as Berkut, Sokil, Gryfon and others.

"The KORD's main objective is to ensure effective counteraction with armed gangs and criminal groups, as well as to protect our citizens no matter what part of Ukraine, city, town or village they come from," the secretary said. According to him, in the near future the Ministry of Internal Affairs of Ukraine launches a competition to enroll personnel, which is to become the face and a powerful force of new police. Preference will be given to physically prepared, mentally stable patriots, especially those who received combat experience defending the territorial integrity of our country.

Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Russia's Second Crimean Invasion

Wed Jul 22, 2015 2:44 pm
More than a year after the anschluss, Crimea is about to experience what a real Russian invasion feels like.

And this time it won't be "polite people" arriving to lead a virtual liberation of the peninsula from the clutches of mythological Ukrainian fascists.

According to a report in Kommersant, the Kremlin is preparing to dispatch an army of political commissars to de facto run Crimea's affairs and oversee the local authorities.

"Deputy Prime Minister Dmitry Kozak has instructed federal departments to draw up a list of candidates from among their high-ranking officials for appointment to posts as first deputy chiefs of the peninsula's executive bodies," the daily reported, citing unidentified Kremlin officials.

You have to wonder whether all those pro-Moscow Crimeans who celebrated last year's annexation had any idea what they were getting themselves into. If they didn't then, they sure do now -- because the honeymoon is definitely over.

"In effect we are talking about a revival of the institution of commissars," a Kremlin official told Kommersant, referring to the Soviet-era institution of Communist Party political officers dispatched to ensure ideological discipline and purity.

"All decisions on key issues relating to the life of Crimea will be made exclusively in coordination with the officials sent from the center," Kommersant quoted one official as saying.

Put another way, the Crimean elite is about to feel the crushing embrace of Vladimir Putin's power vertical. And it is about to learn that being part of Russia means being colonized and cannibalized by Putin's cronies.

Wed Jul 22, 2015 3:17 pm
Russia's refusal to fulfill the Minsk agreements will mean the imposition of new sanctions.

Deputy Assistant Secretary for the Bureau of European and Eurasian Affairs, John A. Heffern said this during his visit to Warsaw, PAP informed.

"If the behavior [actions of Russia] deteriorates, the sanctions will be strengthened," Heffern said. According to the representative of the U.S. Department of State, the sanctions will steepen if the Russian Federation continues committing further acts of aggression in eastern Ukraine and the Kremlin refuses to implement the Minsk agreements.

He reminded that Washington assisted Kyiv in training servicemen.

However, the U.S. diplomat named reforms, particularly economic ones, the best way to defend Ukraine against aggression.

Ukraine crisis. News in Brief. Wednesday 22 July [Ukrainian sources] Empty Felshtinsky explained why Putin has failed to deal in Ukraine

Thu Jul 23, 2015 12:01 am
Russian President Vladimir Putin has missed a chance to capture the Ukraine. This sure-known historian Yuri Felshtinsky.

He said this in an interview with "Express online."

"Crimea was able to capture the lighter and faster than expected. And it turned the head organizers of the project. In April and May 2014 it seemed that Ukraine is no longer, and that concentrated along the Russian-Ukrainian border 40-50 thousand. Russian troops can take more Kiev before the presidential elections scheduled for May 25. But instead of another blitzkrieg similar Crimean, we have witnessed a protracted war, "- he said.

According to him, Putin is not aware that in Ukraine it has nothing shines.

"Why did not Putin gave the order to begin the capture of Ukraine in April-May 2014, we will never know, we do not know until now why Stalin decided not to seize Finland in 1939-1940 year. There is a version that because of the large losses are carried in battle with the Finns the Red Army. But this is only version. What is happening today confrontation in Ukraine - the result of indecision Putin in April-May 2014. He gave Ukraine a break. A chance to seize the Ukraine, Putin had missed. The problem is that he does not know "- he added.

According Felshtinsky Putin "more than a year can not understand exactly what it should and is able to take in respect of Ukraine."
