The sole purpose of an international tribunal to investigate the causes of the fall of the Malaysian Boeing 777 near Donetsk - "the punishment of those responsible for crimes of" the tragedy. This is stated in the draft resolution submitted by Malaysia Security Council.

Meeting of the UN Security Council, which will vote on the draft resolution, will begin today at 22:00 Moscow time. It is expected that Russia would veto the resolution.

The draft resolution that will be submitted today to the UN Security Council on behalf of the five countries (Malaysia, the Netherlands, Australia, Belgium, and Ukraine) to fit two and a half pages, according to the Russian "Kommersant".

According to the authors of the resolution, the tragedy in the skies over the Donetsk "constitutes a threat to international peace and security" and should be thoroughly investigated.

"Commander in Chief" published the text of the resolution:

The Security Council,

Reaffirming its resolution 2166 (2014) of 21 July 2014 to the destruction of the flight MH17 July 17, 2014 in the Donetsk region (Ukraine), regarding the tragic loss of 298 lives, in which the Security Council demanded that all those responsible for this incident have been called to account and to all countries cooperate fully in identifying those responsible,

Recalling its resolution 2202 (2015) of 17 February 2015, which confirmed the Resolution 2166,

taking into account the reasons for the collapse of the preliminary report by the Office of Safety Netherlands invested with this right in accordance with Annex 13 of the International Convention on Civil Aviation, issued Sept. 9, 2014, which indicated that the plane was destroyed by a large number of objects, flying with great force that hit the outside of the aircraft and recalling the briefing the UN Security Council of 19 September 2014, taking into account the resolution on the MH17, adopted by the International Civil Aviation Organization, 28 October 2014,

Reaffirming the provisions of international law which prohibits acts of violence that threaten the safety of international civil aviation and therefore condemning all acts of use of force against civilian vessels,

Bearing in mind the letter addressed to the UN Security Council by the Government of the Netherlands on 16 December 2014 (S / 2014/903) and 20 July 2015 (S / 2015/551), which announced the creation of the joint commission to investigate the coordination of international criminal investigation with a view to bringing the perpetrators to justice and providing an update on the status of the investigation, as well as the mission of rehabilitation and repatriation (ostankov.- "Y") and the international technical investigation of the causes of the crash,

Deeply concerned by all acts of violence that threaten civil aviation

deciding that this act of violence and its consequences for civil aviation security are a threat to international peace and security,

being aimed at preventing future attacks on civilian vessels and for taking effective measures to bring to justice those involved in the incident,

Considering that the establishment of an international tribunal and the prosecution of persons involved in the incident will contribute to the security of civil aviation and the preservation of international peace and security,

knowing that in certain circumstances the incident creating an international tribunal be effective guarantee of an independent and impartial process for the establishment of justice in accordance with international standards,

referring to the letter from the Government of Australia, Belgium, Malaysia, the Netherlands and Ukraine of 10 July 2015 (S / 2015/528) and recognizing their commitment to ensure the effective functioning of the international tribunal, which would conduct its activities with the work of the Joint Commission of Inquiry

Acting under Chapter VII of the Charter of the United Nations,

1. Reiterates its deepest sympathy and condolences to the families of the victims of this incident and the peoples and governments of the countries, which were originally from the victim;

2. Demands that all States and other actors to refrain from violence against civilian aircraft;

3. Calls upon all States and actors in the region to give their full support to the international investigation into this incident, as required by resolution 2166 (2014);

4. Requests all States working together in a Joint Commission of Inquiry to continue to fully and report regularly to the Council on the progress of the investigation, to the extent appropriate and does not violate the confidentiality of criminal investigations;

5. Calls for the earliest possible completion of an international technical investigation into the causes of accidents and criminal investigation without compromising the quality of these investigations;

6. Decides to establish an international tribunal for the sole purpose of bringing to justice those responsible for crimes related to the destruction in the Donetsk region of Ukraine airplane airline Malaysia Airlines, was carrying out July 17, 2014 flight MH17, and this takes the statute of the International Criminal Tribunal for the flight MH17 Airline Malaysia Airlines, attached to the document;

7. Decides that all States shall cooperate fully with the International Tribunal and its organs in accordance with this resolution and the Statute of the International Tribunal and that, in accordance with the above, all States shall take any necessary measures in accordance with domestic law to fulfill the terms of this resolution and of the Charter, including the obligation of States to fulfill requests for assistance or orders issued in accordance with the statute of the International Tribunal, and requests States to inform the Secretary-General of such measures;

8. Decides that the International Tribunal is financed by means of donations, and encourages States, intergovernmental and non-governmental organizations to donate the necessary funds, equipment and services to the International Tribunal, including the offer of specialists;

9. Decides that the location is determined by the International Tribunal for the conclusion of appropriate agreements between the United Nations and the Netherlands acceptable to the Council, the fact that the International Tribunal may choose as its location any other place as it deems necessary for the effective discharge of their functions ;

10. Decides that the work of the International Tribunal will be done without prejudice to existing rights of the families of victims to find appropriate ways of compensation;

11. Requests the Secretary General to fulfill this resolution without delay, and in particular, to take all practical measures, where appropriate, in cooperation with the governments of Australia, Belgium, Malaysia, the Netherlands and Ukraine for the effective operation of the International Tribunal in the shortest time, and periodically report to the Board on the implementation of this resolution;

12. Decides to remain actively seized of the matter.

As you know, the Dutch investigators have previously distributed between Member States a preliminary report of the investigation. As reported "Commander in Chief" Minister of Foreign Affairs of Ukraine Pavlo Klimkin content of the report coincides with the vision of the causes of the catastrophe of the Ukrainian side.
