Head of the Ukrainian group of the Joint Centre for Control and Coordination of the Ceasefire and Stabilization of Parties' Demarcation Line in Donbas Maj Gen Borys Kremenetsky says that the goal of Russian-backed separatists now is to demoralize and intimidate civilians and discredit the local authorities and the Ukrainian army, according to the Anti-Terrorist Operation's press service.

"Militants from illegal armed groups continue shelling and killing civilians, destroying administrative and industrial facilities, buildings of organizations and institutions in the social sector, which provide jobs to locals and meet their social and cultural needs. Russian-backed militants deliberately aim at residential areas where no [Ukrainian] troops are stationed. Will more death and destruction convince the international community that these illegal armed groups are terrorists?" he wondered, according to the press service..............

“It could provide a diplomatic cover for the Russian withdrawal from the Donbass in exchange for sanctions relief, but it can no longer deliver Russian strategic objectives in Ukraine. A course correction is likely, but options are few.”

Commentary by Vladimir Frolov* in the Moscow Times, Aug. 16 2015

The Kremlin is watching the implementation of the Minsk-2 agreement nervously. The agreement is failing to deliver on Russia's policy goals in Ukraine. Once viewed as a diplomatic coup to win through means other than war, it has now turned into a diplomatic trap that could at best provide cover for Russia's withdrawal from the Donbass.

Moscow's objective under Minsk-2 was to secure a lever of Russian control inside Ukraine through the reintegration of the Donbass as special status regions within the Ukrainian constitutional framework. This was to be achieved through the political aspects of Minsk-2 that obligated Kyiv to grant the separatists extremely broad powers of self-rule, enshrined in a new constitution, effectively turning Ukraine into a dysfunctional confederate state.

The bet was that Kyiv's interest in restoring its sovereignty and Western pressure to avoid the resumption of hostilities would ensure a swift implementation of this political package, ultimately conditioned on Moscow's relinquishing control over the border with Ukraine.

That assumption proved wrong. The political process stalled as Ukraine severed the separatist regions and refused to negotiate with their leaders the modalities of the self-rule. Although not stating it officially, Ukraine no longer seeks to reintegrate the separatist areas on Minsk-2 terms, leaving them under effective Russian control.
Analyst: “We are keeping our goods trade balance forecast at a USD 1.9 bln surplus for 2015 (according to UkrStat methodology).

KYIV, Aug 17, 2015 (UBO) - Ukraine’s 1H15 trade balance on goods improved to a USD 1,246 mln surplus compared to a USD 407 mln surplus in the same year-ago period, Concorde Capital advised clients in an online advisory today. The information was based on a UkrStat report released on Aug. 14.

Exports declined 35.0% yoy to USD 18.53 bln, while imports fell 38.5% yoy to USD 17.28 bln. Exports have decreased in all key segments, including vehicles (-69.9%), minerals (-55.5%), steel (-40.9% yoy), machinery (-39.7% yoy), chemicals (-32.1% yoy) and grains (-10.1% yoy). Imports have slid on the back of declining demand for vehicles (-51.9% yoy), food (-42.2% yoy), metals (-44.7% yoy), and chemicals (-29.6% yoy), in addition to the contracting natural gas bill (-46.2% yoy).

Exports to Russia plunged 59.4% yoy to USD 2.32 bln, while imports from Russia plummeted 65% yoy to USD 2.86 bln in 1H15. Exports from the partially occupied Donetsk and Luhansk regions plunged 71.2% to USD 1.90 bln. The contribution of these two regions in Ukraine’s total export declined to 10.2% in 1H15, from 23.1% in 1H14.

Concorde analyst Alexander Paraschiy added: “The 1H15 statistics show some improvement in trade, as compared to 5M15, with export and import stats having improved in most sectors. The Russian aggression factor remains the key driver of negative yoy trade stats. In particular, falling exports to Russia (USD -3.4 bln yoy) and the overall drop in exports from the regions partially occupied by Russian-backed terrorists (USD -4.7 bln yoy) explain away the major part of Ukraine's USD 10.0 bln export decline in 1H15.

“We expect further recovery in both exports and imports in 2H15, as well as some worsening in the trade balance on the higher energy bill (including coal, natural gas and electricity). Still, we are keeping our goods trade balance forecast at a USD 1.9 bln surplus for 2015 (according to UkrStat methodology).”
[Former Georgia Defense Minister] Shashkin says, it was “the Georgian army, international support and specific steps by the US” which “stopped Russia” then. “Many do not know that our peacekeeping brigade returned from Iraq to Tbilisi on American military planes which under the circumstances of war was direct military support by the US. Many do not know that Russia could not bomb the Tbilisi airport because American Hercules planes were on the tarmac.”

August 17 – The United States saved Georgia from destruction when Russia attacked that country in 2008, and it can do the same for Ukraine now that Moscow has launched aggression against that country as well, according to Dmitri Shashkin, former Georgian defense minister.

Last week, on the seventh anniversary of Russia’s invasion of Georgia, Shashkin published in Georgia a message he received from the White House on August 14, 2008: “President’s press conference is in 45 min. Gates will lead the operation. 6th fleet is on its way, Herculeses in the air. GEO will be safe” (

“Everyone must remember who is our friend and who is the enemy,” he added on his Facebook account.  One day earlier, Radio Liberty reports and gives a Russian translation of Shashkin’s Georgian text, the former Georgian defense minister, wrote the following:

“I never thought that after 2008, there would be people found in Georgia who would publicly try to justify Russia in this war. But as they say: ‘Never say never.’” Some now say that “in 2008, Tbilisi was not taken by storm because Russia showed good will and therefore we should be eternally grateful for this.”

But in fact, Shashkin says, it was “the Georgian army, international support and specific steps by the US” which “stopped Russia” then. “Many do not know that our peacekeeping brigade returned from Iraq to Tbilisi on American military planes which under the circumstances of war was direct military support by the US.

“Many do not know that Russia could not bomb the Tbilisi airport because American Hercules planes were on the tarmac,” Shashkin continues. “Many do not know that the flagship of the US Fifth Fleet which entered the Black Sea monitored on its radars the airspace in the Tbilisi-Moscow-Volgograd triangle.”

And “many do not know that the August 14 Hercules flights from Jordan were accompanied by (American) fighters. Many do not know that the statement of the commander of these fights that “any activity of Russian planes in the Georgian sky will be considered an attack on the United States of America,” thus effectively closing the Georgian sky to Russian planes.

Shashkin says he decided to go public with this now because “much is being forgotten” and people are repeating the errors others made earlier. “Americans call such errors the errors of professionals,” the kind that are made when people assume that everyone knows and remembers what they know and remember.

Russia exploits this “very well with the help of its controlled media,” the former Georgian official says, by “throwing out an enormous quantity of information,” so much that “many people cannot logically filter this information,” separating fact from fantasy. That in turn can lead to extremely unfortunate results.

Resuming his discussion of 2008, Shashkin says: “The reaction of the US was late by five days. But it existed;” and those who deny it now in the name of pursuing closer ties with Russia and looser ones with the West need to be reminded. Russia did not risk going further then only because of the American actions.................

Ukraine's been handling the situation quite well, considering they were caught off-gurd, when the conflict started.

Two points I want to focus on and point one is, can Russia afford it and take a chance on increasing the project recently spoken on an air defence missile that Russia adamantly doesn't want. So they better think twice on their next move.

Two: Does the west want to chance Russia coming to the western border where NATO nations are? What guarantee will there be for them to continue going west?  Guraanteed there will be an air defence setup created and the Kremlin can blame themselves for that. Will the Russians see it as a defence? Absolutely not! As I posted earlier, Russians are starting to get up in a tizzy as more and more are starting to see the truth and bypassing the Kremlin propaganda.

In closing. All the US did was dock Naval ships at the Georgian border. The US never had to shoot one time against THE SAME enemy Georgia had and Russia backed out. Remember, Abkhazia and Ossetia were already breakaway regions. Ukraine's a different scenario, compared to what I just mentioned, regarding Georgia.

Recently unlike Europe which are totally useless, the US hit Gazprom with sanctions and the EU still won't take the lead on one of THEIR OWN countries. I believe the next step will be removing Swift from Russia. Many have mentioned it would really damage Russia. Nothing so far has worked for Russia's, regarding their desires with Ukraine. Ukraine's imports are increasing, major companies are wanting to do business in Ukraine, the US is planning on sending LNG to Ukraine. That alone will hurt Russia, as Ukraine's the second largest European country and they'll lose billions if they can't supply Ukraine. So what has Russia gained so far? NOTHING! There's an eastern part of Ukraine that has been destroyed. Can they afford to rebuild it? Who'll want to do business with them, after knowing how they rebuilt it, which it'll take years to get it back on its feet. That's IF they take it completely which I don't think they will.

This is no walk in the park for the Kremlin and all Russians are paying the price. When will the Russians take back their country?
The public committee for solidarity with Ukraine in Poland called on the governments of Greece and Cyprus to start without delay the ratification process of association between Ukraine and the EU.

This has been said in a statement of the committee that was signed by well-known Polish leaders and intellectuals.

"The public committee for solidarity with Ukraine urges the authorities of the Hellenic Republic and the Republic of Cyprus to begin the process of ratification of the Association Agreement between Ukraine and the European Union, which was signed by the heads of states and governments of the EU countries and the President of Ukraine in June of 2014," the statement says.

The signatories remind that in Ukraine "for the first time in modern history, people died under the flag of the European Union for Europe, European solidarity, democratic values, human dignity and freedom of opinion."

The terrorists are preparing for the attack, while spreading rumors about the impending attack of the Armed Forces of Ukraine in the area of the ATO.

This was the TV channel "112 Ukraine" said Speaker of Staff Vladislav Seleznev.

According to the survey, recently carried out militants aggressive information campaign to discredit the Ukrainian army and preparing an attack on the positions of the forces of ATU.

This Seleznev denied information published by militants, about the alleged destruction of the Ukrainian group and the capture of one soldier.

"With that speakers use in their arsenal, including, and rather harsh rhetoric aimed to ensure that the most misleading to deceive the public, because, on the one hand telling that supposedly forces ATO preparing any offensive actions, we fully observe the fact that the insurgents do not conduct any activities aimed at strengthening their fortifications ", - he told.

At the same time, according to Seleznev, intelligence using drones shows that militants on the contrary actively move equipment and personnel.

"Gunmen just hatching plans, certain attack on certain aggressive actions against the forces of ATO," - he concluded.

Note that Monday, August 7, Russian Foreign Minister Sergei Lavrov also said that the APU allegedly preparing an attack on the terrorists , but at the same time kept silent about the recent terrorist attack on the suburbs of Mariupol and constant provocations with including reactive artillery.

Note that in the comment "Observer" ex-deputy head of the SBU, the chairman of the Union of Officers of Ukraine, Lieutenant-General Alexander Skipalsky stressed that Russia repeats the Georgian scenario.
"Putin is waiting for a specific activation of the part of Ukraine as a response to provocation to blame Ukraine and connect the considerable forces focused on border and embattled," - said the general.
Recall, August 17 the leader of the terrorists, "DNR" Alexander Zakharchenko said that Minsk agreements thwarted.
Ukraine says it sees a buil-up of 50,000 Russian troops in and around Ukraine

In recent days we've seen an increase in comments from both outside and inside Ukraine suggesting that a major flare-up in fighting is on the way in east Ukraine. The area, where Ukraine is battling a Russian-backed insurgency, has been calmer since a peace deal was signed last February but shelling and casualties are still reported daily.

But with residents in the government-controlled port city of Mariupol waking up on Monday to find two dead and widespread damage from insurgent shelling, it would seem that the ceasefire, already barely holding, is on the way to breaking down completely.

Here on the Press Review we turn to British newspaper the Independent for more on the story. Correspondent Adam Nathan writes: "Military authorities in Ukraine believe the number of Russian troops within and close to its borders has risen to more than 50,000, raising fears of a substantial escalation in the conflict raging in Ukraine's eastern regions. Almost 9,000 Russian Federation Armed Forces personnel are believed to be based inside Ukraine, according to reports from the country's National Security and Defense Council"...............

The EU condemns the recent escalation of the situation around Mariupol (Donetsk region), which led to the death of civilians.

According to “Evropeiska Pravda”, this was stated by the Spokesperson for EU Foreign Affairs and Security Policy Catherine Ray during the daily briefing in Brussels.

“We condemn the recent escalation of fighting, which continued last night and caused the deaths of civilians in the village Sartana,” – she said.

“The most important is that both sides fully respected the truce and took all the necessary measures to protect civilians with respect for international humanitarian law,” – said Catherine Ray.

She did not answer questions about whether the escalation of violence near Mariupol showed that militants crossed the “red line”, which was spoken about by the EU.

Russia has plans to make ex-president Yanukovych head of the breakaway Donbas republics in a bid to disentangle Moscow from the Donbas war, Anatoly Oksytiuk, analyst of the International Center of Perspective Research writes for Aug. 17.

“Russian government analysts are looking for ways to distance Russia from the conflict in Donbas. Their plan is to set up a breakaway state comprising both Donbas separatist republics and install Viktor Yanukovych as president,” he says.

This scenario will roll the clock 1.5 years back and play out the card of Poroshenko’s illegitimate accession to power that brought about a civil conflict in Ukraine, the analyst says.

For its part, Russia intends to wash its hands of the war by setting up a federal area in Donbas.
General Staff of Ukraine welcomes Pentagon's plans to increase the number of drone flights to gather information over the combat area in the Donbas.

As reported by Censor.NET, this was announced by the General Staff spokesperson Vladyslav Selezniov on air of 112 Ukraine TV channel.

"One way to obtain intelligence about the enemy units operating on the terrorist-controlled territory is aerial reconnaissance. The more drones will perform these tasks in the ATO area, the more information will be received by us to be able to respond to various challenges posed by militants," Selezniov said. In Russian

Militants DNR decided to clean up the territory under the control of the monument to the victims of Holodomor and political repressions. Such decision was taken on August 16 on the so-called plenary session of the "people's council DNI." The initiative was made by the destruction of monuments "deputy DNI" Valery Skorohodov.

"This proposal arose from the fact that the monument was erected without approval of the territorial community and to establish historical justice. We also offer to take in the prescribed manner additional measures to dismantle monuments and memorials to the victims of political repressions and famine in the town of Snezhnoe "- he said.

Others present in the hall of "deputies" supported Skorokhodova unanimous vote. Destruction of monuments to victims of famine and repression called "restoration of historical justice"

More than 20 years after Ukraine split from the crumbling Soviet Union, it has begun a rapid process of purging itself of symbols from the communist era that adorn everything from street names to railway stations.
After the Kremlin annexed Crimea in March last year and continued to wage a separatist war in east Ukraine, Soviet images that for years represented benign memories of the past, have become toxic.

The continued fall in gas prices will shortly force Putin's hand.
Does he attack full out, killing tens of thousands, and take all of Ukraine, and then negotiate, in the hope that Greece, Austria, Italy, Cyprus (nations with a known adoration for dictators) will block further EU sanctions, and support him as he tries to "compromise" from a militarily strong position?
Or does he slowly back down, and try to save the crumbling Russian economy?
