News -
According to the official source, no attacks by Putin yesterday. But elsewhere I have read of shooting.
1300 - say one soldier injured yesterday.
Putin, Poro, Merkel, Hollande meet in Paris later today.

Weather -
A bright but fresh start to the day. 5C only. High maybe near 20 around Kiev. A little warmer further south.
The weekend looks better. But then cooler next week.
How long can Ukraine last before putting on the communal heating - mega consumptiion of gas... Hopefully after mid October.

Footie -
An excellent win away from home last night for Dnepr against Rosenberg. 0-1.
They are in a difficult group with Lazio - a good Italian team. Europa league.

Observation -
Supposedly from Nov 7 people on Kreschatik will be able to walk on the sidewalk / pavement without the risk of being run over by cars.
Don't hold you breath! And look over your shoulder a lot.

For the first few weeks past the last day in the area ATO went completely quiet.
"The enemy is not fired our positions and kept silence mode in the temporarily occupied territory," - said in a statement.
Also today, October 2, from 6:00 to midnight along the boundary regime violations were recorded silence.
"The Ukrainian side hopes that the long-awaited truce will implement the next stage of the peace agreement on withdrawal of equipment and weapons caliber of less than one hundred millimeters and open up opportunities for infrastructure renewal Donbass eve of winter", - stressed in headquarters.

Today in Paris to meet the leaders of the "Norman Quartet" (MFN)

On Friday, October 2, in Paris will host a meeting of the leaders of "Norman Quartet" (Germany, France, Ukraine, Russia).
Paris to host regular meeting of the "Quartet Norman" with German Chancellor Angela Merkel, the Presidents of France, Ukraine and Russia, Francois Hollande, Petro Poroshenko, and Vladimir Putin.
The meeting will discuss the elections to local authorities in some regions of Donetsk and Lugansk regions.
Also, the sides will discuss the challenges in the field of security and humanitarian situation in the region, in particular, the issue of access of international humanitarian organizations in the occupied territories.

This is all becoming difficult for Putin. He wants to keep his dictatorial at gunpoint control of occupied Donbass, and failed electrician Zakharchenko as puppet there.
But in real free elections nobody would vote for this fruitcake. Putin wants "Russian-style" elections, organised by Shaun Walker's "DNR guys", which will give his cronies 113% turnout, and vote - as for Yanukovich.
From what I read yesterday, Putin wanted a 1 to 1 with Poroshenko. Probably threaten him with nuclear war, and assassination. But with Merkel - who understands Russian - and also Hollande, he can't make mega-evil-threats, his normal modus operandi.

Saying Syria is "our land", its a holy war, etc etc. I notice some people on the panel were laughing.
Even for the mad Russian propagandists it looks like this is going a step too far.
"Eta dlya nash, nasha zemlya". It is for us - our land. If I understand correctly, saying that the Russian orthodox priests were there first!

I don’t know for sure the nationalities of the soldiers on the other side of no man’s land who were trying to kill me. There’s nothing distinctive about the sound of an incoming shell or bullet that indicates whether the finger pulling the trigger was Russian, Chechen, Serb, or a bona fide Ukrainian separatist.
But I do know this: One cannot buy tanks, heavy artillery, drones, and surface-to-air missiles (like the one used to shoot down MH-17) from a department store in eastern Ukraine. I checked. And one cannot learn how to effectively use this equipment in combat from a YouTube video....

Terrorists conduct chaotic shelling in Donbas to blame Ukrainian party of cease-fire violations, - ATO press officer

Pro-Russian mercenaries conduct chaotic shelling from the occupied territories in the Donbas in order to blame the Ukrainian party of violating the cease-fire agreement on the conflict settlement.
As reported by Censor.NET, this was announced by the anti-terrorist operation (ATO) HQ press officer Anatolii Stelmakh on air of 112 Ukraine TV channel.

"As of now, according to our operational information, mercenaries are conducting chaotic shelling of the temporarily occupied territories, thus trying to blame the Ukrainian party. We again stress that the Ukrainian army, ATO forces are not conducting fire, and are not using any kinds of weapons. We are currently strictly abiding by the peace agreements and hope that the enemy complies with them as well, and that this conflict turns to its negotiations phase, and the politicians will talk," Stelmakh said.

Earlier, media reported that terrorists had renewed shelling from the occupied Horlivka, but did not aim at the Ukrainian positions. Supposedly, thus they are attempting to blame the ATO forces to OSCE of the Minsk agreements violations.

NATO's stance on Ukraine not changed by Russian operation in Syria, - Stoltenberg

NATO Secretary General Jens Stoltenberg says Russia's participation in the anti-ISIL fight in Syria will not affect the Alliance's stance regarding Ukraine.
As reported by Censor.NET, he said this in an interview to French Figaro newspaper.

"We will never accept that Ukraine is a subject to bargaining," Stoltenberg said, as translated from his commentaries in French.

The Secretary General also noted that the stance of the Alliance regarding Ukraine's sovereignty and integrity has not changed. "We continue to support Ukraine, both politically and practically," he said, adding that cooperation with Kyiv might even be extended.

"It is encouraging to see that the cease-fire is lasting for the first time: it has been respected since early September. Moreover, the parties have agreed within the trilateral working group of the heavy weapons withdrawal. This is another step forward. The situation is still fragile, the Russian troops remain in Ukraine, but it's encouraging," Stoltenberg commented.

Speaking of Russia's activities in Syria, Stoltenberg called on Russia to cooperate in the fight against ISIL and to search political solution for the conflict settlement.

The North Atlantic Treaty Organization (NATO) is ready for expansion.
This was stated by NATO Secretary General Jens Stoltenberg in an interview with Inter TV channel, Censor.NET reports citing Ukrainski Novyny.

NATO is ready to expand, but before the decision on a new member is taken, it should determine whether the country complies with NATO standards, Stoltenberg says.

He added that for joining the Alliance Ukraine needs to upgrade its army, modernize it. Stoltenberg says that NATO supports Ukraine politically and practically, provides assistance in cyber security, logistics, conducts training for Ukrainian military, helping bring Ukraine's army to up-to-date standards.

Speaking of arms supply, NATO secretary general says that this question is out of the competence of the Alliance. According to Stoltenberg, when it comes to supplying arms, the issue is not within the competence of NATO as it does not possess weapons. Alliance's members decide on the matter only on case-by-case basis, he says.

Stoltenberg states that when Ukraine decides to apply for NATO membership, the Alliance will consider it.

UEFA President Michel Platini has been further implicated in the corruption scandal surrounding FIFA after it was revealed he is being treated as in between a witness and an accused person” by Swiss prosecutors investigating world football’s governing body.

Platini was considered the favourite to replace incumbent Sepp Blatter at an Extraordinary Elective Congress next year until criminal proceedings were opened against the 79-year-old Swiss for a “disloyal” payment - meaning one allegedly not in the interests of the governing body - of CHF 2 million (£1.3 million/$2.1 million/€1.8 million) made to the Frenchman in 2011.

It was claimed this money was given to the current UEFA chief for consultancy work he undertook for FIFA nine years ago, prompting questions and investigations as to why it took so long for the money to be paid....................

International monitors say they have found a new type of Russian-made rocket system in rebel-held eastern Ukraine.
The Organisation for Security and Co-operation in Europe (OSCE) spotted the powerful TOS-1 Buratino multiple rocket launcher in Luhansk....
Only Russia produces the system, according to defence analysis group IHS Jane's and the Stockholm International Peace Research Institute.
Russian troops used it in Afghanistan in the 1980s against the Mujahideen and in Chechnya against separatist rebels in 1999-2000.

Moscow more conciliatory on Ukraine?
The French president then welcomed the President of Ukraine, Petro Poroshenko, who himself has given a hug. "I guarantee that we will not spend the night," said Mr. Holland to his Ukrainian counterpart in reference to the four previous peak in Minsk in February when the negotiations had lasted seventeen hours before reaching a agreement. It is this agreement which will be subject in the afternoon, Paris and Berlin hoping for its full implementation, as planned, before the end of the year. Ukraine talks in Paris end on positive note

The so-called Normandy four agreed steps towards increased security for civilians and a political transition in the war-torn regions of eastern Ukraine, said President François Hollande of France, who was hosting the summit.

Local elections planned this month in areas under the control of Russian-backed separatists, a bone of contention between Kiev and Moscow, will be postponed by at least three months after Ukraine’s President Petro Poroshenko committed his government to passing a bill granting a specific status to those regions. That will delay the full implementation of the Minsk accord beyond the end of the year, as initially planned........................

OSCE will have unimpeded access to entire territory of Donbas, Poroshenko says

According to President of Ukraine Petro Poroshenko, the leaders of Ukraine, France, Germany, and Russia have agreed at the talks in Paris on Friday that the OSCE Special Monitoring Mission would have access to the rest of the occupied territory in the Donbas.

"The first entry: OSCE should now have unimpeded access to the entire occupied territory and access to the border," he told reporters after the meeting.

The President of Ukraine said that the OSCE monitoring mission, which will operate in the east of Ukraine, will be expanded.

"In order to perform its functions efficiently, it was decided to increase the number of OSCE monitors, to expand mission's mandate and one more very important thing was added - we have agreed that mine clearance process will be launched under the auspices of the OSCE with the support kindly provided by Germany and France," Poroshenko said.

"I have put a special focus to fundamentally unacceptable facts of electronic warfare against OSCE using systems delivered from Russia. They directly conflict with Minsk agreements. We have agreed that the OSCE monitoring tools will have unobstructed access (to the entire occupied territory)," Poroshenko informed.
