A bright but fresh start to the day. 5C only. High maybe near 20 around Kiev. A little warmer further south.
The weekend looks better. But then cooler next week.
How long can Ukraine last before putting on the communal heating - mega consumptiion of gas... Hopefully after mid October.

They are in a difficult group with Lazio - a good Italian team. Europa league.

Supposedly from Nov 7 people on Kreschatik will be able to walk on the sidewalk / pavement without the risk of being run over by cars.

According to President of Ukraine Petro Poroshenko, the leaders of Ukraine, France, Germany, and Russia have agreed at the talks in Paris on Friday that the OSCE Special Monitoring Mission would have access to the rest of the occupied territory in the Donbas.

"The first entry: OSCE should now have unimpeded access to the entire occupied territory and access to the border," he told reporters after the meeting.

The President of Ukraine said that the OSCE monitoring mission, which will operate in the east of Ukraine, will be expanded.

"In order to perform its functions efficiently, it was decided to increase the number of OSCE monitors, to expand mission's mandate and one more very important thing was added - we have agreed that mine clearance process will be launched under the auspices of the OSCE with the support kindly provided by Germany and France," Poroshenko said.

"I have put a special focus to fundamentally unacceptable facts of electronic warfare against OSCE using systems delivered from Russia. They directly conflict with Minsk agreements. We have agreed that the OSCE monitoring tools will have unobstructed access (to the entire occupied territory)," Poroshenko informed.

The so-called Normandy four agreed steps towards increased security for civilians and a political transition in the war-torn regions of eastern Ukraine, said President François Hollande of France, who was hosting the summit.

Local elections planned this month in areas under the control of Russian-backed separatists, a bone of contention between Kiev and Moscow, will be postponed by at least three months after Ukraine’s President Petro Poroshenko committed his government to passing a bill granting a specific status to those regions. That will delay the full implementation of the Minsk accord beyond the end of the year, as initially planned........................

Moscow more conciliatory on Ukraine?

NATO Secretary General Jens Stoltenberg says Russia's participation in the anti-ISIL fight in Syria will not affect the Alliance's stance regarding Ukraine.
As reported by Censor.NET, he said this in an interview to French Figaro newspaper.

"We will never accept that Ukraine is a subject to bargaining," Stoltenberg said, as translated from his commentaries in French.

The Secretary General also noted that the stance of the Alliance regarding Ukraine's sovereignty and integrity has not changed. "We continue to support Ukraine, both politically and practically," he said, adding that cooperation with Kyiv might even be extended.

"It is encouraging to see that the cease-fire is lasting for the first time: it has been respected since early September. Moreover, the parties have agreed within the trilateral working group of the heavy weapons withdrawal. This is another step forward. The situation is still fragile, the Russian troops remain in Ukraine, but it's encouraging," Stoltenberg commented.

NATO ready for expansion, - Stoltenberg on Ukraine's possible membership

The North Atlantic Treaty Organization (NATO) is ready for expansion.
This was stated by NATO Secretary General Jens Stoltenberg in an interview with Inter TV channel, Censor.NET reports citing Ukrainski Novyny.

NATO is ready to expand, but before the decision on a new member is taken, it should determine whether the country complies with NATO standards, Stoltenberg says.

Pro-Russian mercenaries conduct chaotic shelling from the occupied territories in the Donbas in order to blame the Ukrainian party of violating the cease-fire agreement on the conflict settlement.
As reported by Censor.NET, this was announced by the anti-terrorist operation (ATO) HQ press officer Anatolii Stelmakh on air of 112 Ukraine TV channel.

"As of now, according to our operational information, mercenaries are conducting chaotic shelling of the temporarily occupied territories, thus trying to blame the Ukrainian party. I don’t know for sure the nationalities of the soldiers on the other side of no man’s land who were trying to kill me. There’s nothing distinctive about the sound of an incoming shell or bullet that indicates whether the finger pulling the trigger was Russian, Chechen, Serb, or a bona fide Ukrainian separatist.
But I do know this: One cannot buy tanks, heavy artillery, drones, and surface-to-air missiles (like the one used to shoot down MH-17) from a department store in eastern Ukraine. I checked. And one cannot learn how to effectively use this equipment in combat from a YouTube video....
