EU referendum: Tusk releases outline reform deal for UK

David Cameron’s fight to keep Britain in the EU began in earnest on Tuesday with the release of the outline of a long-awaited reform deal he said would deliver the “substantial change” he wants for the UK’s relationship with the bloc.
The British prime minister secured a breakthrough ahead of an expected referendum this year, with the power to restrict benefits for new migrant workers for up to four years. This is a temporary mechanism, however, and the outline leaves open the question when the restriction must end.............
