Interesting move. Could be a waste of time, like the last 20 meetings.
When you're dealing with a compulsive liar it is hard to come to any meaningful agreement about anything.

Ukraine to be unable to avoid retirement age increase, - Social Policy Minister says
http://en.censor.net.ua/news/394069/ukraine_to_be_unable_to_avoid_retirement_age_increase_social_policy_minister_says
The government has no plans to raise the retirement age in Ukraine so far. However, it needs to be done in the future.
This was stated by Minister of Social Policy of Ukraine Andrii Reva, Censor.NET reports citing RBK-Ukraine.
"... What would she think about it, in your opinion, given that the Germans retire at the age of 67?" he said.

====
Looks like they are going to put this off for a few years. Frankly, pensioners in Ukraine get next to nothing, so currently it would probably cost more to increase the pension age, but also to increase the pension to a reasonable level.
wiki
[Currently 60 and 57 (women)].
In Ukraine the retirement age is to be increased gradually to 60 years for women and 62 years for men-civil servants by 2021.[40]
[This is currently going through, I believe. Passed by the Rada in 2011. But I expect the IMF to want further increases. ]

Mon Jun 20, 2016 4:00 am
German Foreign Ministry try to clarify what Steinmeier said
Speaking exclusively to Bild am Sonntag (19 June edition), Foreign Minister Frank-Walter Steinmeier said:
http://www.auswaertiges-amt.de/EN/Infoservice/Presse/Meldungen/2016/160619_BM_Bild_am_Sonntag_engl_version.html
19.06.2016
“Showing strength on its own is not enough”

With its annexation of Crimea and its military activities in eastern Ukraine, Russia has aroused a feeling amongst our eastern neighbours that a threat exists. We must take this seriously. That is why it was right to find a joint NATO response – and this we did with the reassurance measures approved at the NATO summit in Wales. We are not shirking our responsibility!
No-one can regard the envisaged scope of NATO measures as a threat to Russia, and, in all measures, strict adherence to the NATO-Russia Founding Act was a clear red line for us.

What we should not do now, however, is further inflame the situation with loud sabre-rattling and war cries. Anyone who believes that symbolic tank parades on the Alliance’s eastern border will increase security is wrong. We would be well advised not to deliver up any excuses for a new, old confrontation....

===
Two more paragraphs at link.
Basically I see it as grovelling up to Putin.
Maybe some agreement is in the pipeline, hence the call for a new Normandy 4 meeting before the Nato summit in early July.

Germany's Steinmeier favours gradual phasing-out of Russia sanctions
http://uk.reuters.com/article/uk-ukraine-crisis-germany-steinmeier-idUKKCN0Z50BJ
The European Union should gradually phase out sanctions imposed against Russia over the Ukraine crisis if there is substantial progress in the peace process, German Foreign Minister Frank-Walter Steinmeier was quoted on Sunday as saying.
His comments reflect divisions within Germany's ruling right-left coalition over policy towards Russia. Steinmeier's Social Democrats (SPD) back a more conciliatory stance towards Moscow than Chancellor Angela Merkel's conservative bloc.
Merkel has repeatedly said that sanctions imposed against Russia can only be lifted once the peace agreement to end the conflict in Ukraine is fully implemented, not only partially.
Steinmeier struck a different tone. "Sanctions are not an end in themselves. They should rather give incentives for a change in behaviour," he told the RedaktionsNetzwerk Deutschland, a network of local newspapers....

MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Council of EU to consider extension of anti-Russian sanctions tomorrow

Mon Jun 20, 2016 10:10 am
The Council of the European Union has announced the date for consideration of the extension of sanctions imposed against Russia.

On Tuesday, June 21, the Committee of Permanent Representatives in the European Union (COREPER) intends to consider extending of the sectoral sanctions imposed against the Russian Federation over its aggression against Ukraine. The Council of the EU informed UNIAN today, June 20, Censor.NET reports.

"It is scheduled for tomorrow," the Council of the European Union representative said.

In 2014, the European Union, the United States and several other countries imposed sanctions against Russia in connection with the occupation of Crimea and aggression in eastern Ukraine. These restrictive measures were repeatedly extended and expanded. In particular, the talks on visa waiver and a new basic agreement on cooperation were suspended; several Russia's officials were banned to travel to the EU while their assets were attached. Trade, financial, and military restrictions were introduced. The sanctions list included a total of 151 individuals and 37 entities. The sectoral sanctions were imposed against 20 Russian financial, oil-producing and defense companies.

The Russian Federation imposed a package of retaliation sanctions against the EU, U.S., Australia, Canada, and Norway in August 2014. The so-called counter-sanctions prohibited imports of fruits, vegetables, as well as dairy and meat products to Russia from these countries for a one year period.

MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Influential DT on how long Putin will threaten Ukraine and world

Mon Jun 20, 2016 10:20 am
The utmost goal of the Russian policy is to keep the Putin regime alive, Dzerkalo Tyzhnya reports June 20.

It is for this purpose that the regime is tightening the screw in Russia, hurling tons of militarist and chauvinistic propaganda on the populace.

However, such condition cannot continue long, DT stresses. Sooner or later, Putin will be forced to launch a full-sized war or to backtrack and, therefore, face the probability of a revolution in Russia.

Anyway, the Russian threat, either in the form of aggressive policy or a weak state and a source of instability will continue for many years. Realizing the threat is crucially important for Ukraine, the newspaper writes.

MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Kremlin spin doctors discredit Ukraine in Poland - Radio Svoboda

Mon Jun 20, 2016 10:23 am
The Russians have launched a massive anti-Ukrainian campaign in the Polish Internet, Polish experts say.

The campaign began as early as 2013. To convince the Polish that Ukrainians are their diehard enemies, Russian spin doctors never tire to repeat the stupid declarations of the Kremlin propaganda.

One of the most avid provocateur is the Polish-speaking Russian Sputnik Polska radio internet forum, Polish experts note.

The Russian spin doctors are capitalizing on the sad historical past of both nations, specifically, the Volyn massacre, trying to drive a wedge between the Ukrainians and Polish, Polish experts say.

MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Orthodox church leaders meet despite Russian boycott

Mon Jun 20, 2016 10:30 am
Leaders of the world's Orthodox Christian churches have gathered for the first time in more than 1,200 years despite a boycott by the Russian church and three others, according to Radio Liberty.

Ecumenical Patriarch Bartholomew led prayers on June 19 on the first day of a weeklong council on the Greek island of Crete, RFE/RL reports. "This great and holy council will carry the message of unity... it will help to escape the deadlocks of the present," Patriarch Bartholomew told local media. But despite decades of preparation, Orthodox leaders failed ahead of the meeting in Crete to overcome differences. The Russian church – the most populous in a religion of some 300 million people – as well as the Georgian, Bulgarian, and Syria-based Antioch patriarchates boycotted the so-called Holy and Great Council. In a statement on June 17, Patriarch Kirill of Moscow said he hoped religious leaders gathered in Crete could prepare for a full meeting at a later date. Kirill visited Greece last month, joining Russian President Vladimir Putin on a trip to the monastic sanctuary of Mount Athos...................

"The preconditions for such a meeting will emerge only if the Ukrainian side displays determination to take the steps which are clearly specified in the Minsk agreements. Unfortunately, they do not display such determination," he said, adding that not having "any tangible prospects for productivity, holding of a top-level meeting is hardly possible."

When asked whether such a meeting is possible before the NATO summit in July, Peskov replied "there are no preconditions for it yet."

MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Germany ready to take further restrictive measures to increase costs for Russia, German Chancellor's spokesperson says

Mon Jun 20, 2016 8:37 pm
German Chancellor Angela Merkel stands by her view that European sanctions against Russia can only be unwound once Moscow fully implements the Minsk peace deal for eastern Ukraine.

Her spokesman said on Monday, June 20, Censor.NET reports citing The New York Times.

"The sanctions can be removed as soon as Russia fulfills these obligations," spokesman Steffen Seibert told a regular government news conference, reiterating the stance agreed at a meeting of the Group of Seven economic powers last month.

"However, we are ready to take further restrictive measures to increase the costs for Russia, should its actions make this necessary," he added.

In 2014, the European Union, the United States and several other countries imposed sanctions against Russia in connection with the occupation of Crimea and aggression in eastern Ukraine. These restrictive measures were repeatedly extended and expanded. In particular, the talks on visa waiver and a new basic agreement on cooperation were suspended; several Russia ' s officials were banned to travel to the EU while their assets were attached. MH17 - Ukraine crisis. News in brief. Monday 20 June. [Ukrainian sources] Empty Another evidence of MH17 downing by Russian Buk revealed as Russia's propagandists hacked, - INFOGRAPH & VIDEO

Mon Jun 20, 2016 8:55 pm
InformNapalm received access to a massive array of data on Russian propagandist journalists through the alliance of Ukrainian hacker groups FalconsFlame, Trinity and Рух8.

Volunteers of the InformNapalm international community analyzed the data from several hacked mail boxes of Russian journalists. In one of the mail boxes belonging to Sergey Zenin, a reporter of the Russian Channel One, the found a very strange message,Censor.NET reports.

On November 29, 2014 Sergey Zenin received a message from a certain Anton Zverev antzverev@gmail.com (Sat, Nov 29, 2014 12:21:22 +0300), apparently a Reuters Moscow bureau reporter (DPR accreditation # 232 according to the Myrotvorets list). The message contains transcripts of several interviews about the downed Malaysian MH17 flight. InformNapalm v olunteers have analyzed the message and commented on the retrieved correspondence to show what the militants were talking over the crash of the MH17 and which parts of their interviews made it to the publication.

This pair of jets (two Ukrainian Su-25) tailed that Boeing on purpose, they even appeared on the radars on purpose, flew low to be seen, and switched on all the navigation. I'm sure they were flying without navigation, just by on-board instruments, or maybe even by the sun… I am more than sure, they were waiting for an attack with the Igla MANPADS [editor's note: Igla - a Russian man-portable air defense system], and just when the attack began, they bonked this Boeing. These Su's hit the Boeing. The militia, Oplot [editor's note: a pro-Russian armed group] began to target them, and they just wacked the Boeing. Was there a MANPADS shot? Yep. So, blame the Boeing on the rebels. In fact, they (Su-25) used the on-board cannon"

Comment from InformNapalm: this is one of the first versions by the Russian side about the attack of a Ukrainian Su-25, closely retold. It does not take into account the altitude range of Igla MANPADS and the ceiling height of the Su-25.

Quote 2:

"And then calls started - "the target has been hit". First it was said that a Su has been hit… Not everyone can distinguish at the height of even five kilometers, if it is a Su or a civilian plane. Visually, without special skills, you just can not tell. And from there, shyte like this started going around - the target hit, but it had a long fall, and then, thirty minutes later - Ok, the "bird" has dropped. I was somehow sure that the call and the talk was about one of the Su's. But it turned out, that it was not the Su hit, but that this Su hit that Boeing"

Comment from InformNapalm: apparently the interviewee was at that time somewhere in the area and at least witnessed the first reaction to the downed aircraft.

Quote 3:

"We were right there, when it was wacked, it was close to sunset, we were just starting to move out of Snizhne. The cell signal was generally lousy there at that time, Life [editor's note: Ukrainian telecoms operator] went down at once, MTS [editor's note: Ukrainian subsidiary of a Russian telecoms operator] still worked. And so I got a call on MTS, they said - the "bird" got wacked. And when I asked - where did you shoot from, he says - from Debaltseve. In general, all these Su's were pounded from the Debaltseve post, because at the time, there were MANPADS only in Luhansk, in Debaltseve and Donetsk. And there was another mobile group working, they were just spotted in Zuhres. There were no MANPADS anywhere else. But we all know that MANPADS does not reach more than six (kilometers), or even more than five. Then, when we were moving, we did not even move, we were standing there, at that Shakhtarsk checkpoint, you know? We were at this checkpoint, and saw this cow falling. The sound it made was sick, then I realized that it was the wrong "bird". I only could not figure out then, why and how a MANPADS could hit a Boeing. After analyzing all the events, it appears that it was hit by that pair of jets. They just had launched that pair on purpose to get our guys going, to make them use Iglas.

Comment from InformNapalm: here it gets interesting. The Donetsk People's Republic (DPR) at the time had a shortage of MANPADS to counteract the Ukrainian aviation. The interviewee was "standing" in the area of the "Shakhtarsk checkpoint". Most likely, he means one of the checkpoints on the H21 Donetsk-Luhansk road near Shakhtarsk. That must have been the reason for sending the Buk missile system to this area.

Why is the interviewee so adamant about the operation of two Ukrainian aircraft? At the time the Ukrainian Air Force often used pairs of Su-25s. The day before the MH17 was downed, on July 16, representatives of the DPR claimed that they had shot down two Su-25 of the Ukrainian Air Force in the area of Snizhne.
