Russian Blue Water Navy in Reality Now Numbers Fewer than 50 Ships, Experts Say

By Paul Goble* for “Window on Eurasia”:

The Russian defense ministry has told China and the world that it has 100 ships on the world’s blue water oceans (russian.people.com.cn/n3/2016/1201/c31519-9149617.html and gazeta.ru/army/news/9277391.shtml), but military experts say that the actual number now is only about half of that and is too geographically divided to meet its challenges.

Anton Mardasov, a journalist for the Svobodnaya pressa portal, interviewed three Russian defense experts to get their views on the actual numbers of the Russian blue water navy and on whether Russians should be concerned or not about them now and in the future (svpressa.ru/war21/article/161844/).

According to Konstantin Sivkov, a retired Russian navy captain, there are now only about ten Russian surface ships on patrol far from Russia’s shores.  “That is the reality,” he says, adding that he “can’t imagine” 100 Russian ships being on patrol far from their bases for any significant period of time.

The Pacific fleet could offer “a maximum of four to six” ships for such a purpose at any one time, Sivkov continues. The Baltic about the same, the Black Sea four or five and the Baltic two or three. In all, “about 30 ships.” If pressed, that figure could rise to 40 but in no way to the 100 Moscow is claiming.

There is a way to get to that statistic, however. If one adds support ships and also those around Kamchatka, then the higher figure may be appropriate, but only for short periods at that. The real number of Russian ships “capable of conducting active military maneuvers unfortunately is small.”

Andrey Frolov, editor of Russia’s “Eksport vooruzhenyy” journal, agrees and adds that “there is a risk that the process [of expanding the fleet about which Moscow has talked so much in recent years] may be slowing down.”  Construction of three frigates, for example, has stopped because Moscow can’t get the turbines it needs from Ukraine.

And Aleksandr Kharmchikhin, the deputy director of Moscow’s Institute for Political and Military Analysis, says he will accept the 100 figure only if it includes all support ships, underwater vessels, and others that may at least for short periods be capable of moving into blue water oceans..................

Putin says he has restored balance of power in world

In a dig at the United States, Pres Putin said the efforts to create a single-pole world had failed, and the multi-pole balance of power is being restored, RIA Novosti reports Dec. 4.

“I think it’s no one’s secret that many Russia’s world partners now prefer to go by international law because the balance of power is gradually being restored. The restoration is unavoidable! We are already living in another environment,” Putin said.

“Russia will stand by its interests, while, as always before, will respect the interests of other countries,” the Russian dictator said.

Moscow treats Ukraine and former Soviet Union countries as its backyard where Russia’s interests predominate and West’s role is limited [Ed.].

Trump makes unexpected statement on Ukraine

President-elect Donald Trump expressed sympathy for Ukraine in his interview with The New York Times Dec. 3.

Trump said he has friends in Ukraine. He also noted Russia has become very confrontational.

He said the United States suffered the least from what has happened in Ukraine. However, Ukraine’s closest neighbors are reluctant to speak about Ukraine’s problems and do not take an active part in trying to settle them.

The US president-elect said other countries are just saying ‘we have to stop the Russian aggression’ but haven’t done much to do it.

He said Europe’s feeble stance on Russia is explained by the oil and gas Europe wants to get from Russia.

“We are fighting for Ukraine but no one else, except Ukraine. This is not fair and logical,” Donald Trump said.

Moscow analyst: Britain’s support for Poland, not Molotov-Ribbentrop, caused WW2, and its backing of Ukraine could trigger WW3

Moscow analyst Yury Mukhin offers an historical analogy which says far more than he intends. In a new commentary, he argues that it was British support for Poland, not the Molotov-Ribbentrop Pact between Hitler and Stalin, that was responsible for the outbreak of World War II in Europe.

Had Britain not committed itself to defend Poland against aggression, he suggests, Warsaw would have been compelled to accede to German demands and war would not have broken out. And if London refuses to back Ukraine, Kyiv will have to come to an agreement with Moscow and once again war can be avoided.

By making this analogy between the events of 1939 and those of today, Mukhin unwittingly invites the conclusion that Putin’s Russia, just like Hitler’s Germany, felt compelled to invade Ukraine because the Ukrainians like the Poles thought that the West would come to their aid and prevent or at least repel such actions and did not accede to reasonable demands.................

Putin says Trump clever, will understand new responsibilities

U.S. President-elect Donald Trump is a clever man and will quickly understand his new responsibilities, Russian President Vladimir Putin said in an interview with NTV TV, according to Reuters.

Putin has spoken previously of his hope that Trump will help restore U.S.-Russia relations, and analysts said he was unlikely to want to dial up anti-Western rhetoric before Trump's inauguration in January, Reuters wrote. "Trump was an entrepreneur and a businessman. He is already a statesman, he is the head of the United States of America, one of the world's leading countries," NTV quoted Putin as saying in the interview on www.ntv.ru on Sunday.

"Because he achieved success in business, it suggests that he is a clever man. And if (he is) a clever man, then he will fully and quite quickly understand another level of responsibility. We assume that he will be acting from these positions," Putin said.......
