Commenting on the new Russian electronic warfare systems recorded by the OSCE observers in the Russian-occupied Donbas region, spokesperson for the U.S. Department of State Heather Nauert called on Moscow to fully implement the Minsk agreements and pull its forces out of Ukraine.

The OSCE Special Monitoring Mission to Ukraine (SMM) said in its report of Aug. 10 that "in non-government-controlled areas, on 28 July, an SMM mini-UAV spotted four distinct electronic warfare systems (a Leer-3 RB-341V, a 1L269 Krasukha-2 and RB-109A Bylina, and an anti-UAV system, Repellent-1) near Chornukhyne (64km south-west of Luhansk).

The observers stressed that they saw all the mentioned EW systems for the first time. According to the same report, the SMM's drone did not spot the same systems during a flight over the same area on Aug. 2.

The Joint Center for Control and Coordination of the cease-fire in the Donbas (JCCC) noted that all the mentioned equipment was produced in the Russian Federation in recent years while RB-109A Bylina was to be adopted by the Russian army only this year based on the results of the military tests. The Center suggests that the necessary tests are actually carried out on the territory of Ukraine.

The U.S. condemns Russia’s construction and partial opening of the Kerch Strait Bridge between Russia and occupied Crimea.

The formal stetement by the U.S. Department of State on the opening of the Kerch Bridge in Crimea says: "The United States condemns Russia’s construction and partial opening of the Kerch Strait Bridge between Russia and occupied Crimea, which was done without the permission of the government of Ukraine. Crimea is part of Ukraine. Russia’s construction of the bridge serves as a reminder of Russia’s ongoing willingness to flout international law.

"The bridge represents not only an attempt by Russia to solidify its unlawful seizure and its occupation of Crimea, but also impedes navigation by limiting the size of ships that can transit the Kerch Strait, the only path to reach Ukraine’s territorial waters in the Sea of Azov. We call on Russia not to impede this shipping.

"The United States has sanctioned numerous individuals and entities involved in this project. These and our other Crimea-related sanctions will remain in place until Russia returns control of the peninsula to Ukraine.

"We once again reaffirm our commitment to Ukraine's sovereignty and territorial integrity and recall the international community’s expression of that commitment in UN General Assembly Resolution 68/262."

46 deputies of the European Parliament signed a letter calling on EU countries to boycott the 2018 World Cup in Russia

This was announced by Ricard Josobic, Brussels correspondent for Radio Liberty on Twitter.

"46 members of the European Parliament have so far signed a letter addressed to all EU governments calling for a diplomatic boycott of the 2018 World Cup in Russia," Dzhosvyak wrote.

The letter states that the use of chemical weapons in the British city of Salisbury was the last drop of Putin's bullying over European values. Deputies mentioned the bombing of schools, hospitals and peaceful territories of Syria, the brutal invasion of Ukraine, the systematic hacking attacks of Russia, its disinformation campaign and interference in elections.

Russia again began to levy military equipment to the borders with Ukraine. This follows from a video published by Fatima Tlisova, a journalist for Voice of America.

The Bellingcat portal's Eric Toleran portal coordinator on Twitter said that the video was taken 40 kilometers from the border and added that the largest Russian base in the area is about 17 kilometers away.

Ambassadors of the European Union approved the prolongation of sanctions against individuals and companies that are responsible for violating Ukraine's sovereignty

A report by Radio Liberty in Brussels Ricard Yosvyak wrote about this in his Twitter account.

"EU ambassadors today have decided to extend for 6 months measures on freezing of assets and visa bans for 150 individuals and 38 companies responsible for actions against the territorial integrity of Ukraine," he emphasized.

Subsequently, this information was confirmed by the correspondent of the Ukrinform publication.

It is about 150 people who are Russian (including the close surroundings of Russian President Vladimir Putin), Crimean, separatist (in some areas of Donetsk and Luhansk regions of Ukraine) figures.

The New York Times published a column of authorship by Michael Kofman about Ukraine's prospects of obtaining lethal weapons from the United States. The journalists tried to find out what kind of new expert the influential American edition is.

NYT calls Kofman a global affairs specialist at Wilson's center and a freelancer at the Modern War Institute. In his article, the expert writes that the Donald Trump administration's plan to arm Ukraine is a serious political decision that can have far-reaching strategic consequences and is of concern. US thus go to indirect war with Russia, and in this war, Washington is not ready to win, said Kofman. Tsenzor.NET with reference to LigaBusinessInform.

He also writes that the proposal to send weapons to Ukraine is untimely, because Ukraine "has not lost a significant territory" over the past two years, and Russia has not committed a full-scale invasion.

This is already the second material of NYT about Ukraine lately. In mid-August, the publication published information on alleged supplies from Ukraine to the DPRK of engines for missiles. The authors of the "rocket" article - William Broad and David Sanger - referred to a senior researcher at the International Institute for Strategic Studies Michael Elleman. A superficial search at Google gives other interesting publications by Michael Kofman, some of them already deleted. As for #Ukraine!  For those who know its history, there was a popular journalist called Walter Duranty that wrote in the press that Stalin wasn't starving Ukrainians to take their fields and land.  Yes!  He was paid by the Kremlin to do so.  It seems Putin's practicing the same again, with the like of Michael Kofman and Michael Elleman.  And they aren't the only Kremlin paid prostitutes in the US, along with a few in Europe that many of us know of.  

It amazes me that it's mentioned Russia hasn't taken land, either in Georgia or Ukraine.  Obviously this putz doesn't know about Ossetia and Abkhazia in Georgia. Shows a lack of intelligence.  And ALSO!  Putin used the excuse that Russians in eastern Ukraine were being persecuted.  That is total bullshit.  If Kofman had the intelligence to know that since the mid 2000's, every poll made till 2014 showed that 59% of Russians in eastern Ukraine  didn't want to be a part of Russia. They wanted to be independent of Russia. He probably doesn't even know about the Zumkov polls.  Shows how much of a rookie he is.  

He also states "Washington is not ready to win" a war with Russia? Has he EVER compared their military capabilities? Where in hell did New York Times and The Wilson Center find this loser? that doesn't do his own research, obviously.  He also states, "has not lost a significant territory". Seems he hasn't spent much time since this started to know what they've lost till recently.  Does he know what happened in Debaltseve and other areas near Mariupol?  New York Times is losing money having this scumbag on.  

Then you have Michael Elleman who belongs to Valdai Club, a so-called discussion club initiated by the Kremlin that meets annually.  How much more do you need to show deep Kremlin connections?  Here's his wife from his own page.

In the EU, sanctions against Russia were agreed upon due to the supply of turbines from the German concern Siemens to the annexed Crimea.

Tuesday, 11 July, the Council has completed the process of ratification of the Association Agreement between Ukraine and the European Union.

About this on his page in Facebook said the president of Ukraine Petro Poroshenko.

"Since September 1, 2017 will start a new stage of our journey to the European Union. This stage of deep and comprehensive reform that requires maximum effort and uniting all branches of the Ukrainian government, business and civil society to build a better European future for the Ukrainian people" - said in a statement.

It is noted that on July 12 the Ukrainian government will coordinate with EU leaders to ensure realization of the objectives laid down in the Association Agreement.

"The Association Agreement was one of the key requirements and expectations euromaidan. And I'm glad we were able to joint efforts to achieve it ... I am sure we will win. Ukraine is bound to be in the family of European nations - and the EU and NATO" - said Poroshenko.

According to his Twitter correspondent of "Radio Liberty" Rickard Yozvyak Association Agreement with Ukraine with the EU comes into force on 1 September.

The European Commission has praised the lower house of the Dutch parliament for the support of a bill to enact the country's ratification of the EU-Ukraine Association Agreement.

US Delegation to the OSCE said Russia continues to arm, train and fight militants on its side of Donbas.

This was reported on Twitter in sramnytse US Mission to the OSCE.

It is noted that Russia again seeks to play the role of victim, shifting the blame on Ukraine for the conflict in the Donbass, which she began and continues to kindle. Also stresses that Russia refuses to take responsibility for the outbreak of the conflict in Ukraine and continues to lie about his current role in military operations.

United States Mission to the OSCE reminded the members of the organization in December reported a high number of ambulances and funeral vehicles with bodies of Russian soldiers.

УВАЖАЕМАЯ УКРАИНСКИЙ общества!

Ко мне обратился ряд коллег, специалистов в различных областях, начиная от конституционного права и заканчивая экономикой и финансовой политикой с просьбой оценить текст Обращения Народу Украины к руководству институтов ЕС, предложенный их кругом.

Несмотря на то, что в своем личном письме господам Martin Schulz , Donald Tusk и Jean-Claude Juncker , а также всем главам правительств стран ЕС, США, Канады, Японии, Австралии и Китая, кроме верно нарушенных в обращении Украинского Народа вопросов, я подниму еще целый ряд других вопросов, в частности:

- О прекращении поддержки со стороны европейцев, американцев, канадцев и правительств других стран мира правительства Украины, что колаборуе с агрессором;

- Об обеспечении обороны Украины, пути восстановления всеобъемлющего и безусловного суверенитета Украины и роль в этом мировой общественности;

- О вопросах закупки и транзита по территории Украины российского газа;

я полностью согласен с самим Обращением и всячески поддерживаю его! Поэтому перешлю его текст на все те адреса, представленные в приложении к нему, что призываю сделать каждого из Вас!

Если каждый из Нас пришлет текст Обращения к руководству или представительства ЕС и руководства правительств Запада или их представительств в Украине, и сможет способствовать тому, что это именно сделают еще четверо - пятеро знакомых, коллег или друзей, то это Обращение действительно будет Обращением Народу Украина, что нельзя будет просто проигнорировать ни чиновникам, ни правительствам.

Свидетельствуя искреннее уважение за Вашу позицию относительно Украины и поддержку Народу Украины в его стремлении получить всеобъемлющий и безусловный суверенитет, должны выразить глубокую обеспокоенность одной из Ваших, как руководства институтов ЕС, последних совместных заявлений, а именно заявления о том, что ЕС готов выделить правительству Украины очередной транш финансирования в размере 600 000 000 ЕВРО только в обмен на отмену Украиной запрета экспорта с территории необработанного леса, то есть сырья.

По крайней мере так подают информацию о требованиях органов ЕС в Украине те официальные лица, которые сейчас представляют Украину на международной арене, в очередной раз используя Запад в качестве алиби, давление со стороны которого якобы оправдать нарушения руководством Украины не только Конституции и национальных законов, но и норм и принципов международного права!

Мы исходим из того, что официальные лица Украины в очередной раз сообщили нам недостоверную информацию о требованиях, которые предъявляет ЕС к нашему государству, а отечественные средства массовой информации были вынуждены к распространению такого откровенного клеветы.

Зная Вас, как людей, которые в своей деятельности воплощают настоящие европейские ценности, - мы убеждены, что требованиями руководства ЕС, как и правительства любой национального государства мира, оказывает финансовую помощь правительству Украины, может быть только:

1. Безусловное ратификация Украиной Римского устава Международного уголовного суда.

2. Формирование специального уполномоченного органа - Международного трибунала, с правовым статусом органа прокуратуры по расследованию фактов незаконного обогащения членов правительства и чиновников Украины путем коррупции, совершение преступлений, в том числе совершенных с использованием (злоупотреблением) властных полномочий и путем уклонения от уплаты налогов и тому подобное.

С целью обеспечения доверия и беспристрастного отношения к такому Международного трибунала и результатов расследований, в его состав должны войти уполномоченные представители (следователи, судьи и прокуроры от 28 стран-членов ЕС, США, Австралии, Канады, Японии и Китая). Это сделает работу трибунала не только успешной, но и обеспечит реальное сотрудничество с органами юстиции тех государств, в которых расположены банки и компании к которым в течение последних 25 лет было выведено чиновниками и бизнесменами Украины средства, полученные ими незаконным способом (в частности, с использованием ( злоупотреблением) властных полномочий и уклонение от уплаты налогов, торговли оружием, энергетическими ресурсами, наркотическими веществами, и не исключено, что и людьми).

Создание такого международного трибунала - это единственное, что в перспективе даст возможность вернуть средства, полученные политиками, чиновниками и бизнесменами незаконным способом, - прежде всего в бюджеты международных финансовых институтов, в частности МВФ и тех национальных государств, имевших неосторожность предоставить или гарантии под такие кредиты или непосредственно кредиты в денежной форме правительству Украины.

3. Требовать от украинских властей на собственном примере показать, что они доверяют тем "реформам" сами же и осуществляют. Для этого достаточно правительству Украины эмитировать облигации внутреннего государственного займа, которые члены правительства и парламента Украины должны выкупить за счет тех средств, которыми задекларированные в качестве заработанных (на государственной службе).

Вы не можете не знать, что украинские политики и чиновники задекларировали наличие у себя более одного миллиарда ЕВРО только наличными. Все задекларировано ними имущество (и еще не задекларировано по разным причинам, в том числе по причине, что такие лица, как господин Яценюк и министры правительства Януковича, Азарова и Тимошенко, включая их самих, уже не в правительстве) с лихвой покроет все финансовые потребности и долги Украина не только перед МВФ, но и перед странами ЕС, США, Японией, Китаем и др.

Процедура выпуска облигации внутреннего государственного займа обеспечит необходимый для Украины кредит в 600 000 000 ЕВРО, и даже гораздо больше, без того, что бюджеты 28 стран ЕС будут вынуждены искать средства в своих и без того сложных бюджетах.

По нашему убеждению Вы или опровергнуть существование требования Комиссии ЕС (или кого бы то ни было, кто действовал от имени ЕС) об отмене эмбарго на экспорт необработанной древесины в обмен на кредит правительства Украины в размере 600 000 000 ЕВРО, или изменить ее на одну из трех требований, или на все три, что перечисленные выше.

Такие действия подтвердят Ваше настоящее искреннее стремление, как ответственных людей и политиков, и всей Европы, помочь Украинский восстановить свой суверенитет, побороть коррупцию и начать наш долгий и нелегкий путь внедрения в Украине демократических ценностей.

Иначе, простите за прямоту, Вы присоединитесь к тем, кто сегодня не только обворовывают Украины в прямом (потому вывозят лес, нефть, газ, оружие и используют властные полномочия исключительно для собственного обогащения) и переносном смысле (ибо нынешнее поколение Украинских не избирали нынешнее правительство и не осуществляет демократический контроль за его деятельностью, ведь власть в Украине была и есть узурпирована президентом Украины), обеспечивая им буквально безнаказанность, принимая этих лиц на самом высоком уровне, что создает у них иллюзию наличия Вашей и всего свободного мира поддержки.

Просим Вас обнародовать истинную позицию ЕС, основанный на отсутствии даже минимальной толерантности к тем, кто узурпирует власть, используют властные полномочия для собственного незаконного обогащения!

Призываем Вас, сделать шаг навстречу Украине и ее Народа, который неоднократно доказал свое стремление построить Украину как суверенное демократическое правовое социальное государство.

Мы в свою очередь гарантируем Вам, что готовы не только учиться основ демократии, принципиальности и последовательности, но и подождать с введением для нас безвизового режима.

Сейчас правом безвизовых поездок в Европу могут пользоваться только те владельцы паспортов Украины, которые, благодаря безнаказанности (из-за наличия в них властных полномочий), задекларировали в себя миллиардные состояния. Значительном большинстве Украинская хватает денег на самое необходимое, несмотря на то, что большинство из нас имеет несколько высших образований и высокую профессиональную квалификацию. Одной из причин этой несправедливости и является прежде всего непрофессионализм и ничтожество нынешнего правительства Украины, неограниченное коррупция и кумовство, обеспечивающих и организуют президент, члены правительства и парламента Украины.

Предоставлять кредиты нынешнему правительству Украины, члены которого имеют только под матрасами своих кроватей миллиарда Евро, это больше чем преступная халатность! Это деньги ваших налогоплательщиков, которые Вы даете в руки тех, кто не просто их присвоит! Они еще и сделают все возможное и невозможное для того, чтобы из этих, присвоенных ими денег, финансировался международный терроризм, поддерживались популистские политические силы, поднимающие голову во всем мире и чтобы те, кто исправно платят налоги в странах ЕС, США, Канаде, Японии, Австралии и Китае в результате нечестной конкуренции со стороны украинских и российских олигархов (а именно к ним эти кредиты перетекут, в частности через рефинансирование НБУ российских банков, против которых ЕС и мировое сообщество ввели санкции) потеряли свои рабочие места. Ведь ни одно предприятие стран ЕС не может себе позволить демпинговые цены на свою продукцию за счет невыплаты заработной платы, как это делают украинские политики-олигар хи, или уничтожение окружающей среды ради материального обогащения. Вывозить из Украины необработанный лес - это одна из составных частей того преступления, поступают те, кого Вы сегодня так тепло встречаете как официальных представителей Украины.

Мы понимаем, что ни одна отдельная человек или государство мира не может остановить несправедливость ь. Но Вы можете быть непричастны к совершению или содействие новых. Это в Ваших руках!

Есть уверенность, что Вы сделаете правильный выбор и поможете нам, тем самым, не только провести выборы нового правительства, но и сохранить а потом и направить в Украину те средства, которые были украдены у нас власть имущими за последние 25 лет и Московией за последние 400 лет .

До мене звернулася низка колег, фахівців у різних галузях, починаючи від конституційного права і закінчуючи економікою та фінансовою політикою з проханням оцінити текст Звернення Народу України до керівництва інституцій ЄС, що запропонований їхнім колом.

Незважаючи на те, що у своєму особистому листі панам Martin Schulz, Donald Tusk та Jean-Claude Juncker, а також усім головам урядів країн ЄС, США, Канади, Японії, Австралії та Китаю, окрім вірно порушених у Зверненні Українського Народу питань, я підніму ще цілу низку інших питань, зокрема:

– про припинення підтримки з боку європейців, американців, канадців та урядів інших країн світу уряду України, що колаборує з агресором;

– про забезпечення оборони України, шляхи відновлення всеосяжного та безумовного суверенітету України та роль у цьому світової спільноти;

– про питання закупівлі та транзиту територією України російського газу;

я цілком згоден з самим Зверненням та всіляко підтримую його! Відтак, перешлю його текст на усі ті адреси, що подані у додатку до нього, що закликаю зробити кожного з Вас!

Якщо кожен з Нас надішле текст Звернення до керівництва чи представництва ЄС та керівництва урядів Заходу чи їхніх представництв в Україні, та зможе сприяти тому, що це саме зроблять ще четверо - п'ятеро знайомих, колег чи друзів, то це Звернення дійсно буде Зверненням Народу України, що не можна буде просто проігнорувати ані чиновникам, ані урядам.

Засвідчуючи щиру повагу за Вашу позицію щодо України та підтримку Народу України у його прагненні здобути всеосяжний та безумовний суверенітет, маємо висловити глибоке занепокоєння однією з Ваших, як керівництва інституцій ЄС, останніх спільних заяв, а саме заяви про те, що ЄС готовий виділити уряду України черговий транш фінансування у розмірі 600 мільйонів ЄВРО лише в обмін на скасування Україною заборони експорту з її території необробленого лісу, тобто сировини.

Принаймні так подають інформацію про вимоги органів ЄС в Україні ті офіційні особи, які зараз представляють Україну на міжнародній арені, в чергове використовуючи Захід у якості алібі, тиск з боку якого нібито має виправдати порушення керівництвом України не лише Конституції та національних законів, а й норм та принципів міжнародного права!

Ми виходимо з того, що офіційні особи України вкотре повідомили нам недостовірну інформацію про вимоги, які висуває ЄС до нашої держави, а вітчизняні засоби масової інформації були примушені до розповсюдження такого відвертого наклепу.

Знаючи Вас, як людей, які в своїй діяльності втілюють справжні європейські цінності, - ми переконані, що вимогами керівництва ЄС, як і уряду будь-якої національної держави світу, що надає фінансову допомогу урядові України, може бути лише:

1. Безумовна ратифікація Україною Римського статуту Міжнародного Кримінального Суду.

2. Формування спеціального уповноваженого органу – Міжнародного трибуналу, з правовим статусом органу прокуратури з розслідування фактів незаконного збагачення членів уряду та чиновників України шляхом корупції, вчинення злочинів, зокрема вчинених з використанням (зловживанням) владних повноважень та шляхом ухиляння від сплати податків тощо.

З метою забезпечення довіри та неупередженого ставлення до такого Міжнародного трибуналу та результатів розслідувань, до його складу мають увійти уповноважені представники (слідчі, судді та прокурори від 28 країн членів ЄС, США, Австралії, Канади, Японії та Китаю). Це зробить роботу трибуналу не тільки успішною, а й забезпечить реальну співпрацю з органами юстиції тих держав, у яких розташовані банки та компанії до яких протягом останніх 25 років було виведено можновладцями та бізнесменами України кошти, отримані ними у незаконний спосіб (зокрема, з використанням (зловживанням) владних повноважень та ухиляння від сплати податків, торгівлі зброєю, енергетичними ресурсами, наркотичними речовинами, та не виключено, що і людьми).

Створення такого міжнародного трибуналу - це єдине, що в перспективі дасть можливість повернути кошти, отримані політиками, чиновниками та бізнесменами у незаконний спосіб, - насамперед у бюджети міжнародних фінансових інституцій, зокрема МВФ та тих національних держав, що мали необережність надати або гарантії під такі кредити, або безпосередньо кредити у грошовій формі урядові України.

3. Вимагати від українських можновладців на власному прикладі показати, що вони довіряють тим “реформам” які самі ж й здійснюють. Для цього достатньо урядові України емітувати облігації внутрішньої державної позики, які члени уряду та парламенту України мають викупити за рахунок тих коштів, що ними задекларовані у якості зароблених (на державній службі).

Інакше, вибачте за прямоту, Ви долучитесь до тих, хто сьогодні не лише обкрадають Україну у буквальному (бо вивозять ліс, нафту, газ, зброю та використовують владні повноваження виключно для власного збагачення) та переносному сенсі (бо теперішнє покоління Українців не обирало нинішній уряд, та не здійснює демократичний контроль за його діяльністю, адже влада в Україні була і є узурпована президентом України), забезпечуючи їм буквально безкарність, приймаючи цих осіб на найвищому рівні, що створює у них ілюзію наявності Вашої та усього вільного світу підтримки.

Просимо Вас оприлюднити дійсну позицію ЄС, що базується на відсутності навіть мінімальної толерантності до тих, хто узурпує владу, хто використовує владні повноваження для власного незаконного збагачення!

Закликаємо Вас, зробити крок на зустріч Україні та її Народу, який неодноразово довів своє прагнення збудувати Україну, як суверенну демократичну правову соціальну державу.

Ми у свою чергу гарантуємо Вам, що готові не тільки вчитися засад демократії, принциповості та послідовності, а й зачекати із запровадженням для нас безвізового режиму.

Наразі правом безвізових поїздок до Європи можуть користуватися лише ті власники паспортів України, які, дякуючи безкарності (через наявність у них владних повноважень), задекларували у себе мільярдні статки. Значній більшості Українців бракує грошей на найнеобхідніше, попри те, що більшість із нас має декілька вищих освіт та високу професійну кваліфікацію. Однією із причин цієї несправедливості є насамперед непрофесійність та нікчемність нинішнього уряду України, необмежена корупція та кумівство, що забезпечують та організовують президент, члени уряду та парламенту України.

Надавати кредити нинішньому урядові України, члени якого мають лише під матрацами своїх ліжок мільярди ЄВРО, це більше ніж злочинна халатність! Це гроші ваших платників податків, які Ви даєте у руки тих, хто не просто їх привласнить! Вони ще й зроблять усе можливе й неможливе для того, щоб з цих, привласнених ними грошей, фінансувався міжнародний тероризм, підтримувалися популістські політичні сили, що піднімають голову в усьому світі та щоб ті, хто справно сплачують податки у країнах ЄС, США, Канаді, Японії, Австралії та Китаї в результаті нечесної конкуренції з боку українських та російських олігархів (а саме до них ці кредити перетечуть, зокрема через рефінансування НБУ російських банків, проти яких ЄС та світова спільнота ввели санкції) втратили свої робочі місця. Адже, жодне підприємство країн ЄС не може собі дозволити демпінгові ціни на свою продукцію за рахунок невиплати заробітної плати, як це роблять українські політики-олігархи, або знищення навколишнього середовища заради матеріального збагачення. Маємо впевненість, що Ви зробите правильний вибір і допоможете нам, тим самим, не тільки провести вибори нового уряду, а й зберегти а потім і спрямувати до України ті кошти, що були вкрадені у нас можновладцями за останніх 25 років та Московією за останніх 400 років.
