The head of US intelligence called "improvisation" Putin's actions in Syria

According to the Director of National Intelligence James Klepper, strengthening the Kremlin's actions in Syria is not due to careful planning and to the "improvisation" Russian President Vladimir Putin, according to CNN.

"I'm not sure that he has a plan. I think he improvises every day, "- said the director of the US National Intelligence.
