19 attacks by Russian forces on Ukraine yesterday. 2 soldiers injured.
Well down from over 100 attacks one week ago. Another of Putin's "games". Creates up and down emotions.

Weather -
Lovely sunshine, blue sky. +6 at 0900. High maybe of 15? Ok.
I just checked historical averages. +7 night / +16 day would be normal for 21 April.
I would expect that the gas heating is turned off all over Ukraine now. Kiev - went off apparently on April 04 !!

Observation -

And many people claim subsidies illegally. I know this for sure. But it will take time - several years - for Ukraine to adjust to the real price of gas, and then for it slowly to remove subsidies - as pensions increase to western Europe levels. Several years hence.

In its second response, with the original document in Russian here and in English here, the MFA did provide the specific examples of fakery requested by Bellingcat; however, these examples were plagiarized from two LiveJournal blog posts from the user “albert-lex.” The first of these blog posts, “Belling the Cat,” is from October 2015, and the second, “Anti-Russian experts on NATO’s Hook,” is from March 2016....

Through its response, it seems as if the Russian MFA has adopted the positions on evidence surrounding the downing of MH17 from the LiveJournal blog of “albert-lex.

“Sir, I believe that should be known -- yes,” Army Gen. Curtis M. “Mike” Scaparrotti said when asked by Sen. John McCain whether Russia should be told that the US would take action if American lives were endangered.

Pursuing the same line of questioning, Sen. Joe Donnelly, an Indiana Democrat, asked Scaparrotti whether the Russians should be told that “next time it doesn't end well for you.”|

The general responded that “we should engage them and make clear what's acceptable. Once we make that known, we have to enforce it.

“I think they're pushing the envelope in terms of our resolve,” Scaparrotti added. “It's absolutely reckless, it's unjustified and it's dangerous.” As NATO commander, he said one of his first actions would be to review the rules of engagement for US and allied forces in the region.

Putin's political game around the release of Nadia Savchenko has entered a new stage. The European Commission has proposed to abolish visas for Ukrainians. PACE has assessed objectively in its resolution the situation in Ukraine. France’s top diplomat did not find a better place than Moscow to urge Ukraine to grant a special status to Donbas.

After conviction of GRU officers Alexandrov and Yerofeyev captured in the spring of last year in the Ukrainian Donbas, the Kremlin decided to make concessions in the Savchenko case. Ukrainian prisoner of war had the opportunity to talk on the phone with her family and hear the Ukrainian president’s call to stop her hunger strike. The lawyers of Nadia Savchenko believe that a political solution has been reached on Savchenko’s exchange, but Putin is likely to drag the process. On the one hand, he is in no hurry, on the other – he would really wish to swap the illegally detained Ukrainian female pilot for the easing of Western sanctions against Russia. And unfortunately, this is not a whim, but a certain confidence based on his expertise in political games.

Russia should be more engaged in fulfilling the Minsk agreements.
In this respect, the Moscow visit of French Prime Minister Jean-Marc Herault in Moscow is quite indicative. Ahead of his trip to the Russian capital the distinguished guest said that Russia should be more engaged in fulfilling the Minsk agreements. But upon his arrival, he urged Ukraine to provide a “special status” for Donbas in the first half of 2016. At first sight it might seem as if Hérault is not aware of the situation in the east of Ukraine and knows nothing about the problems in the work of the Trilateral contact group in Minsk, but this is not quite true. This foreign political somersault is indicative of the mood in the political elite of the Old World, just as Frank-Walter Steinmeier’s call to improve relations with Moscow..................

Apr. 22, Russian police surrounded a mosque in Sevastopol to check identities and cell phones of worshippers, Crimean Tatar activist Lenur Islyamov wrote in Facebook.

The crackdown happened days after the Russian authorities banned Mejlis, the Crimean Tatar assembly, saying it was a terrorist organization.

Crimean Tatar leader Refat Chubarov accuses Russia of pursuing the Stalin policy of extermination of Tatars. In April 1944, Stalin ordered forceful resettlement of the Tatars to Kazakhstan and Siberia.

Naval forces of the Armed Forces of Ukraine will hold a series of anti-terrorist exercises involving military equipment and Special Forces in the city of Odesa.

Censor.NET reports citing Facebook. of the press service of the Naval Forces of Ukraine.

The exercises will be held on April 26-29, 2016.

"We ask residents and guests of the city to stay calm and treat the temporary inconvenience and restrictions on the movement of transport with understanding and respect," the statement read.

The Pechersk court in Kyiv ordered the prosecutor general’s office to investigate the accusations of Viktor Medvedchuk, renowned Ukrainian politician, magnate and Putin’s buddy, in anti-Ukrainian activities, lawmaker Andry Levus, People’s Front, wrote in Facebook Apr. 22.

 “Apr. 5, a group of Rada lawmakers accused Medvedchuk and his pro-Russian Ukraine’s Choice organization of separatism, state treason and funding terrorism.

However, the demand by lawmakers and NGOs to investigate Medvedchuk’s activities, fell on the deaf ears of PGO,” the lawmaker said. 

 “PGO said the accusations were not grounded enough and refused to open the case. Finally, we, through the Pechersk court, managed force the PGO to react. Judge Batryn acknowledged the inaction by the PGO and ordered prosecutors to start the investigation,” Andry Levus said.

Despite the Minsk agreements, the intelligence unit of the mechanized infantry battalion of the 59th Brigade has spotted two trucks and unidentified armed men near the village of Kalynivka (Popasnianskyi district) on April 14. According to the report, these trucks were transporting 120-mm mortars, banned by the Minsk agreements.

Censor.NET Chief editor Yurii Butusov wrote on Facebook.

According to him, the battalion commander, acting proactively, decided to destroy the banned mortars in order to ensure the cease-fire observation in the area. Thus, Ukrainian soldiers moved towards the enemy equipped with portable 9K111 Fagot antitank missile system.

They have fired at the trucks from 1000-1100 meters distance.

"The first missile failed to hit the target precisely. However, the second one hit the Ural truck directly. Two trucks, ammunition and 120-mm mortar detachment were eliminated in a powerful explosion," Butusov wrote.

According to the terrorists, there was Russian mercenaries' unit of the 2nd separate motorized rifle regiment of the Cossack regiment named after Platov of the 2nd Corps of the army of the Russian Federation in the Donbas in these trucks.

The 'LPR' media reported about five killed and seven wounded militants in the explosion. The funeral of the dead was held on the basis of the 6th Regiment in the city of Stakhanov on April 18.

The military equipment, banned by the Minsk agreements, was completely destroyed.The OSCE SMM confirmed the result of the operation. This is a convincing proof of the cease-fire violations by the Russian mercenaries.

"For active and regular peacekeeping activities in the demilitarized zone and the elimination of the banned military equipment, I offer to recommend for a decoration with the highest state awards the command of the battalion, the operator of the antitank missile system and soldiers of the unit.

"Thus, the video of the launch will receive wide publicity as an example of effective counterpenetration, as well as documentation of the fight… This video is very important in order to morale activities and is the best advertisement of Ukrainian Army," Butusov summed up.

The militants actively attract underaged Ukrainian citizens in terrorist activities in the occupied Donbas.

Journalist Serhii Zubchenko wrote in an article for ZN.ua, Censor.NET reports.

"The reliability of this information is confirmed by a number of different independent sources, both military and civilian. The youth of Donbas, who did not leave the occupied territory for various reasons, can join the ranks of extremist pro-Russian fifth column in Ukraine, becoming the 'lost generation'," Zubchenko noted.

"The first information about direct involvement of children in terrorist activities of the pro-Russian gangs in the Donbas dates back to 2014, when a propaganda video of 15-year-old Andrii (nicknamed Royce), "the youngest militiaman in Donetsk, commander of a "training company" of Vostok Battalion appeared in Russian media," the author recalled.

Later the story of Andrii Ivakhno, student of the 10th grade of Mospyne High School (Donetsk region), who also joined the illegal Vostok Battalion, was shown on Russian state TV. More similar stories about armed boys and girls appeared with impressive regularity. Zubchenko argues that pro-Russian militants recruit girls as well.

The information that pro-Russian illegal armed groups recruit minors was confirmed by the OSCE SMM report as of May 28, 2015.

What is significant is that the young militants dream to serve in the Russian army, not in the 'DPR' or 'LPR' illegal armed groups. Thus, the children who won the competition among 15 paramilitary organizations on the occupied territories were supposed to be sent to the All-Russian summer camp named after Zhukov in Moscow, Zubchenko wrote.

The terrorists use girls not only as soldiers, but also for prostitution. Children are also used for smuggling through checkpoints and roadblocks, as well as for secret installation of GPS-beacons on military equipment.

A video of a military summer camp opened by Vostok Brigade illegal armed group (former Vostok Battalion) in the occupied city of Donetsk has caused a considerable response recently.

Participants of the camp, children aged from ten to 17 years (both boys and girls dressed in military uniforms with chevrons of the USSR and the Russian Federation who live in military tents) undergo military training that includes theory, tactics, weapons handling, shooting, etc. The video also features "Orthodox priest father Boris", whose words "have nothing to do with the Orthodox Church, but are a total aggressive totalitarian propaganda," as Zubchenko put it.

In Alchevsk, children, including the 10-year-old Bohdana Neshcheret, have been recruited by the Prizrak Brigade. It is also reported about the children's Sabotage Battalion named after St. George formed on the basis of the lyceum in Rovenky town under the leadership of the local "priest" Avdiuhin.

After Russian movement of schoolchildren organization (analogue of the Pioneer organization in the USSR) was established, the recruitment of minors on the occupied territories of Ukraine intensified significantly. However, 'DPR' and 'LPR' camps do not train suicide terrorists, at least so far.

The majority of young men and women who took part in the "military-patriotic" terrorist camps will most likely never be able to return to normal life, the author stressed. "We are talking about the fate of at least 580,000 children living in the temporary occupied Ukrainian territories and close to the front line (data of the UNICEF Ukrainian office). And there are still more than 215,000 registered as internally displaced persons," he informed.

On April 20, a conflict was developed between drunken soldiers of mortar platoon of the 9th Assault separate motorized rifle regiment of marines (Novoazovsk). As a result, a mortar man was killed and two more soldiers got serious stab wounds.

Russian servicemen of "9th Assault separate motorized rifle regiment of marines" (Novoazovsk, Donetsk region) were forbidden to leave the territory of the military base.

"Given the numerous robberies of private homes of the residents of Novoazovsk, taking place since early April, 2016, Russian military commandant decided to temporarily ban the military men of the 9th Assault separate motorized rifle regiment of marines to leave the territory of the unit in personal issues," the Defense Ministry's report reads.

Lilia Shevtsova, a prominent Kremlinology expert and a senior fellow of the Foreign Policy Program at Brookings Institution, claims Russian President Vladimir Putin shelved the idea of Novorossiya after he had to face sanctions from the West, and fierce resistance from Ukrainians in the east.

"One soldier killed and five wounded from the 9 Assault separate motorized rifle regiment of marines (Novoazovsk) and 100 separate motorized rifle brigade (Donetsk) AK 1 and 6 separate motorized rifle regiment (Stakhanov) 2 AK", - the report says.

In addition, according to the investigation, on 20 April as a result of a dispute between the military mortar platoon 9 oshmsp MP, on the basis of alcohol abuse in the locality Krasnoarmeysk, one mortar killed and two others suffered severe stab wounds.
