EU citizens will not decide the future of Britain's Union

Citizens of most European Union countries, who live in the UK will not be able to vote in a referendum on withdrawal from the EU, said the prime minister's office.
As the general election, will be able to vote, in addition to the British, but permanently living in the country Irish, Maltese, Cypriots, and citizens of other Commonwealth countries over the age of 18 years.
The Conservatives promised to hold a referendum before the end of 2017. The legislation governing its conduct, will be presented to parliament on Thursday.
The issue of the upcoming vote is expected to Prime Minister David Cameron and President of the European Commission, Jean-Claude Juncker, will be discussed at the talks on Monday.
