International monitors in eastern Ukraine said that armed people fired into the air when they tried to approach a group of howitzers ...
The mission said in a statement that the incident took place on Saturday at a field in the vicinity of Luhansk People's Republic (LPR)-controlled Yurivka, 26 km (16 miles) south-west of Luhansk. The SMM had observed 12 towed howitzers there, evidence of violation of the agreed withdrawal line.
"When the SMM further continued driving towards the howitzers and was at 80-100m distance, one of the armed individuals released a burst of fire into the air with an automatic rifle and another individual pointed his automatic rifle at the SMM," it said in the statement.
The monitors left the area and there was no injury ........

The Russians obviously have no intention of abiding by any agreement. Typically Russian! Liars, cheats, bandits, murderers, Russians.

Oil price to remain low in 2016, says Total boss [Engl]
Mon Dec 07, 2015 8:41 am
http://www.bbc.com/news/business-35026287
The oil price is unlikely to recover next year, according to the boss of the French energy giant, Total.
The price of Brent crude is currently under $43 a barrel, down more than 60% since last summer, while US light crude is trading below $40 a barrel.
Oil prices have not been this low for more than 10 years.
And Total's Patrick Pouyanne "doesn't anticipate a recovery in 2016". In fact, he thinks supply will grow faster than demand next year.
He is not alone. Last Friday, Goldman Sachs put out a note suggesting prices could fall a lot further....
Historically, Opec has cut production to support prices but, led by Saudi Arabia, the group has resolutely refused to trim supply this time.
Saudi's motivation is simple - to drive US shale producers out of business, believing that they will fall victim to lower prices long before the traditional oil producers of Opec....

Brent crude hits near seven-year low as oil rout continues – business live [Engl]

Well - if Putin was planning to freeze Ukraine and western Europe into submission - his plan is well and truly up the spout.
It is the Russian economy now that has real real problems. Not Europe.
It looks like Ukraine again did a good move in delaying gas purchases until the New Year.
Who knows how low the oil price will be on January 01, 2016.
=====

Ukraine imports batch of coal from South Africa at $57 per tonne – minister [Engl]
Mon Dec 07, 2015 10:24 am
http://en.interfax.com.ua/news/economic/309475.html
...Demchyshyn added that the existing contract to buy coal from South Africa allows boosting the purchase volume to any level. It is restricted only by availability of funds and the capacity of the port infrastructure.
====
Thoughts. During the Yanukovich era power cuts were fairly common here in Ukraine, especially outside of the major cities.
This year has been the best I can remember for infrequency of cuts.
I'm not sure how good this price of 57 dollars is.
But saw this at yprice.com Australia Coal Price:52.54 USD/mt for Nov 2015
So price seems ok. Cheaper to ship from SA.

EU to thoroughly assess Nord Stream II, sees no reasons to close it, - Commissioner Hahn
Mon Dec 07, 2015 12:56 pm
EU officials have repeatedly said they can’t block a project that abides by the region’s laws.
Commenting on Ukraine PM Yatseniuk's earlier statement that Nord Stream II has to be blocked, the EU's neighborhood commissioner Johannes Hahn reiterated that line, saying it was "important to keep competition" in the energy sector and insisted that if the project abides by EU rules, "we don't have a hook."
This is reported by Censor.NET citing The Wall Street Journal.
"But we will have a very sound and thorough assessment" of the project, he pledged.
The issue could come up at a meeting of EU leaders later this month. A letter signed by a number of EU governments was sent to the European Commission recently expressing concerns about the project.
U.S. officials have also pushed the EU not to proceed with the project, arguing it could significantly increase Russia's leverage over its neighbor.

Russia will be unable to fully supply Crimea with energy in next 10-12 months, - Ukrenerho
Mon Dec 07, 2015 7:30 pm
The Russian Federation will not be able to provide power supply in annexed Crimea on its own within the next 10-12 months.
NEC Ukrenerho Acting Head Vsevolod Kovalchuk said, Censor.NET reports citing 112 Ukraine TV channel.
"We do not know the details of the construction of "power bridge" and other networks necessary for its operation in the territory of the Rostov region and in the territory of Crimea. We assessed these expenditures: they range between half a billion to two billion dollars. They have significantly accelerated activities for the construction of the "power bridge" recently but even if it is finished before the end of this month, it will nowise be able to provide even 80% of the needs of Crimea. We think that it will be able to cover 45-50% of Crimea at best during the evening peak period. Those figures, which are voiced by the representatives of their so-called "authorities", take into account the energy generated including by the solar power plants that operate at daytime only while they cannot operate at full capacity. It is impossible to restore the power supply in Crimea in full by means of additional measures including the construction of a power bridge within the next 10-12 months," Kovalchuk said.

Strong NATO force essential to fight Putin's bullyboy tactics in Europe
Mon Dec 07, 2015 9:52 pm
The Russian military's display of force in Ukraine and the Middle East has rattled the West. The Kremlin's troops and weapons still occupy Donbas and Moscow's airstrikes aimed at Islamic State appear to missing their said target, instead destroying other forces fighting Syrian President Assad. But these tactics to destabilize entire regions raise more questions – namely – what will President Vladimir Putin do next? And should we panic? That's a question we hope to answer in today's Press Review. To help us – Edward Lucas writing for The Daily Beast.
In the article titled 'No, we're not facing World War III' Lucas writes:
"Putin is a bully, but he is not insane. He may rattle his nuclear saber, but in any real confrontation with the West, he is the guaranteed loser. He can credibly menace the Baltic states (because in Pentagon war games, the Russians always get to the coast before the allies get to Estonia, Latvia, and Lithuania). But this ignores the wider context. So long as the West responds to a geographically limited provocation with a much broader response, Putin is powerless."........................
