Why do democratic countries continue to look other way, when the Kremlin continues to slaughter men, women & children

The Kremlin continues to break international humanitarian laws without regard, when they're bombing schools, hospitals and streets, in places there are no terrorists.
Neither the United Nations, The Hague, the EU Council and the White House do or say a thing about the atrocities being practiced by the Kremlin and Putin. NOT ONE WORD have we heard from these organizations. If it happened to their family members, what would the reaction be? Yes, if sounds cold, but that's how they're reacting. Totally cold towards innocent people.
For starters, crimes against humanity can be put in place. Also practicing targeted genocide. Probably more charges can be applied, including reparations and compensation to those families (is some still remain) that lost loved ones.
How would you feel if this happened to you and/or your family members? What would you do? Would you also look the other way, as Obama, the UN head, Donald Tusk, The Hague's top head are doing?
Allow this to happen without an ramifications basically gives the Kremlin and Putin a green light to continue. How many hundreds or thousands dead will it take, before they act. They're here to protect humanity, but they're actually condoning it. Why should they, i.e. the United Nations continue to be funded, if they aren't doing what they're suppose to do?
We must put them to the fire so this doesn't continue and spread to other regions. Who'll be next?
