Ukraine crisis. News in brief. Wednesday 22 June. [Ukrainian sources]
Wed Jun 22, 2016 2:39 am
WEDNESDAY
Please scroll down to view news items added during the day
News:
28 attacks from Putin's Russian forces yesterday on Ukraine.
AP says no dead or injured. Slava Ukraini!
Weather:
Possibly a little better. Still very humid. But.. 24 at 0900.
Chances of some rain. That would be great - if it happened. High maybe near 28.
Anything below 30 would be great. Yesterday was really muggy.
Footie:
Ukraine lost 1-0 v Poland last night - and went home. Manager offered his resignation.
Russian press openly critical of their team. Unusual. Their manager also resigned.
NI went through as one of the best 3rd place teams. So 3 British teams into the last 16.

Tymoshenko threatens Groisman over his words regarding the 2009 gas contract

Tymoshenko threatens Groisman over his words regarding the 2009 gas contract
http://www.pravda.com.ua/news/2016/06/21/7112488/
The lawyer of Tymoshenko Mykola Titarenko said that Prime Minister Vladimir Groisman, in criticizing the signatories gas contract with Russia in 2009 did not mean Timoshenko.
This is stated in its "demand refutation of false information" sent by the UE on demand Tymoshenko on news UP "Groisman hinted that Tymoshenko was" dividends "of a deal with Putin" on 21 June.
"Separately, I have to stress opinions of the author to obtain" dividends "my client the results of signed gas contracts in 2009," - said Titarenko.
The lawyer cited the part quoted UP following statement Groisman: "At the time of signing the $ 450 price of gas, the price of gas was $ 235 maximum. I think it did not fair price. Expert community knows that it did not fair. Of every thousand cubic meters of gas from 2009 every year who had to do with the signing (of agreements), there was a dividend. "...
...Groisman also said:
"We had a 2006 gas at what price? And in 2008 - 135 dollars? So why it is necessary to sign a contract for 450 (USD) per 1,000 cubic meters? Why, I ask? And now someone I tells that the market price that is installed on gas - a crime? "
and
"We have it (gas price) was not a market. We have one myself figured out what could the Russians to sign a contract for $ 450 per thousand cubic meters - is no market is not defined, and a signature of one person has determined that it will be 450 dollars" ,...
===
Why did Tymoshenko agree a massive price for gas with Putin? I think we all know the answer.
But Tymoshenko doesn't like Groisman saying why. Hence now the threat of legal action.
I am sure in the eyes of the Yulia Post (aka Kyiv Post) she is an innocent angel. But then she has financial connections to the owner of the Yulia Post also. ...
We all know how business works in Ukraine, and Tymoshenko knows more than anybody that gas money is big money, and a few billion in an account in Nauru is unlikely to be traceable.

Tymoshenko and 450 dollar gas deal with Putin - opinion
Of course, 450 dollars was a mad price.
And most people can work out why she agreed to such a crazy price. There only seems to be one logical answer.
And for that answer you need to look at Tymoshenko's clothes and her handbag.
Her handbag is typically Louis Vuitton, costing around 10,000 dollars. But in her income declaration she earns kopeks.
So you have to ask yourself, "is she an honest woman"?
But more.
If Putin did give her a nice bonus for agreeing this deal, then... you can be sure that Putin can suddenly produce the documents to show that Tymoshenko has a few billion in an account in Nauru or the Bahamas via Gazprom.
And if Putin can do this, then he has a good hold over Tymoshenko.
How would Putin use Tymoshenko? To destabilize Ukraine.
What has Tymoshenko done since getting back into politics?
Criticize those in power constantly, even when she was part of the "coalition".
Question: Is Tymoshenko acting on behalf of Putin to destabilize the government? All her actions point that way.

No date, no details.
I think he wanted a meeting before the Nato summit in Poland. But Putin doesn't want this. Putin is a dictator, not a negotiator.
So I would expect the current inpasse to continue for many months to come. A frozen conflict. Putin is an expert in these.

Alone with a bear

....Europe is afraid (or, due to economic bonuses, does not want) to call a spade a spade. But if one engages in verbiage and ignores the real situation on the ground, there can be no talk about any conflict settlement. ...
Translated into normal language, this means that the Kremlin shows it will continue killing the Ukrainian soldiers as long as Kyiv doesn’t agree with the Kremlin the constitutional amendments providing for neutrality and the special status of the occupied Donbas, with the right to veto any decisions of the Ukrainian authorities. And there are some other “minor” things: the amnesty / legalization of militants and giving the Russian language and official status of a second state language. To fall for such demands means to open the gates for the Moscow Trojan horse. Moreover, this horse doesn’t even hide its militaristic intentions Unfortunately, this message of the Kremlin is gradually beginning to find understanding in the West. ...

Not a bad article; opinion, obviously.

Tymoshenko’s role in gas corruption scheme
Wed Jun 22, 2016 7:29 am
Yulia Tymoshenko, ex-premier and leader of Ukraine's large opposition Batkivshchyna party, was the originator of gas corruption scheme later headed by lawmaker and tycoon Oleksandr Onyshchenko, influential political expert Taras Chornovil said late June 20, speaking on Espreso.TV.
“Almost all the players in the Onyshchenko case will be put behind bars, with the exception of several with deputy immunity,” Chornovil said.
The expert predicts the immunity will be lifted from Onyshchenko. However, when it comes to this, Onyshchenko will flee the country.
Yulia Tymoshenko figures in this case, and it will be interesting whether prosecutors will be able to file charges against her, he said.
“There is no doubt Tymoshenko was the originator of the corrupt scheme now used by Onyshchenko when domestically produced gas was bought up at low prices at auctions and then resold at commercial prices to Ukrainians,” Taras Chornovil stressed.

Sanctions against Russia should be more personal, - Savchenko
Wed Jun 22, 2016 7:32 am
Verkhovna Rada and PACE deputy Nadiia Savchenko deems it appropriate to gradually lift the economic sanctions against Russia but leave the personal ones.
As reported by Censor.NET referring to Ukrinform, she said it on air DW's Nemtsova. Interview project.
"I believe that the sanctions should be more personal so that those guilty of what is happening will get exactly what they deserve. The economic [sanctions - ed.] should be lifted over time as commitments are fulfilled. Step by step," Savchenko said.
According to her, this is "very frustrating" that sanctions affect both common people in Russia and Europe and Ukraine."
"Europe can and must, as well as all the civilized world, talk to Russia in the language of economics and politics," Savchenko said, emphasizing it is not "necessary to plunge into a third world war."
Earlier, Tuesday, COREPER (the Committee of Permanent Representatives in the European Union) made a decision to extend sanctions against Russia for another six months - until Jan. 31, 2017. The final decision is to be made by the EU Council before the end of July.
As previously reported, in 2014, the European Union, the United States and several other countries imposed sanctions against Russia in connection with the occupation of Crimea and aggression in eastern Ukraine. These restrictive measures were repeatedly extended and expanded. In particular, the talks on visa waiver and a new basic agreement on cooperation were suspended; several Russia's officials were banned to travel to the EU while their assets were attached. Trade, financial, and military restrictions were introduced.

IMF regularly talking about retirement age increase in Ukraine
http://en.interfax.com.ua/news/economic/351789.html
===
There is already a pension age increase working its way through the system.
And pensions in Ukraine are so small, I don't see any point in messing about with this currently.
Life expectancy is also very low in Ukraine. The IMF need to think a bit, rather than simply stick to dogma.

Russia was ready to open second front in Odessa via Transdniestr - SBU Head
First major interview with the Head of Security of Ukraine Basil Gritsak
http://www.liga.net/projects/gricak_interview/
[this about half-way through this very long interview]
...Key in the said - blast bridges and capture a thin isthmus near the border with Transnistria, where Russian troops are based. Under the guise of "militia" in the nine districts of Odessa oblast cut enter the Russian troops from Transnistria - is the beginning of the proclamation of the so-called People's Republic of Bessarabia headed by Russian officers. After the capture of the Odessa region - the destabilization of Moldova and Romania, attempts to capture Odessa, a second front for the Ukrainian army. For the Russian troops in Transnistria opens the way transfer of supplies from the Crimea. This would open up tremendous opportunities for Russian destabilize the south-west of Ukraine and neighboring countries in Europe - with hail, hurricanes, tanks and infantry corps....
In a small circle, I reported on the situation in Odessa and the preparation of plans for the second front - the president and the chief of the General Staff.
- What was the reaction?
- They were, to put it mildly, surprised.

Ukraine foreign debt narrows 1.2% in 1Q16
Wed Jun 22, 2016 11:14 am
Analyst: “Though the amount of the new loan [IMF] program could be much lower than initially expected (USD 3.4 bln in the best case vs. USD 5.8 bln anticipated initially), we are not rushing to revise our gross external debt forecast of USD 127 bln by the end of 2016. Private borrowings might easily offset lower IFI loans amid stronger economic performance.”
KYIV, June 21, 2016 (UBO) - Ukraine’s gross external debt contracted 1.2%, or USD 1.4 bln, to USD 117.4 bln as of April 1, Concorde Capital informed clients today based on a National Bank of Ukraine (NBU) report of June 16. External debt equaled 129.7% of GDP, which is slightly less than 131.3% of GDP at the end of 2015.
The main driver of the debt decrease was private sector liabilities, which contracted USD 1.9 bln to USD 74.2 bln. Liabilities of Ukrainian banks fell USD 1.8 bln, owing to repayments of their external loans, the NBU said (most likely, in the form of conversion of their external debts into equity).
At the same time, state liabilities increased USD 0.5 bln to USD 43.2 bln by the end of 1Q16. Government liabilities increased USD 0.8 bln on the back of a Japan International Cooperation Agency loan (USD 0.3 bln) and guaranteed debt translation into Eurobonds (USD 0.3 bln). NBU liabilities contracted USD 0.3 bln due to repayments on swap operations.
Short-term liabilities decreased USD 3.6 bln qoq to USD 47.6 bln in end-1Q16 owing to an imposed moratorium on USD 3 bln in Eurobonds that a Russian state agency holds........

“West ignores us just like before WWII, while NATO escalates its aggressive actions at our borders,” - Putin
Wed Jun 22, 2016 8:16 pm
President Vladimir Putin of Russia believes that the military advance of the Third Reich on the Soviet Union could have been prevented if the West had not pursued a policy of deterrence “which is still underway."
As reported by Censor.NET citing UNIAN, Putin said this delivering speech to the State Duma today.
"The main lesson of the most recent war is well known: it (the war) could have been prevented. The Nazis and their allies had to be timely and resolutely curbed, but it did not happen. The direct proposals of the Soviet Union - our country - on joint efforts, on collective defense were either given outright refusals or were just outtalked," Putin said indignantly.
"The leaders of certain Western countries gave preference to the policy of deterrence of the Soviet Union, strived to bring it to the international isolation. However, the actual terrible global threat was posed by Nazis then. This threat was underestimated, omitted. They were reluctant to recognize that the criminal regime was emerging and getting stronger in enlightened Europe," he stressed.

"What other lesson is needed in order to unite for the sake of struggle against international terrorism today, rejecting the outdated ideological differences and geopolitical games?" the Russian president wondered.
"We witness the rapid growth of the risk of this common threat proliferation. It is necessary to create a modern, non-aligned collective security system, equal for all states. Russia is open to discuss this important issue and has repeatedly declared its readiness for dialogue. But we do not see a positive reaction again so far, as it was before the World War II. On the contrary, NATO escalates its aggressive rhetoric and its aggressive actions right at our borders. In these conditions, we must pay special attention to the issues of enhancing the defense capability of our country," Putin emphasized.
