Ukraine pulls out of deal with Russia on mutual supplies of arms, military equipment

The Cabinet of Ministers of Ukraine terminated the intergovernmental agreement with Russia dated Feb. 8, 2005, regulating the procedure for mutual supplies of arms and military equipment, military components and services.

As reported by Censor.NET referring to Interfax-Ukraine, the Cabinet approved the corresponding bill without a discussion at a meeting on Nov. 8.

Earlier, Ukraine ceased exporting military and dual-purpose goods to Russia in 2014. A presidential decree of Aug. 27, 2014 enforcing a Ukrainian National Security and Defense Council decision codified the ban on military-technical cooperation with Russia, including shipments of dual-purpose goods.

The Ukrainian government severed a 1993 intergovernmental agreement on military-technical cooperation with Russia in May 2015. In August of the same year, the government also terminated a 1993 intergovernmental agreement with Russia on industrial, scientific and technical cooperation between defense enterprises.

In August 2017, the Ukrainian government denounced a 2003 intergovernmental agreement with Russia regulating interaction between the parties in exporting military products to third countries, and in October 2017, it terminated a 2000 intergovernmental agreement with Russia on preserving the profile of enterprises and organizations which take part in the production of military goods.

If we recognize Russia as an aggressor, we must break diplomatic relations with it

Ukraine News in brief. Wednesday 8 November. [Ukrainian sources] Censor_news_big3

The Ministry of Foreign Affairs should consult on the possibilities of finding an intermediary in the contacts between Ukraine and Russia.

People's Deputy (BPP), secretary of the National Security and Defense Committee of the Verkhovna Rada of Ukraine Ivan Vinnik commented on the information published by a number of Russian mass media for Tsensor.NET that the second paragraph of the bill on the reintegration of Donbass ( No. 7163 ) will include an item on the severance of diplomatic relations with Russia.

"We now have the issue of recognition of the Russian Federation as an aggressor and invader of Ukrainian territories. International law and practice do not provide for the presence of diplomatic relations under such conditions, therefore, the adoption of the draft law No. 7163, filed by the President of Ukraine," On the basis of state policy on the maintenance of state sovereignty in certain areas "will definitely impose powers and responsibilities on the executive branch, namely the Ministry of Foreign Affairs, to terminate diplomatic relations with the Russian Federation. At the same time, I and the Committee will insist that the final provisions we specified position on the Cabinet of Ministers, Ministry of Foreign Affairs to bring diplomatic relations between Ukraine and Russia in accordance with international law and practice in the application called ' the recognition of one of the other countries, an aggressor and invader. And we will insist that the Ministry of Foreign Affairs will consult on the possibilities of finding an intermediary in the part of contacts between countries, between whom direct contact is impossible,"- said Vinnik.

"As for information about Belarus or Switzerland (as possible mediators - Ed.), I did not say that, but I can express my own opinion. About Belarus - this is probably not acceptable, given that it directly facilitated and organized the detention and transportation in the Russian Federation of a Ukrainian citizen, Paul Griba, and in fact they became collaborators for the aggressor country. As for Switzerland ... well, if Switzerland is really ready to do this, perhaps it could be a compromise option for realizing You have diplomatic relations between our countries (Russia and Ukraine - Ed.) See what happens, Ukrainian diplomats, consuls do not let even detained Ukrainian citizens for a long period of time, do not allow doctors.

Asked about the prospects for adopting an amendment on the severance of diplomatic relations with Russia, Vinnik said: "This will not be an amendment but rather a recommendation by the committee, if it is approved, it is not necessary to make it an amendment - this is an obvious fact. If we recognize Russia as an aggressor, of course, we are obliged to break diplomatic relations with it. It is simply in the final clauses that we turn our attention to the Cabinet of Ministers and we invite them to take action to find a mediator."

Vinnik also told about other amendments to the law on the reintegration of Donetsk Oblast: "We have made a number of amendments, concerning the more precise regulation of the powers that arise from the state authorities and the military authorities in connection with the introduction of a new legal regime for the management of troops, which is called "measures to ensure the national interests of Ukraine" ".

"This will further complicate the situation", - Peskov about the possible rupture of diplomatic relations with Ukraine

Ukraine News in brief. Wednesday 8 November. [Ukrainian sources] Censor_news_big3

The Kremlin sees the issue of the rupture of diplomatic relations between Moscow and Kiev as a sovereign affair of Ukraine.

As informs Tsensor.NET with reference to RIA "Novosti", press secretary of the president Dmitry Peskov has declared.

At the same time, according to him, if Kiev goes on this step, the interests of Ukrainians and Russians will suffer.

"In Ukraine, in recent years, many decisions were made that had the most negative consequences for the settlement of the conflict in the south-east of the country. Perhaps, if such a decision is adopted this time, this will further complicate the situation," Peskov told journalists.

Peskov also asked about who, if such a decision was taken by Kyiv, could become an international mediator between Russia and Ukraine.

"Hypothetical considerations are unlikely to be appropriate," he replied.

Earlier, the Russian edition of Kommersant, referring to sources in the Ukrainian parliament, wrote that the Verkhovna Rada could vote next week for the severance of diplomatic relations with Russia.

Later, People's Deputy (BPP), secretary of the VR Committee on National Security and Defense Ivan Vinnik commented on Censor.NET published information from a number of Russian mass media that the second paragraph of the bill on the reintegration of Donbass (№7163) will include a clause on the rupture of diplomatic relations By Russia.

Yes, in his opinion, if Ukraine recognizes Russia as an aggressor country, it will be obliged to break diplomatic relations with it.

Diplomatic relations between Ukraine and the Russian Federation and Ukraine were established on February 14, 1992. In 2014, Moscow and Kiev withdrew their ambassadors.

Over the past century communist totalitarian regimes have killed more than 100 million people - the White House

Ukraine News in brief. Wednesday 8 November. [Ukrainian sources] Censor_news_big3

The US administration has issued an official appeal in connection with the national day of the victims of communism.

Tsensor.NET informs about it, referring to the White House website.

"Today, on the National Day of the Victims of Communism, the 100th anniversary of the Bolshevik Revolution in Russia dates back to the Bolshevik revolution, which led to the creation of the Soviet Union and the dark decades of repressive communism, political philosophy, incompatible with freedom, prosperity and worthy attitude to human life," says in the text of the official notification.

"Over the past century, more than 100 million people have been killed by the Communist totalitarian regimes around the world, and have invaded more people than exploitation, violence and unspeakable destruction. These movements, under the wrong pretext of dismissal, systematically took away the right to freedom of religion granted by God to innocent people, freedom of assembly and other rights we possess, "said the White House.

"Today we remember those who died and all who continue to suffer under communism ... Our country confirms its unwavering determination to light the light of freedom for all who are worthy of a more free future, "the text says.

A new generation of communists and leftists is coming of age in modern Russia

Sporting a Lenin pin and extolling Marx over a latte in a bustling downtown cafe, Andrei is every bit the modern-day Russian communist. And don't expect the 19-year-old to get teary-eyed about the demise of the Soviet Union.

An aspiring university student, he has lived most of his life under President Vladimir Putin and his views have nothing to do with an abstract "nostalgia" for a country he never knew. He admits the Soviet Union "made mistakes" but insists horrors like the Gulag or the Great Terror don't discredit communist ideals.

Flanked by two fellow activists who occasionally chip in to cite Engels, Andrei recounts how he was just 13 when he set out to join the Komsomol, the Communist Party youth group whose earthy, leather-booted, pistol-toting partisans fought in the Russian Civil War that raged after the Bolshevik Revolution and claimed up to 12 million lives.

In a white hoodie and jeans, Andrei, who asks that we not use his full name, says he was drawn to the Komsomol by anger over how his liberal-minded mother and father subsisted -- working blue-collar jobs as a house painter and a driver -- in the capital of one of the most socially unequal major economies in the world. He himself worked summers in a crane-making factory from the age of 14 to save up for college.

"I've seen how the state deals with common people," says Andrei, who recently finished compulsory military service and hopes to start university this fall. "I was at the bottom of our society. The injustice we have in this country -- tiny salaries and pensions -- of course it makes you ask why this is the case."

As he rattles off grievances, one could mistake him for a liberal opposition activist: He rails against the "persecution of dissidents," condemns state propaganda's "militarization of society," and abhors colossal sums spent on national defense rather than a collapsing education system.

One hundred years after the Bolshevik Revolution, Andrei's views speak to the new generation of communists and leftists coming of age in modern Russia at a time when a resurgent left in the West is producing figures like Jeremy Corbyn, Bernie Sanders, and Jean-Luc Melanchot.

Russia's tightly controlled politics has no comparable figure -- although leftist thinkers and activists see gaping space opening up for leftist political forces, with the country sputtering out of its longest recession of Putin's tenure and two nationwide opposition protests suggesting that public politics has awakened from a deep slumber.

Boris Kagarlitsky, a sociologist and Marxist, says there is a widening disconnect between an electorate yearning for left-wing policies and a ruling elite that is, if anything, "moving to the right" and weighing further privatizations and huge constructions projects seen as self-serving.

"This creates a tremendous gap between what people want and what the government is doing," Kagarlitsky says. "I think there is going to be much more space for radical leftist politics in this country, probably already by this autumn and in the next year."

Scouts from the United States told which rivals are most afraid of Putin

Russian President Vladimir Putin has proposed for consideration by the State Duma a bill that will give the National Guard powers to protect governors and important regional enterprises, indicating a distrust of the head of the Kremlin to the Russian special services.

This is reported in the material of the private American intelligence-analytical company Stratfor, which is at the disposal of "Apostrophe".

"The desire of the Kremlin to make the National Guard look at the leadership of the regions shows that Putin does not have confidence in other security services. Such expansion efforts are another sign of Putin's growing distrust with Russia's intelligence services, which may potentially become rivals of its regime or intensify the conflict. regions with the Kremlin", - said in Stratfor.

Analysts believe that recent political and economic upheavals have caused Putin's doubts as to the loyalty of governors, business class and security services. Also, the head of the RF recently dismissed a number of governors because of the low economic performance of the regions and the sympathy of the opposition.

"But if the law is adopted, he will put Putin's personal army under his direct control of the leaders and enterprises to protect them, as well as to monitor them and potentially to detain them. And, in addition, the regions will have to pay for this protection themselves local budgets", - experts write.

Not Donetsk or Lugansk: The military told what city Putin planned to make the capital of "Novorossia"

The commander of the 46th Battalion of the Armed Forces Donbass-Ukraine Vyacheslav Vlasenko (call "Filin") said that the capital of the so-called "Novorossiysk" should have been Kharkiv.

This was reported by the combatant in an interview with the "Apostrophe".

"You know that the Novorossiia operation from the very beginning involved seizing the Crimea and eight regions of Ukraine! Starting from Odesa, entirely along the coast - and even to the Kharkiv region, and the capital of Novorossiysk was supposed to be in Kharkiv, but this was not allowed. Although in those areas there was a long training, weapons were imported, titules, psychological and ideological preparations were made to capture these areas, "the combatant says.

According to him, the second stage of Russia's aggression against Ukraine was supposed to be an attack on Kyiv.

"And this was only the first stage - on the Dnipro River. The second stage should be the transition to Kiev, and we, with our weak army - disassembled, masked, managed to stop it", - noted "Filin".

Therefore, he urged not to rush to blame Ukrainian military and political leaders for certain military failures in the Donbas.

"And now we say:" Here are all bad things. "But let's put eight areas that could well be today under the confines, and on the other - those occupied territories that are now, on the one-piece weigh. There is a difference, so because of inexperience , weak intelligence, indecision in the actions we allowed the following, but we will judge everyone? Because, I know, there are a lot of such boys who have little blood and who only do what they call: Geleteya on the branch, Muzhenko on the branch, all on the branch...", - said Vlasenko.

SBU apprehends two Russian agents plotting terrorist attacks in Ukraine’s cities

Operatives of the Security Service of Ukraine (SBU) detained two saboteurs in Severodonetsk who planned to commit acts of terrorism in the city under instructions of their supervisors from the Russian secret services.

Censor.NET reports citing the SBU press office.

The law enforcers detained a Donetsk resident outside a government building in Severodonetsk when he was reconnoitering the site and making pictures of the facility personnel and security guards. A camera, IDs, three cellphones, and an improvised explosive device with three TNT bars were found in his car during search. It was found that the perpetrator planned to leave the city after the attack to arrange the next one in another part of Ukraine.

Moreover, the operatives apprehended another individual, a resident of Severodonetsk, who collected information about Ukrainian military bases, security regimes in government and law enforcement facilities of the city. Using this information, the Russian supervisors picked the target for the attack - the encampment of a detachment of the Armed Forces of Ukraine. The law enforcers detained the terrorist on his way to the designated target. An improvised explosive device was seized from him during the search.

Both agents were indicted and put in the pretrial custody. The law enforcers carry out investigation to establish the detainees' involvement in terrorist attacks committed in other regions of Ukraine.
