This is reported by The Diplomat.
According to a source in the United States government, familiar with North Korea's weapons program, missile launch engines were rejected approximately one minute after launch, which led to a disaster.
Launched on April 28 last year, a North Korean air defense base in the southern part of Pyongyang, the medium-range ballistic missile Hwasong-12 did not fly above 70 km and collapsed in Tokhon, causing damage to a complex of industrial or agricultural buildings.
It is alleged that, given the short flight time, the explosion could have had a significant amount of power due to the large amount of unused fuel. However, the number of victims was unlikely to be significant, since the missile fell into the territory of the industrial zone during non-working hours.
