US State Department urges Russia to stop shelling on Donbass and agree to peacekeeping mission

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

The US State Department commented on the death of a 23-year-old nurse Sabina Halytska in Donbas.
This is reported by Tsensor.NET with reference to Voice of America.

"Russia is continuing a conflict that has already claimed over 10,000 lives. Yesterday, we received a report of the murder of a 23-year-old Ukrainian doctor while she was trying to help civilians near the conflict line, which reminds that the conflict in Eastern Ukraine rages further. and rescuers face real danger every day, "said Heather Noorte, a spokeswoman for the State Department during a briefing.

Noorte also said on Thursday that it was Russia that created a conflict in eastern Ukraine in 2014 and continues to manage its forces under its control in the Donbas.

"Russia has demonstrated many times that it can end violence when it desires." The United States once again calls on Russia to force its protagonists to fully comply with the cease-fire regime, to withdraw forces and heavy weapons from Eastern Ukraine, and to accept an active UN peacekeeping mission, "Noether said.

EU Ambassador Mingarelli says only small-minded persons notice no reforms in Ukraine

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

Head of the EU Delegation to Ukraine Hugues Mingarelli believes that a number of ambitious reforms were initiated in Ukraine despite severe conditions in the country.

Mingarelli said at a conference on the outcomes of the Ukraine-EU Association Agreement implementation in 2017 and further prospects in Kyiv today, Feb. 23, Censor.NET reports citing UNIAN.

According to the diplomat, either idiots or small-minded persons do not notice the reforms that have been implemented under pretty hard conditions. He also promised the doubters to voice the entire list of extremely ambitious reforms that had been initiated.

Mingarelli believes that in order to implement an Association Agreement between Ukraine and the EU, it is necessary to meet certain requirements including for the authorities to have political will.

There is no doubt, he says, that Ukraine’s authorities have taken a number of steps over the past four years to modernize the country, to transform it, to turn it into a transparent, democratic society based on the socially-oriented market economy.

The EU ambassador said it would be a disgrace if the Ukrainian authorities were not completely committed to the implementation of the agreement as at least 10,000 people died for this treaty. He expressed conviction that the war was ongoing in Ukraine precisely because of its European choice which, he said, was something that was extremely important for him in political terms more than just adhering to some legal obligations that Ukraine assumed by signing this agreement.

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Empty Russia to pay immense compensation for Ukraine’s maritime rights violation, FM Klimkin says

Russia to pay immense compensation for Ukraine’s maritime rights violation, FM Klimkin says

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

Ukraine’s Foreign Minister Pavlo Klimkin says Ukraine will receive considerable compensation for Russia’s violations of Ukraine's maritime rights in the Black Sea, the Sea of Azov and the Kerch Strait but the extent of compensation will be determined by the International Tribunal.

As reported by Censor.NET citing Interfax-Ukraine, the foreign minister Thursday said at a joint press conference with his Albanian counterpart Ditmir Bushati.

"We deliberately avoid voicing the amount because Russia goes on violating Ukraine’s rights. Therefore, Russia will pay the damages which extent will be determined by the court.... The amount will be very significant.... We are talking not about millions, dozens of millions or even hundreds of millions," Klimkin said.

Read more: Foreign Ministry: Ukraine reserves right to assess damage caused by Crimea occupation at final stage of dispute with Russia

According to him, the amount will be significant since it should reimburse the damages caused by violations of the rights of Ukraine in the Black Sea, the Sea of Azov, and the Kerch Strait.

"It will cover literally everything starting from the fact that we have been deprived of the opportunity to extract resources in our shelf area, explore our shelf, and exploit the living marine resources down to our cultural heritage," the diplomat explained.

On Feb. 19, 2018, Ukraine filed a memorandum in arbitration proceedings against the Russian Federation under the 1982 United Nations Convention on the Law of the Sea ("UNCLOS"). Since 2014, Russia has unlawfully excluded Ukraine from exercising its maritime rights; it has exploited Ukraine's sovereign resources for its own needs; and it has usurped Ukraine's right to operate within its own maritime areas. The document submitted by Ukraine on Feb. 19 contains all the details regarding its claim and legal grounds. The Russian side has three months to prepare its objections. Ukraine's Foreign Ministry expects a final decision by the International Tribunal on the UNCLOS violations by Russia no earlier than 2021.

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Empty Judge Pidbereznyi who tried to bribe SAP head Kholodnytskyi last year returns to work

Fri Feb 23, 2018 9:59 am
Judge Pidbereznyi who tried to bribe SAP head Kholodnytskyi last year returns to work

Hennadi Pidbereznyi, who was suspended from the post of the chairman of the Kyrovskyi district court of Dnipro last year after being nabbed red-handed while passing $50,000 in bribe to Specialized Anti-Corruption Prosecutor's Office (SAP) Head Nazar Kholodnytskyi, returned to his workplace.

As reported by Censor.NET citing the story by TSN, Pidbereznyi tried to bribe Ukraine’s top anti-corruption prosecutor right in his office in exchange for termination of criminal proceedings against the judge’s colleague.

Pidbereznyi was not placed in pretrial custody as he was bailed out. The chairman of the court came to his workplace since his suspension has recently expired.

TSN appealed to the Prosecutor General's Office to find out how comes that nothing prevented Pidbereznyi from continuing working as the court chairman being indicted with bribery, but received no response to its inquiry so far. A week ago, the Prosecutor General's Office said that the pre-trial investigation into attempt to bribe Kholodnytskyi was completed and the indictment was sent to court. Pidbereznyi faces up to 10 years in prison with confiscation of property under charges he was indicted on.

As reported, on Sept. 21, Pidbereznyi with another judge of the Kyrovskyi district court of Dnipro suspected of committing a corruption offense offered $300,000 in bribe to Kholodnytskyi for termination of criminal proceedings against the latter. The judges were detained red-handed with a part of the sum - $50,000. It is noteworthy that the judge who tried to avoid criminal responsibility by bribing Kholodnytskyi was under house arrest.

"Today, the world in Ukraine is 90% dependent on the US," - Kuchma

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

Politics in Europe "have forgotten history lessons", so Ukraine should rely on US assistance.

According to  Tsensor.NET, referring to Interfax-Ukraine , the representative of Ukraine in the Trilateral Contact Group on the Situation on the Donbass, Leonid Kuchma, reported.

"The Tripartite contact group is the only opinion, and it coincides with the president's point that peacekeepers must be on the whole territory, and above all on the Ukrainian-Russian border. And when we are offered, let's first give the" blue helmets "to the collision line, so that they defended the OSCE mission, this means a new border with Ukraine, "he said during a speech at the Fourth Baltic Sea-Black Forum" Solidarity of the Baltic Sea-Black Sea Countries as a Consensus Strategy for a Greater Europe "on Friday in Kyiv.

According to him, politicians in Europe "have forgotten history lessons", so Ukraine should rely on US assistance.

"Today, the world in Ukraine is 90% dependent on the United States," Kuchma said.

Recall that on September 5,  Russian President Vladimir Putin expressed the opinion that the presence of UN peacekeepers in the Donbass would be in favor of resolving the conflict in eastern Ukraine , and instructed the RF Ministry of Foreign Affairs to make a corresponding draft resolution for consideration by the UN Security Council.

First Deputy Speaker of the Verkhovna Rada, representative of Ukraine in the Trilateral Contact Group on the Situation on the Donbas Iryna Gerashchenko stated that the introduction of a UN peacekeeping mission on the line of collision in eastern Ukraine can not be the language,  peacekeepers should be introduced to the entire territory of Russia Of Ukraine.

The Russian Deputy Permanent Representative to the United Nations, Vasyl Nebenzha, said  that the Russian side had sent a draft resolution on the deployment of peacekeepers to Donbas to the UN Secretary-General and head of the UN Security Council.

In numerous statements of the Russian authorities, it was emphasized that peacekeepers should be placed only on the line of separation of the warring parties, but not on the entire occupied territory of the Donbas, and especially not on the Russian-Ukrainian border.

Subsequently, German Chancellor Angela Merkel said  that Putin had agreed to host peacekeepers in all Donbass to protect OSCE staff.

On November 14,  representatives of Russia and the United States discussed in detail the possibility of deploying a UN peacekeeping mission in the Donbas.

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Empty Russian special services planned to set fire to Romanian schools in Chernivtsi region - SBU

Fri Feb 23, 2018 10:07 am
Russian special services planned to set fire to Romanian schools in Chernivtsi region - SBU

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

The SBU records the activation of RF special services to destabilize the situation in the country and to discredit our state towards the world community.

In the Chernivtsi region, Russian intelligence agencies planned the arson of two Romanian schools, a provocation organized by a citizen of Russia, David Ponomariov, reports Tsensor.NET. This was announced by the deputy head of the SBU Viktor Kononenko, said on the site of the SBU.

"Only in February the Service recorded attempts by Russia to make twelve such provocations," he stressed.

In early February, an administrative building of the "Hungarian Culture Society of Transcarpathia" was launched in Uzhgorod. The Security Service of Ukraine received information on the fact that the said center was selected by the RF special services as an object of attack for complicating the Ukrainian-Hungarian relations in December 2017. "It was then that the SBU documented an attempt by a Russian citizen, David Ponomariov, to pick up executors of this crime in Ukraine," Viktor Kononenko said.

Ponomariov is known to the Ukrainian intelligence service since 2015, when he tried to organize terrorist acts in Nikolaev through terrorists to intimidate the local population. He, in particular, planned to blow up the rocket cruiser "Ukraine" on the Day of Constitution of Ukraine.

Employees of the SBU succeeded in preventing the plans of Russian special services to be organized through Ponomaryov sabotage in Mykolayiv and Uzhhorod. The collapse of the arson campaign of the Society of Hungarian Culture in Transcarpathia forced Russian special services to use a reserve version of the provocation, involving both executors of foreign citizens, members of one of the right-wing radical groups of the European Union.

"Their faces are established and through appropriate international procedures we will attract intrigues to criminal liability," said the deputy chairman of the special services. Operators of the Security Service of Ukraine prevented Ponomarev from organizing even more frightening provocations in Chernivtsi region. The executors, whose persons are installed by the Service, have transferred from Russia an advance payment for the arson of two Romanian schools in Bukovina.

At the same time, Russian intelligence agencies planned to organize a fake event in Uzhgorod to fuel ethnic hatred in Transcarpathia. "We received information that Russia ordered a subversive informational action under the guise of public hearings on the topic:" Observance of the national and cultural rights of the Hungarians of Transcarpathia in the context of Art. 7 of the Law of Ukraine "On Education", - said Victor Kononenko.

During the event, appeals for the granting of autonomy to the Hungarians of Transcarpathia were due to alleged suppression of Ukrainian authorities. The propaganda subjects and news were planned to be broadly covered by the Russian mass media and actively disseminated on the Internet. Employees of the SBU documented that the representative of a well-known public organization was the coordinator of the action, and the head of the charitable fund from Kyiv was the direct executor. "At the first stage, he planned to attract representatives of real associations of Hungarians to the action, but was refused," - said the deputy chairman of the special services.

To work out the money of Russian customers, the performer decided to hire paid bundle and rented a room in one of the hotel complexes. Operators of the Security Service of Ukraine noted that the organizers hid in the premises provocative slogans and began the staged shooting of the "mass" action. "We have established the whole chain of order and payment for a fake event," Viktor Kononenko emphasized.

Russia will use "controlled church and around-church organizations".

Russian special services are planning measures to intensify the conflict between the confessions of the UOC-KP and the UOC-MP. This was stated by the deputy head of the Security Service of Ukraine Viktor Kononenko at a briefing, reports Tsensor.NET with reference to 112.ua.

"The most promising, according to representatives of the Russian intelligence services, is the fragmentation of the confrontation in the Ukrainian Orthodox Church, and it is on provoking an escalation in this direction that efforts will be directed in the near future, for which the Russians plan to use the existing arsenal of controlled church and around-church organizations, as well as the theme of patriotic structures", - said Kononenko.

He added that the Security Service of Ukraine already fixes the establishment of contacts in this direction and the readiness of the Russian side to transfer funds to execute similar orders.

Kononenko said that Russia's intelligence services plan to use the religious organizations of the Ukrainian Orthodox Church of Moscow Patriarchate for provocations.

Kononenko said that it is planned to capture temples in Ukraine in order to attract the attention of the Russian Orthodox Church, whose purpose is to foment a conflict between the faithful of the UOC.

No country can dissociate neighbors - Johnson called on the world to resolutely resist the Kremlin and not reduce pressure on Russia through the Crimea

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

The world community must remember the terrible consequences of Russian annexation of the Crimea and double the determination to protect common values and respect for international law.

As Censor.NET informs with reference to DW, it was written by British Foreign Secretary Boris Johnson in an article published on February 22 on the website of the Foreign Ministry and timed to the fourth anniversary of the seizure of Crimea by Russia.

In the article, Johnson recalls how Putin himself said that in the documentary film "Crimea: the Path to the Motherland", came out in 2015, that the decision to capture the peninsula was adopted at a meeting in the Kremlin on February 22, 2014. Thus, the decision to reject the Crimea was taken three weeks before a "fake" and "fake" referendum, in which the Kremlin tried to give at least some legitimacy to its actions. All Putin's latest statements about protecting the inhabitants of the region and fulfilling their desires were "infinitely false", notes Johnson.

Russia officially annexed the Crimea to Ukraine on March 18, 2014. This was the first case of a force change in the borders of Europe after 1945, reminds the head of the Foreign Ministry of Great Britain. According to him, Russia has violated so many international legal acts that listing all is a real challenge. Examples include the 2 articles of the UN Charter, the Helsinki Final Act of 1975, the Russian-Ukrainian Friendship Treaty and the 1994 Budapest Memorandum, writes Johnson.

After the annexation of the Crimea, Putin continued his actions, fueling the conflict in eastern Ukraine, says Johnson. He reminds that till now Russia continues to direct troops and tanks in this military conflict, which took lives of more than 10 thousand people and forced to leave homes more than 2.3 million people.

Another victim of this tragedy was the flight MH17, the Malaysian "Boeing", shot down by a Russian missile that was launched from a territory under the control of pro-Russian militants. As a result, 298 innocent people were killed, including 10 Britons.

In addition, there are reports of the repression of the Tatars in the Crimea and the persecution of persons who disagree with the Russian annexation, Johnson notes. Despite the multiple demands of the UN General Assembly, Russia has not allowed international human rights organizations on the peninsula.

According to Johnson, we must resolutely and carefully counter Russia. This means preserving the sanctions related to Crimea against Moscow until the region remains under the control of the Kremlin and maintaining further sanctions until the Minsk agreements are implemented. These measures must demonstrate that "no country, regardless of its size, can dismember its neighbors and violate international law without consequences".

The UN Security Council was unable to pass a resolution on Syria through Russia's position

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

The UN Security Council during a special meeting on Thursday, February 22, Russia's position was unable to adopt a draft resolution on Syria, which provides for a 30-day ceasefire and allows the delivery of humanitarian assistance and the evacuation of the civilian population from East Ghuta.
This is reported by Tsensor.NET with reference to UNIAN.

Permanent Representative of Russia to the United Nations Vasil Nebenza gave a clear message that Moscow would not support the draft submitted by Sweden and Kuwait. He named a number of points on which Russia would like to make changes, but the detailed content of them is still unknown.

According to diplomats, after further consultations, the resolution may be voted on Friday.

East Guta is the latest enclave near the Syrian capital, which is under the control of insurgents, among which the Islamist group Jebhat al-Nousra prevails. The area is surrounded on all sides by the forces of Bashar al-Assad and the units of his allies. Over the past five days, air strikes and shelling in Eastern Guy have killed more than 400 civilians, according to recent reports.

The Russian oligarch Deripaska has left positions in his companies

Russian billionaire Oleg Deripaska has left the presidency in En + Group and Rusal.

This is reported by Russian news agencies.

The Kommersant publication wrote on February 19 that resignations are related to the "completion of the development of a business development strategy".

Among the reasons for this decision was also the inclusion of Deripaska in the so-called "Kremlin list" of persons threatened with American sanctions.

Deripaska will leave positions in EN + and "Rusal" from March 15. He will remain a member of the board of directors of "Rusal".

Oleg Deripaska's holding EN + owns more than 48% of the shares of Rusal, one of the largest aluminum manufacturers in the world. The property of Deripaska, according to Forbes, is over $ 7 billion.

On February 8, Navalny presented a new investigation in which Russian Deputy Prime Minister Sergei Prykhodko was accused of corruption. The investigation was about the fact that an official in August 2016 spent three days on a yacht of the oligarch Deripaska near the shores of Norway, along with "girls from escort agencies".

Bulk says that about "girls from escort agencies" learned from Instagram and the books of one of these girls - Anastasia Vashkevich, known as "Nastya Rybka".

Bulk considers "a bribe" that Deripaska "rides on his own yacht of a top official".

Deripaska, according to Navalny, could have been one of the Kremlin's intermediaries in Russia's intervention in the US presidential election in 2016. It is this topic that the oligarch and Prikhodko allegedly discussed when sailing on a yacht.

Deripaska appealed to the court through the investigation of Navalny.

Ukraine News in brief. Friday 23 February. [Ukrainian sources] Censor_news_big3

The father of the Russian special services of Ukraine, Pavlo Gryb, has disclosed some information about today's meeting of consuls with his son.

As reported by Tsensor.NET wrote about it on Facebook.

Igor Gryb added: "Today, for the first time in 3 months, Ukrainian consuls managed to visit Pavel."

The lasting meeting was held on November 20, 2017, within 7 minutes and was stopped by the administration of the SIZO for communicating in the Ukrainian language. Today, the visit lasted one and a half hours and the conversation took place in Ukrainian. Little victory. All positive news.

Consuls say that Paul is very pale, continues to complain about poor health, severe stomach pain, general weakness, weight loss ( I do not understand where to go any further). Apparently, drugs were bought at Paul's expense, but they were not allowed to receive them because the SIZO physician does not consider it appropriate. All his life Pavlo took supplements of medical products, because this is vital for him! And the prison doctor is against! No medical assistance.

From November 2017, Paul received no letter. Keep in full informational vacuum.

I very much asked the consuls to convey my greetings to the fighters for the freedom and independence of Ukraine, the condolences of the native Heavenly Hundred, and hopes to support Ukraine in the matter of the liberation of Ukrainian prisoners."

Recall Ukrainian Reserve Officer Igor Gryb told about the kidnapping of his son's son in Belarus by special services of the Russian Federation : "The FSB drove Paul to Gomel under the guise of meeting with a girl and detained." Igor Gryb told that his son Pavlo Gryb on August 24 went to a meeting with a girl, whom he had previously only communicated through social networks, to Belarus. And then disappeared. When Igor arrived in Belarus, he was informed that his son was wanted by the initiative of the FSB of the Russian Federation. Paul's father is sure that the Russian intelligence services carried out this operation in order to lure his son into Belarus and "put on him handcuffs there for posts in social networks." Meanwhile, the State Border Guard Service of Ukraine officially confirmed the crossing of Paul Gryb at the border with Belarus.

On August 30, Deputy Minister for Foreign Affairs of Ukraine on European Integration Olena Zerkal stated that "Belarus in words behaves as a partner, but in reality it is acting in a completely different way." This statement sounded against the backdrop of a scandal surrounding the disappearance of Ukrainians Pavlo Gryb in Belarus.

September 7, Director of the Department of Consular Service of the Ministry of Foreign Affairs of Ukraine Vasyl Kirillich said that 19-year-old Ukrainian citizens Pavlo Gryb, who disappeared in the Belarusian city of Gomel, is in the administration of the FSB of Russia in Krasnodar . On September 11, Russian lawyer Andriy Sabinin managed to meet with Paul Gryb. The Ukrainian said that he was taken from Gomel to unknown people and transferred to another unknown, and about a few days in the Smolensk region was issued a detention report. After that he was taken to Krasnodar.

On October 12, the father P. Gryba I. Grib informed that the Russian side refused Ukrainian doctors to enter his son. "All attempts to get into a SIZO-5 m. Krasnodar was rejected, without a response from the Russian side," he said.

October 18, the Zhovtnevy District Court of Krasnodar (RF) extended the period of detention . Pavlova Gryb till January 4, 2018.

The State Border Guard Service of Ukraine expressed resentment on such a decision by the Russian court. The department was reminded that the Ministry of Foreign Affairs of Ukraine expressed its protest, since "the unwarranted detention of Paul Mushroom in the prison in Krasnodar for fabricated allegations is another testimony to the political nature of the case."

On November 20, the Ukrainian consul visited Pavlo Mushroom, the meeting lasted seven minutes. According to the results of this meeting, the father of the boy, Igor Gryb, said that Paul's health deteriorates, his body is stuffed with ulcers. The October District Court of Krasnodar (RF) continued the detention of P. Gryb until March 4, 2018.

On February 1, 2018 I. Gryb reported on the unsatisfactory condition of his son's health and the lack of necessary medical care. According to him, there are no professional medical specialists from Pavlov's disease in Krasnodar and nobody will be able to provide the necessary medical assistance.

He also said that on February 1, a Krasnodar Regional Court hearing on a preventive measure was held, and the lawyer learned about the meeting by chance. "On February 1, in spite of all the terms, a meeting of the Krasnodar Regional Court to consider the appeal for a preventive measure was held by Pavel. The lawyer about the court session accidentally found out during the day." Everything was done so that the parents did not have time to arrive,"- said IgorGryb.
